THE CONFISCATION OP THE PROPEUTV OP
REBELS.
ItUbe Circuit Court at Alexandria, cn Fri
day, in tbe case of Uooc vs. Tillston, in
which tbe plaintiff sued for the recovery ot
city property sold during the war under a
decree of Judge Underwood, Judge Thom**
decided that hr the provision of ttie Consti
tution of the United States, Congress could
not forfeit more than tbe life estate of tbe
party charged with tbe offence stated in tbe
act of Congress providing for tbe confisca
tion of tho property of persons engaged in
the rebellion, aud that as Daniel F. Uooc,
against whose property the proceeding was
instituted, had deported this life, tho plain
tiff, bis devisee, was entitled to the property.
An appeal from this decision was taken and
the case will be carried to the Supreme Court
of the United States.
PROBABLE DEFEAT OP BILL CHANGING THE

The hill changing the sessions of Congress
will coma up in the House again to-morrow
as the regular order, hut its passage in its
present shape is doubtful. The organization
ot tbe Fortieth Congress in March seems to
be the chief objection, os in that case the
States of Connecticut, California, Kentucky,
New Hampshire and Tennessee would have
no voice in tho matter, os tlieir elections do
not occur until after the 4th March. Mr. Da
vis, of Massachusetts, aims to remedy this
difficulty in the future by his bill which fixes
a uniform day—tbe first Monday after the
first Tuesday in November, as the time of
election of all members ot Congress.

Negroes in Transit^.—A large number of
negroes passed through the city yesterday cn
route to Arkansas. They came from South
Carolina, having been collected together in
that State by agents who will 6ct them to
work on the Western plantations. The prices
