On Sabbath alternoon, Dec. 8th, the Epis
copal Church of this city whs throriged by
those anxious to honor the remains, apd rev
erence the memory of Col. John B. Lamar.
His corpse had just been brought from Mary
land, where it had heen interred in Sep
tember. 1862. The church services .wore sol
emn and impressive. The devout tones of the
minister, the coffin draped in lildck and
covered with white garlands, the mourning
friends and silent, respectful assembly, and

Congress settled down into the regtlir rou

neither House did anything of much impor
tance. Lithe House, much of the time will
be taken up tor several days yet in offering
and referring Bunccmbu , resolutions. The
intense feeling of some of the members must
be allowed to effervesce and blow off in this
wav, or serions consequences may cosue to
themselves But the even temper of, the
President’s Message is haring an excellent ef
fect, and in behalf of cpucUiatiqn. But in
behalf of the dignity and self-respect of the
House as a legislative body, there is no ocea
sion why it should do auvthiug foolish, and
as the hot, pent-up fadings pass off, the dan
ger will grow less and Jess. The majority of
the Republicans, while feeling kindly toward
Mr. Stevens, wi<l not, be led 'into the foolish
notions that he si;uif.'timu» projioses. This is
already evident from die proceedings of the
first two days.

The Ilonse Committed on the Judiciary

committed a new and additional punishment.
The committee for these reasons have been

Congress holds the vantage-ground. .Itscon

The Republican Party, let it be remembered,

ment, While satisfying urgent requirement*,
is modcratewnd fair to the excluded gtntes.

The Baltimore American (Radical) thus
states the programme: “ It contemplates an
slmiition ol the present State governments
in all the Southern States on tire ground of
their unconstitutionality, and provides for the
appointment of commissioners for each State
who shall have pow^r to appoint nil civil
snd military officers necessary for the pre
servation of pence and good order. The
Commissioners are to call conventions for the
purpose of adopting constitutions, with a
view to admis.-ion into the Union. There is
a difference of opinion as to the right of
franchise.’ Some arc in favor of only loyal-
ists'voting,'zotue in l'avb^ ot Congress des
ignating who shall and who shall not vote;
whilst others advocate allowing all those to
vote who are new qualified under State laws.
The constitutions adopted by these conven
tions are to be respected, but only those to be
allowed to vote who are enfranchised by the
constitutions voted on, as was the case in
Maryland. If constitutions bc adopted by
these voters, then the States to bfe re admitted.
It rejected, the rejection to be followed by
territorial governments.. The commissioners
are to bc authorized to organize the militia,
including the colored population, to uid in
carrying out the provisions of the bill, and
if culled into service are to be quartered on
those rendering the call necessary.”^
