and that neither the President nor cabinet had

Mr. Wilson said ihat ai aoon as negro suffrage
was established, the Democratic party, with that

gro influence, aud the Wises and Letcbers of the
South would bs after them elaiming relationship

veins, (hay would bring affidavit to prove it if
necessary.
The Se natc, by a vote of S3 against 13, passed
tbe hill conferring suffrage in the District of Co
lumbia on the colored people, bat excluding
persons whe, in tha language of tho bill, hare
voluntarily given aid and comfort to tbe rabcls
iu the lata rebellion. A bill for a similar pur
pose, with unrestricted suffrage passed tho House
lost session, and there is no doubt tbe measure,
will btoome a law, as two-thlrda or more in each
branch are in favor of it.

BAitNEiLar, England, Dec. 13—A terrible ex
plosion took place at Oats Colleery, near thia
place, at one o’clock this afternoon. This col
leery contained the largest pita in this district
of the country. The shafts is 270 yards deep,
and the lateral works extend a distance of two
miles from the bottom. Nearly 500 men and
boys were in the mine at tbe time of tho explo
sion, nearly all of whom periabed.
Ninb O’clock r. u.—Every aid is being given
to rescue the suffering. Exploring parties have
counted 38 dead within the apace of fifty yards]
few of tbe unfortunate victims have been
brought out alive but badly mutilated. Engin
eert arc of the opinion that owing to the foul air
there can be no more alive in the works. If tbi,
so, over 300 human beings will be hurried in
tho recess of the pit. Tho excitement among
the families in the town is moat intense and
painful. Tbe works and vicinity have been a
scene of wailing and despair all day. A similar
accidont occurred some 20 years age at the same
pit—73 lives lost
Another explosion took placo in the same pit at 9
’clock this forenoon. Whilo working parties were
finding and drawing the dead, 80 of tho bodies bad
boon drawn ont when tbe second explosion took place.
Several officials and a number of voluntocrs were in
the pit lit tbe time of tbe second disaster, and it is
feared they have all perished. The exciting scenes
of yesterday were renewed.

transports. Tho mission of Sherman and Camp-
txll, who left Vers Crnx on the 30th, appeared to
be of a moat conciliatory character.

ment has commenced legal proceedings in the
first tribunal of Bine to reoover two millions and
a quarter francs, amount paid M. M. Arman by
agents of the Confederate Government, ou ac
count for building five irod-elad vessels, alleged
to have been constructed for the use of the Em
peror of China, but actually intended for tbe
Confederate Navy, though the vessels were nev
er delivered.

French expedition to Corea was meeting with

explosion took place at the Oaks Colliery at 10
o’clock this a. m. There is no longer any hope lor
tbMc in the pit; they must low all be dead. It Is
estimated that 350 humau beings, in all, have lost
their lire* by this terrible catastrophe. Tue mine
is now on fire and the flames have burnt from the
mouth of the main ahait with greal.violence. The
work of drawing out bodies ]« suspended and the
mine is to be flooded with water. The cause of
explosion will probably remain a perpetual myste
ry.
Hanley, Staffordshire, Thursday night, December
13.—There was a fearful explosion at noon to-day at
Falks, the hill near this town, in a coal pit belonging
to the North Staffordshire Coal and Iron Company.
Two hundrred and fifty men went into the mine this
morning, of whom only thirteen have been taken out
alive, and they are badly injured. The rest, it is be
lieved, are dead. Up to the presont moment, forty
dead bodies have been brought out of the pit. The
excitement is intense.
London, Friday, Dee. 15.—The awful calamities in
l’ork and Staffordshire excite the moet painful inter
est throughout the Kingdom. A subscription has
been opened at the Mayor’s office for the suffering
families of the victims.

A monster petition, fifty feet in length, con

Washington, praying for an increase of the mili
tary force in that territory, as absolutely necessary
to protect lives and property of the inhabitants
against the Indians, who are reported to be plun
dering and murdering almost with Impunity.
