Wash;.taros, Decomber 20.—An arrangement has
been made by the General Postoffice Department of
France for an exchange of mails by means of the new
line of French mail packets established between 11a
vana and New Orleans, running in connection with
tbe Fronoh line of paekets conveying mails between
St. Naive and Vera Crus. Under this arrangement,
tbe New Orleans Postoffice will make up mails for and
receive mails from the agents embarked on board the
French paokets.

Mbmphis, Dec. 20.—A torribie calamity oceurred
hero this morning by tho burning of a confectionery
establishment on Madison street. Fourteen persons
were suffocated in their rooms or lost tbeir lives in at
tempting to escape by leaping from tbe windows.

NORTH CAROLINA.
Raleiub, Dec. 20.—Col. Bomford, command
ing U. S. military forc*s in this State, interfered
and prevented tbe Sheriff from inflicting corpo
ral punishment on the person of a negro this
morning. Judge Daniel D. Fowler ordered tbe
indictment of all military officers concerned in
th* trantactiou. Tbe negro was returned after
receiving eight licks. Indictments will be ie-
susd against the officers and the negro whipped
to-morrow. Judge Fowler has celled on tbe
Governor to carry out the laws of tbe State.

Committee have called a convention to meet at Now
Haven, January 8tb, to consider th* revolutionary
sets of the present Radical Congress, and the propri
ety of recommending a national convention with re
ference to the same subject.
New Orleans, Dec. 19.—A motion brine made in
the United States District Court, Judge Dorel, to set
aside tbe test oath on the ground that such was per
mitted in the Supreme Court, which statement was
supported by evidence, the Judge replied that he had
information that tbe practice in tbe Supreme Court
was to administer the oath in open conrt, as before
th* war, and then to pass the applicants into the
Clerk’s office, where they are required to take the test
oath. When the decision of tbe Supreme Court is
rendered, the Judge of this Court will not raise his
head against their decree. The Conrt deeidod not to
be farther pressed on this subject.
Washington, Dec. 19.—Governor Worth, and
others accompanying him, from North Carolina to
thi* city, had an interview with tbe President and
Gen. Howard, to-dsy, relative to the erder ot Gen
eral Sicklea prohibiting corporal punishment by
the Courts in that State, and on order Of the Ireed-
men’e Bureau prohibiting colored children, over
14 years of age, from being bound out. Tbe ex
planstlons of these gentlemen were such as to war
rant tbe belief that the questions will be fettled to
the satisfaction of ell parties.
Richmond, Dec. 19.—Dr. Watson, who killed a
negro in Rockbridge County,' was brought up tor
trial before a Military Commission to-day. Judge
Meredith, of the Circuit Court; issued a writ of
habeas corpus, which was served ouGcneral Scho
field, who disregarded it. The case remains in
euspoaeion.
Junction City, Kansas, De*. 19.—The old
Commissary building at this poet was entirely
consumed by fire last night, together with about
75.080 pounds of bacon and* large amountof Gov
ernment clothing.

New York. December 21.—St. Peter’s Catholic
Church in Jersey City, an elegant structure just
completed, took fire at mid night last night from
some unknown cause, and before tbe flames
could be subdued was badly damaged. The
magnificent Organ, iu process of construction

perhaps twenty thousand.

Prioleau was taken up. Sir W. P. Wood grunted a
motion to discharge Priolcau’s securities from their

isting of one Captain, one Commander and one
Chief Engineer has been convened at the Navy
Yard to investigate the facts attending tbe burn

has not yet been ascertained, but tbe opinion is
that it was the work of design against tho Gov

Chamber of Commerce, for consideration of the ad
visability of memorializing Congress for a reduction

In Nassau the work of rebuilding continued
rapidly, the arrival of carpenters from New York
having given additional impetus to the resident
workmen. The rains of Trinity Wesleyan Chapel
are being cleared away, and several extensive
warehouses arc also being rapidly pushed to com
pletion. .
New York Money Market.
New York, Dec. 21.—p. m —There has been
an increased demand for money to day, and
comparatively Jew transactions at 6 per eent on
eall, tbe bulk of the new business being at 7.—
Tbe supply of capital her ia large, and there is
no real cause for any stringency, as the Govern
ment is neither telling gold nor drawing upon
the national banks. The decline in gold causes,
a feeling of distrjst, which induces money lend
era to put the rate u p to 7 per cent and the bears
have been endeavoring to absorb as much money
as possible so as to assist the downward mov6
ment. There can be uo permanent stringency
in tbe money market in the present business, of
general trade and tbe limited volumt on specu
lation in Wall street Money may be kept olose
at seven per cent for a few days by artificial
means, but this state of aflairs cannot last long
in tbe present financial aituation.
The Gold market closed at $1 333-4. The two
extremes to-day were $1 34 5 8 and $1 33 1*4.—
Foreign Exchange continues dull, and there is a
further decline in rates. Tha supply of Bank
<rs’ bil Is is in excess of tbe demand, and Prime
Sterling is quoted at 108 7 8*109 for sixty day
bills, and 109}al09 3-4 for short Sight.
Tbe decline in gold to-day exercised a depress
ing influence at the Produce Exchange, and
there was a general decline in prices.
In the merchandize market there was a heavy
feeling to realize, and lower prices would have
to be accepted. Government securities were

Commercial affairs wer>- In a very nnsatislactery

nia, are among the number. The feeling was that
tho crisis had passed. There were prospects of an
unusually good harvest.
A report had been received that the United
States steamer Lancaster had founded at sea near

N. Y. MONEY AND STOCK MARKET.
, New Tork, Dec. 22.—The course of the money
market Las been extremely i'regular and feverish.
During the morning, there was a moderate inquiry
of loans but the general Anticipation seemed to be
that, as usual on Saturday, money would become
easy at the close.
About 1 p. m., however, an active demand set in
which continued unabated to the close of business.
The stock market has not been depressed, under
the monetary pressure, but several of the specula
tive stocks, such as Michigan, Southern and North
western preferred, developed considerable buoy
ancy.

London, December 22.—The Fenian troubles in Ire
land have nearly abated, and tranquility and confi
dence have returned to tho people.
The .Daily News of this morning, in an editorial,
says: Great Britain will certainly require tho Span
ish Government to justify tho seizure of the British
ship Tornado. The News, after reciting the history
of the case—wherein it appears that tho Tornado
sailed from Liverpool on the 27th of September, for
Calao, Peru, and, when near that iport, was unlaw
fully seized by vessels of tbe Spanish Navy, and the
crew subjected to unusually cruel treatment—emphat
ically says that Spain must apologize or indemnify.
It is reported on the Continent that the French au
thorities in Mexico seized the baggaao of tho Empe
ror Maximilian, which had been carried to Vera
Cruz. It was alleged that among the baggage seized
was a number of private letters which have a ten
dency to compromise the Emperor NapolcOu with the
United States Government. Maximilian, haughtily
refused to give up tho letters, when they woro token
possession of as above stated, and ho himself held
prisoner.
Thero is a rumor that another conspiracy, having
for its object tho destruction of the lives of tho ruling
Powers, and tho subversion of the forms of govern
ment, had becu discovered at Madrid. The danger
has since been effectually guarded against.

have given as their opinion that the welfare
of Mexico still requires our presence at the

our duty to accede to the request, announc
ing at the same time our intentions to con
voke n National Congress on the most ample
and liberal basis, where all political parties
can participate; aud this Congress shall de
cide whether the empire shall continue in fu
ture, and in case of assent shall assist in fra
ming the fundamental laws to consolidate
the public institutions of the country. To
obtain this result our counsellors are at pres
ent engaged in devising the necessary means,
and at the same time arranging matters in
such a manner that all parties may assist In
an arrangement on that basis.
In the meantime, Mexicans, counting upon
you all, without excluding any political class,
vre shall continue the work of regeneration
with courage and , constancy, having l»cen
placed in charge of your countrymen.

under threats of death, induced to subscribe

proportions of the famous “plaut” of Titus
Oates.
The Chronicle of this morning distinctly
foreshadows this scheme. .“ It is-reported,’’
says that infamous sheet, “ that Attorney Gen
eral Stanberry has decided upon the trial of
Jeff. Davis at Richmond some time during
the spring of 1867. John .Surratt, recently
captured in Egypt, and now on his way to this
country, will probably be placed upon the
witness stand at the Davis trial, his complic
ity with the conspirators rendering him a
valuable witness in regard to the part played
by the arch traitor in the assassinatien
scheme.”
