“No Distinction,”4bc. —The Repnblicans,it
oeems, have encountered opposition from an
unexpected quarter to their favorite political
dogma of “no distinction on account of race or
color." The negroes of the District of Co
lumbia has set up independently of the white
political managers and gone into extensive
council on the subject ol coming elections in
the District. This ba* disgruntled the Re
publicans no little, as they expected to shape
the negro bias and vote just to their own no
tion. The negro says No, we will act on our
own hook, anti not be dependent on you
white bukru” for our political views and
policy. The Republicans, enraged by this
unexpected rebellion in the camp of tbe (so-
called) faithful, hold a meeting, and, tunny
enough to relate, declare that the conduct of
their negro allies.is “opposed to Republican
principles ami subversive cf thu doctrine of
no distinction!”
£o it seems, that the negroes are the first
to make distinctions and protest against the
universal equality” doctrine of the Republi
can*! We think they are abont right.—
Tiiere is not a more scurvy race on earth than
the wjiite Republicans, and we don’t blame
decent negroes for refusing to liavc any asso
ciation with them.

CXXiXAL Bxnaaxs.
From oar cable advice* and the. report of our own
market, it will bo observed that tn* enure foeiiag in
cotton, both here and in Liverpool, has undergono *
radical change since lost week. The halting, dc*pond
ing spirit, which has been rating, seems to have van
ished. and every class of operator, seem to look for a
sustenance of present rate*, if not an advonco upon
them. Some ume since wo called attention to the
fact that the spinners of Manchester were carryieg a
supply of raw material sufficient only for their imme
diate demands, and that as soon, as the burden oi
goods resting on them began to lift, a quick call foi
cotton would manifest itself. This theory has proved
correct daring the post week. A steadiness in price
was developed in Manchester, and the sale* of Liver
pool indicate bow scanty were the stocks in tbe for
mer city. This improved demand and consequent
activity developed a belief in comparative short sup
ply. and tbe following figures and tabic indicate how
little surplus cotton there is for the next few months
in Liverpool. We recommend their careful examina
tion, as they ore founded on the authorised figures ot
the best Liverpool authoritiee. Tho figure* are made
from the statement of the 2kl ultimo, since when tbe
amount withdrawn from stock baa been considerably
above the average: •
[For want of space in oar columns to admit the ta
ble referred to. we have merely copied tbe totals,
From tha table it appears' the entire stock of cotton
in Liverpool, and at sea from ail countries fur tluu
port, on the £!d of November, is TIS^ISA) bales. The
average consumption and deliveries to exporters is
put down at 6MBQboles. This stock, at the abovo rate
of consumption, will be absorbed within eleven
weeks.}
From the above statement, it would seem that the
present entire stock of Liverpool will be consumed in
leas than three months, with a consumption and ex
port demand equal to what haa existed during the
past year. Of course, the probable receipts are to he
examined before it could be positively asserted that
the stock in Liverpool is to undergo serious diminu
tion, or that quotations are to rule correspondingly
higher. Tbe main sources of cotton for Liverpool ore
East India and Am erica, and an examination of the
probable receipts from these two sources do not show
a supply equal to the demand. The statement ol
Fast Indian supply is more deflniL* than that proba
ble from this country, as vessels are between four and
five months in transit from the East Indies, and the
stock afloat is positively known.
During tbe last twenty weeks, counting to Novem
ber 17th, there hod been taken by the trade from Liv
erpool of Indian cotton -H6.6CU bales: actually ex
ported, 303,01X1 boles: riving a total of 7lP,(U»bal<
or on average of bole* per week. The s .
for tbe next twenty weeks, counting from Xovcm
17th, D easily estimated: block, XIU.IAD bales: at sea,
80,08) bales: probable additional export to Nov. 30,
from East In lia. 6(1,000 bales, giving a total of 470.IWW*
boles of supply against an estimated demand of 719,(88)
bales.
Of tbe probable American supply estimate* are
more difficult and unreliable. But wu will vesture on
tbe following statement: Weekly consumption and
export. 33.470 bales: in twenty weeks, 44U.4U) bales;
tbe average weekly exports from this country from
September 1st to November 17th were abont 101(88)
bale* per week; for tbe twenty weeks subsequent to
this date they will be undoubtedly heavier, ray 100
per cent., which will give a total of. say, 4(10,(88) bales,
which, added to stock on that date, give* a grand to
tal of f,1*1.00) bales, which would leave the Anerican
stock at that period under 140,(*«) bales. If these es
timates bo correct, we must look for rhort stock toil
high prices in Liverpool before May 1st, 1867. Of
course, the receipts of Liverpool will depend me :h
on our crop, and we subjoin the following compara
tive statement of receipts os indicative of tbe prol a-
ble crop: For tbe six years preceding the war tbe
average per rent, of the crop received to December
let was per cent.: this year to that date the ta
bled receipts were -kjd.OOU bales, indicating a crop of
l.KUS.us) bales. Thu comparison, however, is not re
liable. oa the pressure to sell on the part of planters
was never equalled. Again, the receipts so for this
month bave not increased in due proportion, not hav
ing reached 7U,<88) bolts any week yet. and by the 1st
of January we ought to have SO per cent. «._* the stock
at tho ports.

UaurcAL Foolery.—Some day* ago, Mr
Scbcnck, of Ohio, made a great “ to do" in
the Houm over the advertisement of a colored
man for *ale into slaverj'. in Maryland, under
sentence for a crime committed. Congress,
he thought, should look into the matter, as it
aa opjxiaed to the Constitution and the Civil
Right* bill.
Really, we think these fanatics had better
hold their tongue* until they get over their
I unary about the negro. Tbe Constitution
expressly resmes tbe power to make slave*
of anybody for crime, at least by implication,
for it rays: “Slavery nor involuntary srrri
tilde shall not exist except os a punishment
for crime." Ac,
Will some of these Radical wiseacres in
form i.s of tbe difftrence between the law’s
condemning a negro, in punishment for
crime, to serve A. B., and its condemning
bint to slavery and involuntary servitude in
the Penitentiary or on the Public Works!
The former iv far preferable, and a convicted
criminal would not Le-itate to choose it were
he allowed a choice. Is not the condition ol
vhite men in our PcnitentiaiieB one of abject
practical sUvt-rv, ar.il even accompanied with
degradation ? Then, is a ut-gro any better
t!i ■ white man,that Congress should make
a tool of iteelf by rai*fpg ctendttees te in
