(INVENTION AT WASHINGTON.
Wa&iiixoton, Jan. 10.—An equal rights con
vention of negro from Southern and Northern
States is now in session here. They propose to
issue au address to Congress and the people every
where In o-der to educate public opinion to the
point of giving the colored man impartial saSrage
in ail the States. They also Intend to memorialise
Congress e.tber to remove the Cotton tax or altar
the duty with a view to discriminate as to the
grade.

Washington. Jan. U— A colored regiment, re
cruited in this vicinity has been ordered to Fouth
Cardins, under Gen. Miles, formerly commandant at
r„ r tr Monroe. He will have his headquarters at
Charleston.
A dispatch has been received here from Denver,
10th inst., to the effect that the Territorial House of
Rcpre.-enintivee have passed* resolution protesting
against the admission of Colorado, and that they rep
resent the last and only legal expression of publ
opinion in that territory.
Harrism-ru, Jan. 11.—The Committee on bribery
and wrruption, made a partial report this morning,
Mating that not a particle of evidence had been elici'
te.l to show any attempt at briber.', in eonneetion
with the Senatorial contest, and that those who made
the charges had failed to prove them.

Washington, Jan. 11.—Mr. Sumner presented
a petition from the loyal citizens of Arkansas, for
the overthrow ofthc present StatcgOTernment, and
for reorganization by Congress; also asking Con
gress to declare that the ratification by 20 States is
uffleient for a Constitutional Amendment. Re
ferred to the reconstruction committee.
A tariff bill substituted for that passed by the
House only during lastsessioD, was reported to
day in the Senate. It proposes to continue the
three cents a pound on raw or unmanufactured
cotton, and to give an increased duty on iron.
The Senate, in executive session to-day, con
firmed the following nominations:
H. E. Peck, of Ohio, to be Minister Resident
and Consul General at Hayti. Win. Hofftnan, of
Louisiana, to be Secretary of United Elates Le
gation at Paris. Albert G. Lawrence, of Rhode
Island, Minister Resident at Costa Rica.
The Senate took np the bill to regulate the te
nure of office, and before concluding the discus
sion thereon, went into executive session aud ad
journed.

Mr. Hnbbard, of Conn., asked leave to offer a
rssolntion appointing a select committee to in
quire into tiie alleged deficiency of heavy ord
nance in the United Sates Navy.

ment of President Johnson excites the interest ot the

New York, Jan. 11.—The money market con
tinued stringent and active up to 2 o’clock, but
alter that time an easier feeling prevailed, and first
class firms found less difficulty in getting accom
modations at 7pcr cent, on call. Gold was stronger
towards the close and rallied to 134>£: short inter
est is very large; torcign exchange firmer and more
active; government securities were all higher this
afternoon, with increased demand—due to rise in
gold and increased activity in the stock market
towards the close. The excitement and activity in
money shares, to-day, surpassed anything since
the present speculation set in; business was heavy
with a marked improvement in prices.

of private bills.
The Judiciary Committee examined several wit
nesses with reierccce to the rale of negroes into
slavery tor crime in Maryland. They established
the fact that it was done In pursuance of a law of
the State, enacted in 1835, which makes it discre
tionary with Judges of the Court to sentence them
to imprisonment, or to bo sold into slavery for a
term of years.

bill authorizing the payment of the reward offered

Taylor. Found the steamer San Francisco at
Greytown with 600 more passsngers for the Amer
ica’s return trip, 1,300 in all.
Official reports said nine passengers and twenty-
seven soldiers died of cholera. If the America tries
to carry them all, cholera fs nearly sure to break
out.
Tho San Francisco left Greytown, on the 1st. The
noxt day 3 cases of cholera and 3 other deaths
by other diseases. Eight deaths during the voyage*
five by tho cholera; put in Key West on tho 6th, chief
ly to allay fright of passengers; twenty-one frightened
and deserted the ship. There is another account which
says that twent; -six soldiers and one officer—Major
Gamble—fell victims to disease; also two passengers
and four employees of tho river steamer. Up to time
the San Francisco left, for forty-eight hours, there were

late war, ask to be re-admitted to practice at
tho bar of that tribunal; and involving more
particularly the constitutionality of the law
extending to attorneys in United States
Courts the provisions of the Act of July,
1802, which requires a test oath of civil, mil
itary and naval officers, with penalties for
perjury.

article, and with the heavy stock on the market prices

Limp.—There ha? been an increased demand for
this article during the week for local purpose?, mid

GENERAL REMARKS.—There has been a marked
improvement in every branch of trade since our last re
port—thegood weather seeming tr, haTe a rerivingcffect
on trade generally.
COTTON.—There was a. pretty fair inquiry for tho
better qualities of Cotton on Saturday, the 5th in9 .—the
first day of the week now under review—though but
little on sale, and all offered was freely taken at 29 cents.
On Monday there was an increased demand, with a
growing indisposition on the part of holders to sell at
even 29 cents, at which the market closed firm for Mid-
dlinv 3 .
On Tuesday there was not so good a demand, though
no disposition on tho part of holders to force the
market.
This state of tilings also existed on Wednesday, and
though there was no actual decline, there was a slight
fall off in tiie inquiry.
