Jan. 21.—A sweep ing program proposed changes in the corporation laws of New Jersey was an nounced by Governor Wilson today. Not only would it be a misdemeanor under the proposed laws to acquire a monop oly or interfere with freedom of compe- tion, but jail sentences are contem plated for those who promote or or ganize a trust. While the rain fall was less than one inch, it presented a new problem in caring for the home less. The river stood at 46.4 feet this morning. . Fear of a typhoid fever epidemic due to the flooding of the sevVers has been expressed in some quarters. A large number of manufacturing plains have been covered with water, throwing hundreds of workmen out of employment. Lost His Life Rescuing a Mother and Her Baby (By Associated Press.) COVINGTON, Ky., Jan. 20.—In an ef fort to aid a sick flood sufferer, who was waterbound, Andrew Weger, who lives in a houseboat on the Ohio at this point, last night lost his life. Weger ad rowed to the partly submerged home uf a woman, whose baby was ill, and taking the mother and child in his boat, started toward a drug store, when he fell unconscious in the bottom of his boat. The screams of the woman attracted the life saving crew, which reached the scene just in time to rescue the woman and the baby before the boat, carrying Weger, was swept beneath a fleet of coal barges. His body was not re covered. UFOLLETTE SAYS FEW L Wisconsin Senator Attacks Character Certificate Clause of Immigration Bill WASHINGTON, Jan. 21.—“Rules and regulations of the senate and house have have been so framed and so built up and engrafted upon by precedent as to put the legislation of this congress in the hands of a few men.” declared Sen ator La Follette, in the senate today, speaking against the conference report on the immigration" frill. “I hopp the time is coming when these two bodies will be made more demo cratic and more responsive to the pub lic will,” he added. ■ Senator La Follette attacked the clause put into the bill by the confer ence report by which immigrants might be debarred from the United States un less they* brought certificates of char acter, when their native soil had a law authorizing such certificates. He declared that conference commit tees of the house and senate shoiild not have the power to put new provisions into bills over which the two houses had disagreed. Such action, he declar ed, put the legislation of important questions into the hands of isx or seven men A determined fight in which Senators Stone, O’Gorman and Simmons joined was made on the “certificate of charac ter” clause. Senator La Follette said it went far beyond the purpose of the supporters of the plan and turned over to other countries the determination of what class of immigrants should be accept able in the United States. Practically every senator received a telegram from Louis Marshall, presi-^ dent of the American Jewish league, saying the inevitable result would be to ex*clude a majority of Jews coming from Russia and Roumania. Senator Lodge contended that the pro vision did not affect Russian immi grants and held that the conferees had not exceeded their authority. Senator La Follette declared Russia could prevent its people leaving for the United States by refusing to issue certificates of good . character. Rus sians who now come to the United 'States surreptiously, he said, would un der the new provisioris be excluded. “All those who believed in republican principle of government could be refused a .certificate,” he said; “Russia knows one free tongue in New York is more harmful to Russian des potism than 10,000 shackled subjects in Siberia. “Russia does not want these people seeking freedom admitted to the United States and I believe that somei others do not want them admitted, foh these people are a menace to plutocracy and there are certain people in this country who do not favor encouraging the men ace to plutocracy.” . i I i i ■ SEVEN ARE FATALLY HURT IN FIERCE KNIFE DUEL Old Feud Breaks Out at Glenn Alpine Between Two Families (By Associated Press.) CHARLOTTE, N. C., Jan. 20.—A fierce pistol and knife duel took place at Glen Alpine, a small place six miles from here, tonight, in which six men received what is thought to be fatal wounds. Dr. E. A. Hennessee, a prominent physi cian of Burke county, was one of the combatants, and was shot through the head and lungs, and cannot live through the night. UPSHAW IS NAMED D0UGLASVILLE MAYOR (Special Dispatch to The Journal.) DOUGLASVILLE, Ga.. Jan. 21.—The election for mayor, councilmen and school board was held here Saturday, the 18th. There was only on e candidate for mayor and Mr. L. C. Upshaw was chosen without opposition. Mr. Ray mond Duncan was elected recorder. The follqwing were elected councilmen: V. R. Smith, Joseph Abercrombie, J. L. Cooper, Judge Cooper, M. E. Geer, Dr. Rube Poole and Pat McGuoirk. The following were elected on the school board: R. E. Edwards, W. C. Aber crombie, F. M. Stewart, W. D. Peace and W. T. Roberts. In a closely con tested race, Mr. Dude McKelvy, the in cumbent, defeated Mr. Raleigh Hagin for marshal. It was a very quiet and or derly election.
