Doctors Said He Had Dropsy
Some time ago I liad an attack of
grippe which* finally settled in my kid

Following: is the full text of the Webb anti-liquor shipment bill, which
passed the house of representatives last week and which the senate has
adopted as a substitute for the Kenyon-Shepherd bill, a similar measure.
The Webb bill, which restricts the shipping of liquor into dry states, will
become a law if it is signed by President Taft:
“An act to divest intoxicating liquors of their interstate commerce
character in certain cases.
“Be it enacted by the senate and house of representatives of the
United States of America in congress assembled, that the shipment or
transportation, in any manner or by any means whatseover, of any spir
ituous, vinous, malted, fermented, or other intoxicating liquor of any kind,
from one state, territory, or district of the United States, or place non
contiguous to but subject to the jurisdiction thereof, into any other state,
territory or district of the United States, on place non-contlguous to but
subject to the jurisdiction thereof, or from any foreign country into any
state, territory or district of the United States, or place non-contiguous to
but subject to the jurisdiction thereof, which said spirituous, vinous,
malted, fermented, or other intoxicating liquor is intended, by any person
interested therein, to be received, possessed, sold, or in any manner used,
either in the original package or otherwise, in violation of any law of such
state, territory or district of the United' States, or place non-contiguous to
but subject to the jurisdiction thereof, is hereby prohibited.”

WASHINGTON, Feb. 11.—The report
that President Taft will veto the Webb
bill, which prohibits the shipment in
interstate commerce of whisky, intended
for sale in “dry” territory, created a
stir among Democratic senators and
congressmen during yesterday after
noon.
The bill passed the house on Satur
day by .an overwhelming # non-partisan
vote, and passed the senate yesterday
afternoon by a viva voce vote, being
substituted for the Kenyon-Sheppard bill,
which had been reported to the senate.
The bill was considered in the house
under a special rule as the result of a
general understanding among Democrats
that it was the desire of President-elect
Wilson to have the liquor question set
tled and out of the way before he as
sumed office.
Governor Wilson, it is said, recognizes
that the interstate liquor bill, as the
legislation is called, is “loaded” at both
pnds, and he hoped to get it out of the
way in order that neither he nor the
Democratic administration under him
would be embarrassed by its considera
tion.
The report that President Taft will
veto the bill is accepted generally as
being correct, and the Democrats are
worried because they fear that it will
be impossible to pass the bill over the
president’s veto. This means, of course,
that the question -will be revived and
.injected, into the Wilson administra
tion.
Sir Edward Grey Requested

tion to Stop the Balkan

LONDON, Feb. 12.—The Turkish gov
ernment today formally requester Sir
Edward Grey to invite the European
powers to intervene to stop the Bal
kan war. The request was communi
cated to the ambassadors here, Who
transmitted it to their respective gov
ernments. The ambassadors will meet
on Friday to report the result.

JEFFERSON CITY, Mo., Feb. 12.—
The Missouri supreme court tod^y re
fused to nullify the judgment of ouster
against the Standard Oil company and
the original order, ousting the compa
ny from the state, now stands. The
original order was issueu more than
four years ago.
The opinion of the court today was
not unanimous, however, Chief Justice
Lamm and Judge Woodson dissenting.
The decision was concurred in by five
judges.
The dissenting judges held that to
oust the Standard Oil company from
the state would leave the Waters-Pierce
Oil company in control of the business

LONDON, Feb. 11.—Grief and pride
over the simple narrative of courage,
endurance and sacrifice given in Captain
Robert F. Scott’s farewell message to
the world are close competitors for
dominance in the feelings of the Brit
ish public today.
“It is a white, and not a black,
mourning we wear for these gallant
souls who have done and dared so
greatly,” was the comment of a cabi
net minister today.
The closing words of Captain Scott’s
epic were:
“Had I lived I should have had a tale
to tell of the hardihood, the endurance
and the courage of my companions
which would have stirred the heart of
every Englishman.
“OUR DEAD BODIES.”
“These rough notes and our dead bod
ies must tell the tale. But surely,
surely a great and rich country like
ours will see that those who are de
pendent upon us are properly provided
for.”

Postmaster General Hitchcock
Again Asks for Govern
ment to Operate Wires

WASHINGTON, Feb. 11. Govern
ment ownership or control of telegraph
lines is again recommended by Post
master General Hitchcock in his com
plete -annual report transmitted today
to congress. Mr. Hitchcock says:
“In fhe last annual report the opinion
was expressed that telegraph lines in
the United States should be made a part
of the postal system and operated in
conjunction with the mail service. It is
believed that under proper management
such a consolidation would result in im
portant economics and* permit adoption
of lower telegraph rates. Now that a
postal savings system has been estab
lished and a parcel post provided for,
there would seem to be no better op
portunity for the profitable extension
of our postal business than through the
adoption of a government telegraph
system.”
Mr. Hitchcock also recommends that
the use of the franking privilege be re
stricted ‘to official correspondence, not
exceeding four ounces in weight and to
the mailing of such speeches and docu
ments as are printed by order of con
gress.”

WASHINGTON, Feb. ll.—Two bat
tleships in this year’s naval appropria
tion bill were determined upon today
by the house naval affairs committee
by a vote of fourteen to seven. Six
destroyers, fotir submarines, one supply
ship and one transport also will be pro
vided.
The new dreadnoughts are to cost
approximately $15,000,000 each. Adop
tion of the two battleship a year plan
comes as the -climax of a hard fight
as the greater navy advocate?’ were op

ing compromise on one. The house it
self, of course, will decide the question

Martial Law Declared in the
West Virginia Mining
District
(By Associated Press.)
CHARLSTON, W. Va., Feb. 11.—Ad
jutant General Elliott at daybreak took
active command of the disturbed section
of the Kanawha coal field, where almost
a score of striking miners and mine
guards were killed in yesterday’s bat
tle. Orders were issued to five compa
nies of militia to clear the mountains
of armed men and many arrests were
expected before nightfall.
One result of yesterday’s outbreak, it
was said, would be the introduction into
the legislature of a bill providing for
a state constabulary to deal with such
emergencies, the opinion being very
general that if an adequate force of
trained men had been on guard the
fighting would not have occurred.
For the third time in the history of
West Virginia, martial law is in effect.
Portions of four counties today are in
control of the state militia, following
a battle yesterday between the strik
ing miners of the Kanawha coal fields
and deputy sheriffs, railroad officers
and mine guards.

WASHINGTON, Feb. 12.—Gordon H.
Campbell, of Little Rock, treasurer of
the Republican state committee of Ar
kansas, told the Clapp 'campaign fund
investigating committee today that he
knew nothing of the charge by Thomas
J. Camp, former postmaster at Beebe,
Ark., of being removed from office be
cause he refused to contribute to the
1912 campaign and declared “he had
never sent any information to the post-
office department concerning Camp’s re
fusal to contribute.”
Campbell pointed out that the post-
office inspector’s report against Camp,
on the strength of which the latter’s
resignation was demanded, was signed
September 7, 1912, before he began so
liciting funds.
Treasurer Campbell told the commit
tee he had solicited contributions from
other postmasters in Arkansas in 1912,
all the letters he sent out being similar
to those sent t^^^nip.
“How was $39 fixed upon as the
amount for Mr. Camp to contribute?”
asked Senator Clapp.
“We thought there was no reason
why he should not pay us about 3 per
cent of his salary,” said Mr. Camp
bell.
“Was the amount to be contributed
specified in all cases?” he was asked.
“In most cases it was.”

his activity against police grafters have
caused him to carry a revolver. Per

ney has seldom gone forth from his
office -unaccompanied by a body guard
of detectives.

Americans That They Fled

LAREDO, Tex.. Feb. 12.—Today’s
train from Mexico City brought many
men, women and children refugees, who
left Monday, soon after the battle be
gan.
Few passengers were sufficiently in
formed to give a coherent story, but
all were agreed that alarming condi
tions prevailed. They deemed it wise
to leave the capital, notwithstanding
no anti-foreign demonstratipn had oc
curred. They reported everything
quiet along the line of the Mexican na
tional from Mexico City to Laredo, but
stated that subdued excitement was in
evidence at all points.
Delayed newspapers which arrived
indicate the stress under which the
government is endeavoring to bring
about quiet. Sunday’s papers report
once more that federal troops are camp
ed up in the town of Atoyac, state of
Guerraro, and rebels in Chaleo, state of
Mexico, and have kidnaped a man and
are holding him for ransom. The Mex
ican government forces are trying to
rescue this man, whose identity is not
given. \
Rurales are reported fighting the
rebels near Tlalpam.
The calmness displayed by Madero
is confirmed in the newspaper reports.
In the taking of the La Ciudadela,
th e Mexican press reports that Gen
eral Diaz secured rifle*?.
Editorially, the newspapers called at
tention to former battles In Mexico and
the present situation is not at all
unique. The uprising is compared to
that of General Vicente Guerrero s on
November 30, 1827, when Guerrero was
defeated for the presidency* by General
Gomez Pedrasa.

The Actual Cost of Insurance.

Toward the end of last year It was
announced by one of the big life in
surance companies that a soap manu
facturing company of Cincinnati had
taken out a policy of $2,000,000 on the
lives of Its 3,000 employes. With a
single exception (a similar policy on
the lives of the employes of a big or
der house vin Chicago), this was the
largest policy ever issued by a life in
surance company.
Now,' this insurance was distributed
among the 3,000 in this way: If Jones
was making $1,200 a year, his share of
the policy was $1,200. The cost of the
policy was. assessed against the work
ers, as the manufacturing company
male no claim that it was getting the
insurance for its workers merely as
piece of philanthropy.
To pay the cost of this insurance, ac
cording to the announcement of the
company, one hour of time will be asked
from each of the 3,000 employes every
six weeks—that is according the com
pany’s present figures, and it expresses
an average demand.
Presumably, here is rock-bottom cost

DELAY IN MURDER TRIAL
Defense Says Illness of De
fendant’s Wife Prevented
Preparation of Case

AIKEN, S. C., Feb. 12.—The case of
the state vs. Hugh Long, member of
the legislature from Aiken county,
charged with the murder of Pickens
Gunter, was sounded in the court of
general sessions Tuesday. .
On motion of the defense the case
was continued until the next term, the
second week in March.
Long is engaged in his duties in
the state legislature at this time.
Mr. Long’s attorneys, Colonel Claude
E. Sawler and Messrs. L. E. and T. G.
Croft, based their motion for a contin
uance upon a number of contentions,
most prominent among which was an
affidavit to the effect that the defend
ant’s wife, a very material witness,
was ill in North Carolina, and her re
moval to Aiken would imperil her life. !
The prosecuting attorneys, Colonel
D. S. Henderson and Solicitor Robert
L. Gunter, opposing each other as coun
sel for the defense and prosecuting re- j
spectively in the famous Beach case i
just finished, and Herbert E. Gyles, ;
mayor of Aiken, stubbornly and merci
lessly opposed the motion declaring
that “the interest of the public will be
subserved by a speedy trial of this
case."
