PARIS, Feb. 19.—-With simple cere
monies, Raymond Paincaire was inau
gurated as president of the French re
public today for a term of seven years
There was a great display of popular
enthusiasm as the new chief executive
proceeded to the palace of the Elysee
to tak eoffice.
Premier Briand, shortly after 2 o’clock
in the afternoon, called at the private
residence of the president-elect. The two
then proceeded in an open carriage es
corted by a regiment of Cuirassiers to
the palace.
In spite of zero weather, the streets
were lined with people.
TAFT ASKS WICKERSHAM'S
Believed That President Wants
to Know If Measure Is
Unconstitutional

WASHINGTON, Feb. 19.—President
Taft today referred the Webb bill reg
ulating the shipment of liquor into dry
states to Attorney General Wickersham
and Secretary MacVeagh.
This was taken to indicate that the
president wanted an opinion on its con-
stitutionolity. He has told visitors re
cently that he expected to give the bill
much consideration.

VERNON. Tex.. Feb. 19.—John Beal
Sneed made careful preparations to be
killed last summer, made sure that his
little children were safe on the old
Sneed farm near Calvert, Tex., so that
A1 Boyce could not get them after his
death, and then went out to meet what
he felt was his inevitable fate. He gave
this testimony todajf in his trial for
killing A1 Boyce, Jr., at Amarillo, Sep
tember 14.
All the time he said a man had shad
owed him and he had been told time and
again that A1 Boyce was on his trail,
visiting every city and town that Sneed
had visited in wanderings with his wife
and little girls.
Sneed said he had nowhere to get out
of reach of the death he knew was to
befall him the moment A1 Boyce saw
him. “I got to Fort Worth,” he said,
"after I had arranged for the protection
of my children, and I telephoned for
Beach Epting to come to me.
“Those people had taken all I had but
my little children, and they were still
trying to get them and were going to
kill me, and something Just took me to
Amarillo.”
At Amarillo Sneed, disguised as a
laborer, shot Boyce.

State College of Agriculture has Just
issued from the press, a bulletin that
outlines the lectures which are now
being delivered at the itinerant farm
ers’ schools. It treats of a variety of
subjects teaching Georgia conditions,
such as the best breeds of beef cattle,
of dairy cattle, of hogs and of sheep to
be raised in Georgia: modern dairying,
fertilizer problems, crop rotation, hog
dholera prevention, economical feeds,
tick eradication, restoring soil fertility,
etc.
These bulletins are now ready for dis
tribution and will be especially useful
to farmers who were unable to at
tend the itinerant schools. It is, In fact,
a handbook of useful, up-to-date agri
cultural information appertaining to
Georgia.
A copy of the bulletin will be sent
to any Georgia farmer free of cost who

fled county, a Mr. Elledge has come to
tills section from Arizona. The would-
be groom is about fifty years of age,

WASHINGTON. Feb. 19.—The New
port News Ship Building company’s bid
of $7,236,000 for construction of the new
dreadnaught Pennsylvania with Curtiss
turbine engines was the lowest of all
proposals opened at the navy depart
ment today.
The Pennsylvania, officially known as
No. 38, will not only be the biggest ship
in the American navy, but so far as is
known, will exceed in size any war
ship laid down by a foreign power up
to this time. Her tonnage will be 31,000
—almost three times that of the famous
old Oregon.
This latest addition to the navy will 1
cost, when complete, with guns, ^rmbr
and equipment, $14,173,000. While only
600 feet long, the Pennsylvania will have
a beam of 97 feet, almost as much as

canal locks. Her draft will be 28 'feet,
6 inches, which will leave open to her
most of the great mercantile ports of
the world. A battery of 14-inch guns,
the most powerful naval weapons afloat,
supplemented by four torpedo tubes and

will constitute the ship’s battery.

COLUMBIA, S. C.i Feb. 18.—-The Nich
olson bmill to tighten up the. primary
laws occasioned a long debate in the
senate this morning during which dis
cussion a symposium on the primary, its
evilse and benefits, were indulged in by
various members, Senator Clifton of
fered an amendment to the bill provid
ing that bills of registration be opened
in every county in the *state during the
months of June, July and August, of
this year, and that the registration
boards should sit at each precinct and
the books be opened two months giving
every man a chance to register. Then
when the voter comes l^rward to cast
his ballot in the primary let him swear
that he is a qualified elector and other
wise qualified to vote under the rules
of the party, but not to require him to
produce a registration certificate or tax
receipt simply let him take the oath.
"I offer this to meet the ideas of Gov
ernor Blease as outlined in his inaugu
ral address, thus meeting him on his
own battle ground, and it will not give
him any excuse to veto the bill,” said
the Sumter senator, Senators Christen
sen, Nicholson, Alan Johnstone and
others favored the bill, while Senators
Laney Carlisle, Crouch and others
thought it ought to be postponed until
next session. Senator Strait made an
attack on the bill and denounced the
campaign methods of one of the state
candidates last summer, charging that
moneyed interests and the rich men were
trying to get hold of the government.
The debate was interrupted by adjourn
ment for dinner.
Numbers of second reading’bills were
continued. A concurrent resolution fix
ing the date of election of trustees of
the medical college was in spite of a
message from Governor Blease, warning
the general assembly that he would not
sign the bill proposing to levy a one-
mill tax for th ; e support of the rural
schools on the grounds that as amended
by the committee most of the money
would go to the high schools, the house
passed the bill and sent it to the senate.
The house has continued all second
reading bills and is now ready for final
adjournment. The senate has as yet
taken no action on the resolution fixing
Friday as the date for final adjournment.
WILSON WILL RESIGN
BEFORE MANY DAYS
TRENTON, N. J., Feb. 19.—Governor
Wilson, discussing with the Democratic
members of the legislature various bills
that probably will be passed by the as
sembly, said today that with the en
actment of these measures he regarded
that his work for New Jersey prac
tically would be completed.
Governor Wilson will submit his res
ignation to take effect on March 1. He
will be succeeded as governor by Sen
ator Fielder.

garet Wilson, daughter of the presi
dent-elect, came to Albany today to at
tend a hearing on a number of child
labor bills presented by the state fac
tory investigating committee.

the largest congregations in the city,

Methodist, have decided to build new

fall of Francisco Madero, who waa
forced to resign the presidency of Mex
ico through the coup d’etat of Generals
Huerta and Blanquet last night, is con-;
fined to a period of only three years. It
is summarized chronoligically as fol
lows:
1910.
March 3—Madero helped organize a
national convention to nominate a can
didate to oppose Porfirio Diaz.
June 3—Madero was thrown into pris
on by Diaz on charges of sedition.
October 8—Madero escaped from pris
on disguised as a peon and fled to San
Antonio, Tex.
November 10—Madero, accompanied
by seven men re-crossed the Rio Grande
into Mexico and began recruiting troops
to his standard.
1911.
February 6—Joined by Generals Oroz
co and Blanco and the bandit chief,
“Pancho” Villa.
February 9—Abraham Gomez, gov
ernor of Chihuahua joined Madero and
gave financial aid.
February 15—Madero fought Diaz.
Troops near Chihuahua- Madero and

CALHOUN, Ga., Feb. 18—Frank
Burohet, the seventeen-year-old youth
who was recently arrested In Chattanoo
ga while on his way to Texas and
brought back here, charged with forg
ery, was released when his relatives set*
tied the financial side of the case. The
grand Jury will meet next Monday.
Young Burchett, it is alleged, forged
three separate checks amounting in all
to $140 on the Calhoun Roller mills. He
is said to have succeeded in passing the
checks at the Calhoun National bank,
and Immediately afterwards left town
for Texas.
