IS.—Among the troublesome questions that came up today for consideration by the in come tax experts of the treasury depart ment was this one: "jib cue incofne tax going to put a premium on single blessedness?" Advo cates of the law contend it would put a premium on marriage, but its inter preters now have found the paragraph • affecting married persons not* so easy of comprehension after all. ’ The law reads: "There shall be de ducted from the amount of the net in come of each of said persons (meaning taxable persons) the sum of $3,000 plus $1,000 additional if the person making the return be a married man with wife living with him, or plus the sum of $1,000 additional if thr person making the return be a married woman with a husband living with her, but in no event shall this additional exemption of $1,000 be deducted by both a husband and a wife. Provided that only one deduction of $4,000 shall be made from the aggre gate income of both husoand and wife when living together." Santa Claus Is Given Formal Recognition; Will Get His Letters WASHINGTON, Nov. 13.—Hereafter during December Santa Claus will be recognized as a real entity by the post- office department, and letters for him will be received and delivered. Postmaster General Burleson today issued an order making permanent the custom hitherto employed of ‘turning over to charitable persons or organiza tions all letters received through the mails from children anxious to confide their desires to the bewhiskered little dispenser of toys. Each postmaster has been authorized to dispose of such mail, local to his office, in accordance with the order. STARVATION PREDICTED FOR NATIONAL CAPITAL (By* Associated Press.) WASHINGTON, Nov. 13.—Starvation will stalk through the national capi tal’s -streets within the next few years, in Una opinion of Franklin D. Roose velt, assistant secretary of the navy, unles's somethinlg is done to cheapen the cost of food supplies and provide for more liberal receipts. In an address to the chamber of commerce last night Mr. Roosevelt ad vocated establishment of a municipal market system and the adoption of plans for farm sites nearer to the city’s gates. BY WILLIAM & SHEPHERD EL PASO, Tex., Nov. 13.—-As I look j back at what Vesustiano Carranza has [ done since the day I interviewed him in El Paso in 1910, he seems to be the only rock that has stood firm in its place during the storm?; that have swept his land. Francisco Madero has just received word from Mexico City that the great Porfirio Diaz had fallen. It was neces sary for him to appoint governors of the twenty-seven Mexican states—27 men upon whom he could depend. Madero handed us correspondents a typewritten list of strange names; theyse were his new governors. And the j hardest name of all was that of Vesustiano Carranza, who was to be Maderos governor of Coahuila, Made- ro’s home state. Later, that day, I met Carranza. He j wasn’t great then; he was only grim, j He wore long, shaggy whiskers and; thick eyeglasses. What he told me, | in the interview, was only what any j one of a score of lesser revolutionary lights might have told me. But what; he said explains all that he has done since his leader, Madero. was slain. He explained to me that he had not been fighting, but that he had been do ing propaganda work in his home state. I asked him why he was against the Diaz government. “It is the land," he explained: “All of my people have had the land taken away from them and now they are slaves to a few land owners. "Some of Madero’s soldiers," he ex plained, "have taken up the war cry, ‘Give Ps land,’ and they have made this cry as they fought. Now, Madero has put Diaz out of power and he will try to give th& land back to the people. If he does not do so they will not be content." And now Carranza is leading the great, revolution against the assassin Huerta. He is the hope of the poor man in Mex ico. He is the man President Wilson hopes to see at the head of the Mexican government. That night Carranza, all alone, took a train for Coahuila, and two days later Madero received a telegram telling him that Carranza was on the job and had ordered a special election. In this elec tion the people voted unanimously for Carranza for the governorship and, standing like a Gibraltar, with all the oth er Maderistas falling about him, Car ranza has/ been his own man’s man ever since that day. He started a revolution when Madero fell. His battle cry is still, "Give the land back.to the people." Carranza is a stronger man than Ma dero. Madero was smaller than his own dream, but Carranza appears to be as large as the vision he sees. He’s a grim, forceful, determined man. He was educated for the law and prac ticed it until his eyes gave out. Then he went to ranching. There isn’t an ounce of the brigand in him. CLEVELAND, Ohio, Nov. 13.—The problem of distributing available food and coal supplies in snow-bound Cleve land caused greatest anxiety today. From two to six feet of snow block the streets. Fifteen hundred babies have been without milk for thirty-six hours and the outlook for getting milk into the city is not good. Of other food except green stuff a fairly large supply is on hand. The big milk companies yesterday made sales only to those who wanted it lor babies. Many factories suspended operations yesterday because of the shortage of coal and they may not be able to open for a week. Retail dealers say delivery of coal for dwelling and apartment houses is impossible. Triple prices were paid to the few teamsters who would haul produce from the cars in the railroad yards to the central market house and at noon yes terday the supply there had been sold out. “We are trusting to Providence for tomorrow’s supply," said one stall- keepen Meat, eggs, flour and butter in suf ficient quantities to last several dffys are in the downtown groceries, but in the suburbs grocers have almost empty shelves. Failure to replenish the yeast supply, inability of employes to get to work and the difficulty of deliveries have brought the bread situation almost to the famine point. Ten plants of the American Steel and Wire company, employing about 6,000 men, and the Glidden Varnish company, employing 500 men, have been shut down because of lack of coal. Several smaller plants not equipped with gas were forced to suspend. The company which furnishes heat for most of the downtown office buildings reports a fairly large supply of coal on hand, and the municipal heating plant, which v.arms a large part of the east end, has teams hauling coal all the time to prepare for emergencies. Residents of the west side, which comprises nearly half of Cleveland, are in a more precarious condition because deliveries of coal and food are even more impossible than in other sections of the city. One of the largest baking companies there today will give away 5,000 pies and 3,000 loaves of bread to prevent their spoiling. Twelve hundred men are clearing away the street car tracks available for use. After the tracks have been shov eled clear, three to six feet of snow re mains on the rest of the street. Pedes trians travel through narrow paths be tween banks of snow four to six feet high. KIEV, Nov. 13.—Armed Cossacks patrolled the streets of Kiev this morn ing to suppress any disorder that might have marked the conclusion of the Beiliss trial. The patrol extended far into the suburban districts. No disturbances occurred during the night. The authorities announced they would suppress with an iron hand any out break which might be instigated by the numerous anti-semitic agitators in the city. Mendel Beiliss, acquitted last even ing of the charge of murdering the Christian boy Yushinsky, spent the night with a party of relatives and friends in the home of the superintend ent of the Zaiteff Brick works, where he formerly was employed. Beiliss was quietly released from jail late last night and was taken to the Zaiteff plant, where his wife and family awaited him. Bluffton. On tne same day the Boys’ Corn club show will open at the fair and this will add greatly to the occa sion. The corn clubs of this district, comprised of twenty-eight counties, will participate, and it is probable that at least 500 entries will be made by the club members. Splendid premiums and prizes have been offered to the corn club contestants and great Interest is being taken in this department. Crops have been good this year, and not only the farmers, but all others are feeling good, and this fair will serve splendidly to portray the magnificent resources of south Georgia.
