WASHINGTON, Feb. 7.—Secretary
Dane, of the department of the in
terior, has placed his resignation In
the hands of President Wilson. It
became known some time ago that
the secretary contemplated leaving
the cabinet when it was convenient
for the president to release him.
It is understood Mr. Lane’s plans
for the immediate future have not
been fully matured, but will be an
nounced soon. He has been secre
tary of the Interior slntfe the begin
ning of President Wilson’s admin
istration. Prior to that he was a
member and chairman of the inter
state commerce commission.
Mr. Lane’s resignation terminates
a public service of more than twenty
years, in which he has held many
posts, beginning with local offices
in his home state of California. It
has been a matter of common agree
ment among politicians for some time
that he would be a presidential pos
sibility were it not for the fact that
he was born in Canada.
Secretary Lane’s resignation is ef
fective March 1.
President Wilson has accepted the
resignation and date fixed by Mr.

RULES GOVERNING
CANDIDACIES FOR
THE PRESIDENCY
Any candidate for the Democratic
presidential nomination who files
with the secretary of the Democrat!:
executive committee not later than
April 1, a statement or certificate
of his candidacy, or any one whose
name is presented to tile secretary
within that time by not less than
100 white Georgia Democrats, will
be eligible to a place upon the ba.-
iot to be used in the preferential
primary on April 20.
This and other rules were adopted
Friday afternoon by the sub-com
mittee of seven appointed by the
Democratic state executive commit
tee for that purpose at its meeting
Friday morning in the Kimball
House. The sub-committee is com
posed of Judge J. J. Flynt, Griffin,
who is chairman of the state com
mittee; Hiram Gardner, Eatonton,
w’ho is secretary of the stat< com
mittee; Fermor Barrett, Toccoa; T.
H. Parker, Moultrie; Sam J. Slate,
Columbus; Miller S. Bell, Milledge
ville; H. H. Dean, Gainesville.
The rules as adopted by the sub
emmittee are as follows:
Every candidate for the Demo
cratic nomination for president
must file with the secretary of
the state executive committee a
statement or certificate of his
candidacy on or before April 1.
Provided, however, that L. any
case where one hundred or more
white Georgia Democrats file
with the committee by that time
a petition requesting that the
name of any man shall be placed
on the ballot, his name shall be
so placed.
The executive committee of
each county shall be furnished
a copy of the Barrett resolution
and requested to make the date
of their county primary conform
o the date set for the state-wide
presidential primary, rearranging
their date, if necessary.
Counties which have already
leld primaries for the nomina
ion of county officers will be
quested to hold a special xresl
iential primary on April 20.

WILSON REAFFIRMS
HIS OPPOSITION TO
POM OF LODGE
WASHINGTON, Feb. 7.—Presi
dent Wilson will accept the Hitch
cock reservations to the peace
treaty, he declared in a letter read
today to thirty Democratic senators
in conference on the treaty.
But he cannot accept any reserva
tion which causes the United States
to reject its international obliga
tions under Article Ten of the
League of Nations covenant, which
pledges league members to protect
each other’s territory against out
side aggression.
The Hitchcock reservations, which
the president agres to accept, were
rejected by the senate on November
19 last by a vote of 41 yeas to 50
noes.
The letter which was read today
was written to Senator Hitchcock
January 26. It is the first time
President Wilson has explicitly
stated that any particular set of
reservations would be acceptable to
him. His letter made it plain to
Democratic senators that the presi
dent’s position on the treaty has not
undergone the slightest change, they
said.
The president’s letter to Senator
Hitchcock was in reply to a note
sent him on January 22 by Senator
Hitchcock, inclosing u copy of the
propped compromise reservation on
Article Ten, then under considera
tion by the bi-partisan conferees.
The conferees were about to agree
upon the reservation in question,
which provided that the United
States “assumes no obligation to
employ its military or naval forces
o- the economic boycott” to pre
serve the territory or independence
of any other nation.
Senator Hitchcok told the presi
dent that the negotiations had
reached a stage "where both sides
are seriously considering a proposi
tion, as indicated by the inclosed
clipping.”
Text of Wilson’s Letter
In response the president wrote,
under date of January 26:
My Dear Senator Hitchcock:
1 have greatly appreciated
your thoughtful kindness in
keeping me informed concerning
the conferences you and some of
your colleagues have had with
spokesmen of the Republican
party concerning the possibility
if ratification of the treaty of
peace, and send this line in
special appreciative acknowl
edgment of your letter of the
22nd. I return the clipping you
were kind enough to inclose.
To the substance ot it, I, of
course, adhere. I am bound to.
Like yourself, I am solemnly
sworn to obey and maintain the
constitution of the United
States. But 1 think the form
of it very unfortunate. Any
reservation or resolution stat
ing that “the T ’nited States as
sumes no obligation under such
and such an article unless or
except” would, I am sure, chill
our relationship with the nations
with which we expect to be as
sociated In the great enterprise
f maintaining the world’*
peace.
That association must in any
case, my dear senator, involve
very serious and far-reaching
implications of honor and duty
which I am sur'- shall never
in fact be desirous of Ignoring.
It is the most important not to
create the impression that we
trying to escape obligation.
But I realize that ’..eg'five
criticism is not all that is call
ed for in so serious .a matter.
I am happy to be able to add,
therefore, that I have once more
gone over the reservations pro
posed by yourself, the copy of
which I return herewith, and am
glad to say that I can accept
them as they stand.
Allies’ Good Faith
I have never seen the slight
est reason to. doubt the good
faith of our associates in the
war, nor ever had the slightest
reason to fear that any nation
would seek to enlarge our obli
gations under the covenant of
the League of Nations or to seek
to commit us to lines of action
which, under our constitution,
only the congress of the United
States can In the last analysis
decide.
May I suggest that with re
gard to the possible withdrawal
of the United States It would
be wise to give to the president
the. right to act upon our reso
lution of congress in the mat
ter of withdrawal? In other
words, it would seem to be per
missible and advisable that any
resolution giving notice of with
drawal should be a joint rather
than a concurrent resolution. I
doubt whether the president can
be deprived of his veto power,
under the constitution, even with
his own consent.
The use of a joint resolution
would permit tne president, who
is, of course, charged by the
constitution with the conduct of
foreign policy, to merely exer
cise a voice in saying whether
so important a step as with
drawal from the League of Na
tions should be accomplished by
a majority or by a two-thirds
vote. The constitution itself,
providing that the legislative
body was to be consulted in
treaty-making, and having pre
scribed a two-thirds vote in such
cases, it seems to me that there
should be no unnecessary de
parture from the method there
indicated.
I see no objection t oa frank
statement that the United States
can accept a mandate with re
gard to any territory under Ar
ticle XIII., Part I, or any other
provision of the treaty of peace,
only by the direct authority of
the congress of the United
States.
I hope, my dear senator, that
you will never hesitate to call
upon me for any assistance that
I can render in this or any other
public matter.

Olives Blamed for
Poisoning; One Dead
MEMPHIS, Tenn., Feb. 7.—Mrs.
Elizabeth Jane Hammond is dead,
two are said to be dying and two
others are critically ill with pto
main epoisoning as the result, ac
cording to physicians, of eatingg
canned ripe olives at a luncheon of
a small women's club ni the resi
dence of Mr. and Mrs. George Vun
kannon yesterday.
Uzell K. Ivy and Mrs. VunkMinon
late last night were believed to be
dying and Mr. Vunkannon and Mrs.
Herbert Crofford were reported to be
in a critical condition.
Mrs. Hammond was stricken early
today and died this morning. At
first it was believed she had suc
cumbed to heart trouble but later,
as other members 'of the luncheon
party became ill, it,' was ascertained
she had died of ptomaine poisoning

chairman of the Honorary Ad
visory Council for Scientific and
Industrial Research. He says that
Canada’s pulp mills, by utilizing
the sulphite liquor, could supply
5,000,000 gallons annually.

NEAR SAVANNAH
SAVANNAH, Ga„ Feb. 7.—Sea
board Air Line passenger train No.
3 was wrecked twenty-five miles
south of Savannah at 9:30 o’clock
this morning between Limerick and
Belfast crossing. More than fifty,
passengers were more or less seri
ously injured but none is expected
to die. The cause of the accident has
not been ascertained. The acci
dent ocu’red at Jerico river.
A relief train returned here with
the most seriously injured and sev
eral wera removed to hospitals. The
official list of the injured includes:

Two day coaches, one diner and one
sleeper turned over, the rear end of
the tender, mail car, express err and
one sleeper were derailed. Most of
the Injured were in the two day
coaches and sleeper.
The accident occurred in the edge
of the small river that was spanned
by a small wooden trestle, the trestle
being completely demolished and
many of the passengers were thrown
into the shallow water and mud from
which they had to be extracted.

Father Killed by Son in
Quarrel Over Banjo
ASHEVILLE, N. C„ Feb. 7.
Quarrelling over a banjo, the strings
of which the boy had broken, Ross
Wiggins, 18, and his father, W. M.
Wiggins, prominent farmer of Gra
ham county, came to blows, and the
boy, seizing a gun, killed his father,
according to reports received ■ here
tonight. Young Wiggins escaped to
the mountains and posses, formed by
neighbors and led by county officers,
have been unable to locate him.
Hoover Denies He
Urged Modification
WASHINGTON, Feb. 7.—Herbert
Hoover tonight denied a report that
in a telegram to President Wilson
early In January he had urged modi
fication of the president’s stand
against reservations. Mr. Hoover
said he had not communicated with
the president since November. His
own attitude toward the treaty res
ervations, he said, is the same as
that of the League to Enforce Peace.
Czecho-Slovaks Leave
Siberia February 15
WASHINGTON, Feb. 7.—The move
ment of the 72,000 Czecho-Slovak
soldiers out of Siberia will begin
about February 15, the war depart
ment announced today. Fifty per
cent of the Czechs will be repatriated
by the United States, the remainder
by Great Britain.

WASHINGTON, Feb. B.—Attack
ing Rear Admiral Sims as a man
who could not be given a post of
trust, Secretary Daniels yesterday
completed his defense in the naval
awards controversy.
Mr. Daniels told the senate sub
committee that he never would have
recommended Admiral Sims for pro
motion to the permai ent rank of
admiral had he foreseen the devel
opments in the awa dispute.
He made the following complaints
against Admiral Sims:
1. That Admiral Sims, according
to Representative Byrnes, of South
Carolina, declared the armistice had
to be signed because General Fersh
’.ng’s supply system had broken
down.
2. That Admiral Sims, according
to Mr. Byrnes, said the United
States should “leave the ‘sea to
Great Brite.in,” refraining from seek
ing commercial supremacy thereon,
end concentrate on developing the
western hemisphere.
3. That in recently published ar
ticles Admiral Sims cast a “grati
tuous reflection” on the Irish peo
ple.
4. That Admiral Sims disclosed his
own version of confidential instruc
tions given him as he was about to
sail for London.
