For sometime we have been noting the great fatality|froin disease among the colored people of our Southern towns and cities. It has become so rapidly on the increase until humani ty demands that the subject should begin to receive the careful consider ation of cur sanitary and municipal authorities. The negroes, as a race, are highly social in their natures) This is particularly true of the South ern portion of the race. Then, from this and their general im^cuniosity, how very natural for them to crowd together in their homes, often estab lish ng astonishingly large colonies within a very small territory. This, ol course, makes them all the more sue- ceplible to those infectious and conta gious diseases to which they as a race are perhaps peculiarly subject. The densely popula. ed quarters in the large cities oi the South and West have within the past lew years been the scenes of unprecedented fatality among the colored population. Editor Banner :—I send you be low a list of the counties that have elected delegates, and how they stand- There is a strong effort here to de clare Colquitt nominated in advance of the convention by reporting coun ties for liim that have instructed against him. They seek to make up a ‘boom’ for him by claiming counties and delegations in advance ot next Tuesday’s conventions. It is conceded by some of the best posted men in the party—anti-Colquitt and Colquitt men—that it is impossible for Col quitt to receive the nomination. One hundred and seventeen votes will preveut his nomination, being ones third of the convention. But there will be more tiian 117 anti-Colquitt weu in finer contention— Outside ot- the Constitution office, Colquitt’s beet fiiuiids only claim for him one hundred and fitly votes. That will leave two hundred votes against him. It may be.that neither of the candi dates mentioned can receive the nom ination, and that the honor will be awarded Judge Crawford) Judge Au guslus Reese or McDaniel. Your readeis can lest assured this count is correct us .far as Colquitt is concerned. But it is not so now, and the fatality among them from this dire disease is becoming frightful. We have within.a few years noted deaths from this disease among the most ro bust of the race, amoug those whose physical developmeiiiagwould indicate almost total exemption from all pul monary affections. Now there must be some direct aud unnatural cause for this consumptive tendency, aud which, from its very nature, is easily preventable, at least in a very large degree. It cannot be denied, that to the active, outdoor exercise, together with the sanitary provisions that were imposed upon the negro race during their days of slavery, are to be attrib uted that prolificness and exemption from disease, which is not now to be found among them. It cannot be doubted that their inode of life and habits then made them the hardy and healthy race that they were. The abs sence of these health advantages, and the necessarily impoverished constitu tions which come of their improvident natures and impecunious condition, are rapidly making them victims to diseases and scourges heretofore un. known to their race. Tne colon d people ot the rural districts being comparatively free from these evils, goes to prove conclusively that much may be done by sanitary introductions aud proper care and watchfulness on the part of onr mu. nicipal authorities in the more crowd ed towns and cities This is a ques tion not only of humanity, but one of grave public policy. These people rre a portion, a goodly portion of onr population. They are not only con tributors to the industry of our coum. try, but are last becoming direct contributors to the revenue of onr local and general governments. Then aside from a strict humanitarian view in which we should regard this sub ject, these people ire certainly euli- tied to such consideration at the bands of our authorities as llu ir condition demands. It is a fact all must admit, that no )iortion ot any community can become tbe victim* of (my dis ease, pestilence or scourge without subjecting the whole community to the same danger. Then public policy and safety unquestionably demand that this all important matter should ■o longer be overlooked or neglected by our sanitarians and municipal au tliorities. Much good may be done this people right here in Athens, and with the wise and proper steps on the part ol our city authorities a benefac tion may be inaugurated, the blessings of which, in a short time and with but' comparatively little trouble and ex pense, may bo voacbedsafe to this un fortunate and afflicted race, as well as to our whole Southern country. We will have more to say on this subject at another time, and for the present would respectfully call tha attention of the medical profession of onr city to this all important matter, and suggest that our city authorities, at once, proceed to appoint from the more prominent and intelligent por- t tion of the colored people of Athens i committee to set with tho healthy board of tho conucil, in seeing that projier sanitation is inaugurated and carried ont among this portion of our p ipulation. could have been elected.
