The Philadelphia. Press' correspondent
thus commends to Lincoln the policy ot
“divide and conquer’’ the border States by
the purchase of public men :

The appointment of Hon. Green Ad
ams, of Kentucky to an important por- 1
under the Administration of Prei
Lincoln is, unquestionably, intended
the commencement of a wise and coi
vative policy in reference to the distribu
tion of t’iie patronage ot the Administra
tion in the border slave States. Mr. Lin
coln will not appoint all Republicans to
the offices of his disposition in any ot these
States. There are, in fact, but few influ
ential Republicans in any of them, with,
possibly, the exception of Missouri and
Maryland, lie will, therefore, throw him
self upon the counsels of the Union men—
such, for instance, as Prentice, John C.
Macon and Guthrie, in Louisville; the
editors of the Baltimore American, Rever-
dy, Johnson and Gov. llicks, in Mary
land; the editors of the Richmond Whig,
Boteler, Sherard Clemens, Summers, Bar-
hours and others, in Virginia, and so on in
regard to other States. If Mr. Lincoln
can in this way organize a great Union
party in the border States, he will not only
strengthen himself, but he will enable the
friends of the country in that section to
operate successfully upon the cotton States
in their revolted and disorganized condi
tion.

Picking up a Pin.—A young man once
■went with letters of recommendations to a
large banking establishment. He called
on the geutleman who sat at the head of
it, full of hope and confidence that he
should obtain employment. The gentle
man heard what he had to say, looked
over his letters hastily, and then handed
them back to him : “We have nothing for
you to do, sir.” The young man felt his
heart sink within him. He was ready to
burst into tears. But there was no help
for it, so he made his bow and retired.
As he was passing in front of the build
ing, there was a pin lying on the pave
ment. He stooped down and picked it up,
and then stuck it carefully under his coat.
The gentleman with whom he had just
been speaking was standing at the window,
and saw what took place. In an instant
the thought occurred to him that the
young man who had such habits of care
fulness as to stop in such a moment of
disappointment and pick up a pin, would
make a useful man. He sent immediately
and called him back. Jle gave him an
humble situation in liis establishment.
From that he rose by degrees, till he be
came the principle partner in the concern,
and eventually a man of immense wealth,
and the chief banker in Paris. So much
for good, careful habits.
The Prince of Wales has been made
Colonel of some Cambridge military young
gentlemen.

GENERAL ORDERS, No 2.
I. The following organization of the ten thou
sand volunteers provided for the public defence,
and for other purposes, by the act approved De
cember 18th. I860, is published for the information
of the Volunteers and Militia of this State,
The force will be divided into two Divisions of
fivejtbousand men ; each division to he command
ed by a Major General, to be appointed by the
Curmnander-in-Chief, by and with the advice and
consent of two-thirds of the Senate. The Major
Generals to appoint their own Staff as follows :
One Division Inspector, with the rank of Lieu
tenant Colonel, who will also act as Division Adju
tant General, one Division Quartermaster, with
the rank of Major, two Aids-de-Camp, with the
rank of Major, ail to be commissioned by the
Command cr-in-Cltief.
The Divisions will be subdivided into Brigades,
two to each Division, making four Brigades in all,
of two thousand five hundred men : each Brigade
to be commanded by a Brigadier General, to be
appointed by the Commander-in-Chief, by and
with the advice and consent of two thirds of the
Senate. The Brigadier Generals to appoint their
own Staff as follows: one Brigade Inspector with
the rank of Major, who will also act as Brigade
Adjutant General, one Brigade Quarerraaster
with the rank of Captain, one Aid-de-Camp with
the rank ot Captain, all to bo commissioned by the
Commander-in-Chief.
The Brigades wiil be subdivided into Regi
ments, Battalions, .and Companies, as follows : to
each Brigade:
2 Regiments of Infantry, ten companies to the
regiment, the companies to be com
posed of not less than fifty or more
than eighty men, rank and file.
1 Battalion of Riflemen, five companies to the
battalion, the companies to be com
posed of not less than ffty nor more
than eighty men, rank and file.
1 Battalion of Cavalry, four companies to the
battalion, the companies to be com
posed of not less than thirty fire or
more than sixty men rank and file.
4 Companies of Artillery, of sixty fee men to the
Company. One or more companies
to be Field Artillery as may be re
quired. The other to be attached to
sea coast or seige batteries.
II. The Regiments, Battalions and companies
will be officered as follows: To each Regiment of
Infantry, one Colonel,one Lieutenant Colonel, one
Major, to be elected by the commissioned officers
of the companies of tho Regiment, one Adjutant,
with the rank of Lieutenant, one Regimental
Quartermaster with the rank of Lieutenant, one
Regimental Paymaster with the rank of Lieuten
ant, one Sergeant Major, one Quartermaster Ser
geant, one Drum and fife Major.
To each Battalion of Riflemen, one Lieutenant
Colonel, to be elected by the Commissioned offi
cera of the Companies of the Battalion, one Adju
tant with the rank of Lieutenant, one Battalion
Quartermaster with the rank of Lieutenant, one
Battalion Paymaster with the rank of Lieuten
ant, one Sergeant Major, one Quartermaster Ser
geant, one Chief Bugler.
To each Battalion of Cavalry, one Major, to be
elected by the Commissioned Officers of the Com
panies of the Battalion, one Adjutant, one Quar
termaster, one Paymaster, one Sergeant Major,
one Quartermaster Sergeant, and one Chief Bu
gler, as for a Battalion of Riflemen
To each Company, one Captain, one first Lieu
tenant, one second Lieutenant, one Ecsip-n ; to be
elecied by the enrolled men of the Company,
four Sergeants, {four Corporals, and two Musi-
oians.
When four or more Companies of Artillery, with
batteries, shall he called into service, “there shall
be appointed one Colonel of Artillery, who shall
be attached to the Staff of the senior General Officer
commanding the troops, and who shall, under his
direction, exercise general supervision over the
Artillery in service; and who shall be elected by
the Commissioned Officers of the Artillery.”
Colonels of Regiments, and Lieutenant Col
onels an«l Majors of Battalions, will appoint their
own Staff, Commissioned and nou-Commissioned ;
the Commissioned Staff to be Commissioned by
the Commander-in-Chief. the non-Commissioned
8taff to be appointed by the Colonel, Lieutenant
Colonel, or Major, as the case may be.
III. This organization contemplates eighty rank
and file to Companies of Infantry and Riflemen.

sixty-fir: rank and filo to Companies of Artillery,
and it is desirable that the actual strength of Com
panies shall approach the organization as nearly as
possible,
IV. This distribution of Regiments, Battalions,
and Companies, to Brigades, will not be regarded
aa absolute, but will be isubjeet to such changes
and modifications as the necessities of service, or
other circumstances, may require.
V. The Brigades will be recruited from the
State, as follows:
The 1st Brigade, from the Eastern. Southern,
Brunswick, and South-western Judicial circuits.
The 2nd Brigade, from the Coweta, Chattahoo
chee, Pataula, and Macon Judicial circuits.
The 3rd Brigade, from the Northern, Middle,
Ocmulgee, and Flint Judicial circuits.
The 4th Brigade, from the Cherokee, Blue Ridge,
Western and Talapoosa Judicial circuits.
Should there be a failure :n recruiting any Brig
ade from the District above assigned to it the
Commander-in-Chief will supply the deficiencies
from such other District or Districts as in his dis
cretion he may determine.
Regiments and Battalions will be numbered
successively, in Genera! Orders, as organized.
VI. Recapitulation.—The force thus organ
ized will consist of 2 Divisions, of 4 Brigades,
of 8 Regiments of Infantry, 6,400 rank and file,
of 4 Battalions of Riflemen, 1,600 rank and file,
of 4 Battalions of Cavalry, 960 rank and file, of
16 companies of Artillerists, 1,040 rank and file.

rpHE JOURNAL of the STATE CONVEN-
X TION, which is now in press, will be for sale

is a constitutional disease, a corruption of the blood,
by which this fluid becomes vitiated, weak, and
poor. Being in the circulation, it pervades the
whole body, and may burst out in disease on any
part of it. No organ is free from its attacks, nor
is there oue which it may not destroy. The scrofu-

low living, disordered or unhealthy food, impure
air, filth and filthy habits, the depressing vices,
and, above all, by the venereal infection. What
ever be its origin, it is hereditary in the constitu
tion, descending “ from parents to children unto the
third and fourth generationindeed, it seems to
be the rod of Him who says, “ I will visit the
iniquities of the fathers upon their children.”
Its effects commence by deposition from the
blood of corrupt or ulcerous matter, which, in the
lungs, liver, and internal organs, is termed tuber
cles ; in the glands, swellings; and on the surface,
eruptions or sores. This foul corruption, which
genders in the blood, depresses the energies of life,
so that scrofulous constitutions not only suffer from
scrofulous complaints, but they have far less power
to withstand the attacks of other diseases; con
sequently, vast numbers perish by disorders which,
although not scrofulous in their nature, are still ren
dered fatal by this taint in the system. Most of
the consumption which decimates the human family
has its origin directly in this scrofulous contamina
tion ; and many destructive diseases of the liver,
kidneys, brain, and, indeed, of all the organs, arise
from or are aggravated by the same cause.
One quarter of all our people are scrofulous;
their persons are invaded by this lurking infection,
and their health is undermined by it. To cleanse
it from the system we must renovate the blood
by an alterative medicine, and invigorate it by
healthv food and exercise. Such a medicine we
supply in
