We’profess to he among the strongest; advocates for draining, as well as trench ing, the soil for vineyards, hut we feel quite confident that in the case alluded to, the difficulty was not from excessive mois ture in the soil. We arc well acquainted w ith the character of the soil occupied by this vineyard. Although gravelly and, porous.it is vastly improved by trenching. j yet we think it would not be materially > benefitied by under-draining. The real cause of the blossoms turning : black and of the destruction of the crop ; was owing to that very critical period when this ‘deluging lain’ lei!, ‘when the h!os:-oins and buds were just opening pre paratory to setting fruit, which w as just at the period when impregnation should take place. But the heavy rain prevented this, and as a consequence the blossoms were blasted, turned black, and fell off. Other fruits are liable to be blasted from j this cause. For the last three seasons iu j the neighborhood where wo happened to be, the Cherry crop in the most extensive ; orchards iu Kentucky was almost entirely . nit off, owing to the occurrence of cold | heavv rains just at the period when the trees were spreading their blossoms, and ; in two seasons of the tu r ee referred to, the i apple crop proved almo.-d a total lailure i from the same cause. In the west, the chief cause of the failure of the grape is owing to the excessive rains in June, when the grapes are formed and growing rapid-, ly. At this stage of the growth the disease that causes the failure arises from excess-; ive moisture iu the soil and in the atmos phere, under a high temperature. 1. pon these soils, no doubt, draining and trench- > ing are matters of the first importance. The Imbeciles. The administration of Mr.' I.iucoln has now been over a month in power without having found out its own policy in refer ence to tiie riouthem States. Jt seems to have a phase for both sections. It speaks peace to Southern ears, and coercion to Northern ones. One dzy we hear nothing, emanating from the White House but the dulcet tones of peace—the next day ru mors of coei cion and civil war are sent; with lightning speed o v er the telegraphic j wires ; and tints the public mind is bar-’ rassed with a terrible suspense, and longs: tor some certain development of the pur poses of the Administration, if it has any beyond the mere parceling out of the of fices t<> its hungry adherents. Far better for the country if it knew the worst. The Republicans promised all i sorts of benefits from the aeces>ion of Mr. Lincoln to power. But where is the ev-! idence of the better times J Is it iu the rupture of the Confederacy and the seces sion of seven States already from the! Union, with a strong probability of the j loss of as many more unless something be speedily done by the Administration to arrest it I Is it in the. go oral prostration ; of every kind of business, and the conse quent siifieriug and want of the mechanics j and laboring men of the country l Is it i in the unprecedented depreciation of the value of property, and the notice ‘To Let’ j pasted on the doors of scores of houses all, over our City ! Is it in the want of eni- i plovment to hundreds of men with families j who are well nigh in a state of starvation !; If all these things, which are patent to, every mind, are evidences of better times, then indeed is the country on the high; road to prosperity ; but if they indicate | the reverse, as they unquestionably do, j then are the good times promised, like the ‘two dollars a day and roast beet’ pledges j of the ‘Tippecanoe aud Tyler too’ cam- : paign, not likely to be realized iu this our day and generation. The people of the Northern States' would have a change of administration, whether or no, aud they have go it. But j such a change? It has already partially destroyed the country, and if it continues a few months longer in this state of in certitude and imbecility we shall have no country left upon which to finish the work of destruction. We repeat, let the Ad-j ministration show its hand. If its policy j is war, let it say so, and wc shall then | know the w orst—if it be peace, so much the better, but let the public know* it : without delay. The Micawber-like tac- j tics of Mr. Lincoln and bis Cabinet, ol waiting for “something to turn up,” is the worst possible course they can take.
