Tb-» ips In Baltimore.—A correspondent in Richmond writes as f.d- fjws; There are arrivals every day from Bal tina >re o? fugitive 'secessionists, who cross the Potomac in the hours of darkness, in spite of tiie steamers which swartn that river, and from them we learn that the despoti-m there increases in severity every day. Neither life, nor property is safe from the supine protection of the Federal horde, which lias abolished the hab'ti. corpus, and proclaimed the law of might over the unfortunate descendants of th Carrolls and the Howards. The statue of Washington, which stands high over land and sea, on the top of the shining obelisk at the head of Charles street, looks down on a social disorganization and a despotic rule without a precedent on this Continent. The most wealthy and eminent citizens, men who have given tone to the sentiment and character of the place, are fugitives from their splendid residences, and some vet skulk by night through the streets, seeking the opportunity of escape from Federal thraldom. Only a few days ago a most lovely young lady, widely known for her graces and accomplishments, was walking out in the immediate neighborhood of her home, and was insulted by a rude touch of a Yankee soldier, who sought to embrace her. Gathering up ail her strength, the beautiful cieature struck the wretch a blow directly in the face, and flying be fore he could recover his confusion, was fortunate enough to gain her door, which she had no sooner entered than exhausted nature gave way, and site fell prostrate on the carpet. 1 mention this fact to show at once the deep humiliation and accumulated wrongs to which the Baltimoreans have been subjected, and the lofty spirit which nerves even the women to resistance. But a little while ago the bigotted edi tor of I lie Daihj Times proclaimed war against Ropery; declared that it was ad verse to civilization and the spit it of the age, and ought to he exterminated. Yes terday he turned his venoin against Cath olics, themselves, and says of the ances tors of the Irish that they were" hall slaves, half savages.” He endeavors to prove that tlie origin of the South Caro linians of the present day is of the more degraded description, consisting of “low bred people,” “persons of low and indi gent circumstances,” people “reduced to misery by passion and excess.” and who fled fom their native land from “the rigor of unprincipled creditors,” anti Mims uj by quoting an early authority to show that “none had furnished the province ot South Carolina with so many inhabitants as Ireland/’ who “in those days were half slaves, half savages.” Quite a suffi cient reason thinks the rampant Abolition ist writer, for wholesale slaughters, hang ings. and confiscations of nroperty in that State now.
