Section - 1. The Cotigr*** of the Confederate State* of Ameri
ca do enact, Tlwt from and after the dint day of August next, a

Sec 2. And be it further enacted. That there shall be levied,
collected and paid on each and every noil-enumerated article
" hich bears a similitude, either in material, quality, texture, or
in use* to which it may he applied, to any enumerated article
chargeable with duty, the same rat** of duty which Is levied and
charged oil the enumerated article by the foregoing schedules,
whirh it most resembles in any of the particular* before meintion-
cd; and if any nou-enumcrated article equally resemble* two
or more enumerated articles ou which different rate* of duty are
ehargeabh*, there shall be levied, collected and paid on such nou-
« numerated artie’e the-time rate of duty u* is eltargcable on the
orticlo which it resemble*, paying the highest duty: Provided,
That on all articles manufactured Irouitwoor more materials, the
duty shall *oo assessed nt the highest rates at which any ofitscom-
poueut parts may lie chargeable : Provided further. That on all
articles which are uot enumerated in the foregoing schedules and
cannot lie classified under this section, a duty of ten per et nt. ad
valorem shall bechargcd.
Si*c. 3. And lie it further enacted, That all good*, ware* and
merchandise which may be in the public stores as unclaimed, or
in warehouse under warehousing lionda, on the 31st day of Au
gust next, shall be subject, on entry thereof for consumption, to
such duty as if the same liad been imported, respectively after
that day.
Sec. 4. And beit further enacted, That on the entry of any
goods, wares or mcrchaueise, imported on orafter the 31*t day of
August aforesaid, the decision of the collector of the custom* at
the port of importation and entry, as to their liability to duty or
exemption therefrom, shall be final and conclusive against the
owner, importer, consignee or ajrent of any such goods, wares and
merchandise, unless the owner, importer, consignee or agent shall,
within ten day* after such entry, give notice to the collector, in
writing, of hi* dissatisfaction with such decision, setting forth
therein distinctly aud specially his ground of objection thereto,
and shall, within thirtv days after the date of such derision,
peal therefrom to the Secretary of the Treasury, whose decision
peal shall l»e final and conclusive: and the said goods
i'rclipndise shall be liable to duty or exemption then*
fiom accordingly, any act of Congress to the contrary notwith
standing, unless suit shall be brought within thirty days after such
decision. Air any duties that may have been paid, or may thereafi
be paid on said goods, or within thirty days after the duties shall
have been paid iu caw** where such goods shall be in bond.
Sec. 5. And be it further enacted. That it shall be lawful fc
the owner, consignee, or agent of imports which have been actual
ly purchased or procurred otherwise tbau by purchase, on entry
if the same, to make such addition in the entry to the rw*t or ' alue
riven iu tin* invoice as, in his opinion, may raise the same to the
lr ue market value of such imports in the principal market* of the
'oiintry whence the importation* shall have been mad* .audtoadd
[hereto all costs aud charges which, under existing laws, would
form part of the true value Ht the part where the sum** lie entered,
upon which the duty should Ik* assessed. And it shall be the du
ty of the collector within whose district the same may be import-
entered, to cause the dutiable value of such imports to be ap
praised. estimated and ascertained, in accordance with the provis
ions of existing law* ; aud if the appraised value thereof shall cx-
