Port-au-Prince, we have verbal accounts
to the ‘JOth ult. but no papers. Much ex
citement existed there in consequence, of
the report of the intended invasion of the
island by the French. Measures were
taking to put the island in the best possible
state of defence—Fortifications were erec
ting on all the exposed points of the coast
—Martial law had been proclaimed, ami
all male persons able to bear arms were
ordered out to drill once n week. There
w as about lO.’OOO well disciplined regular
troops in garrison at Port-au-Prince and
large hollies in many other parts of the Is
land, ready to oppos■■■ any attempt that
might be made by the French to effect a
landing. Should the Uaytietis, however,
be defeated on the coast, they intend retir
ing to the interior of the Island, where
temporary towns are building lor their ac-
commodation. - '
The ship Concordia, Bailey, for New
York, sailed in company with the Gov.
Hopkins, but was Carried back to town in
consequence of its having been discovered
she had three natives of the Island on

WASHINGTON, Nov. 20.
From Illinois, wo lenrn tlmR rn two of
her three electoral districts, there is no
doubt of the election of Electors favorable
to G en. .1 ueksan. This was not expected,
we believe. The election in the third dis
trict is reported, hi a letter received here
from a credible, source, to have eventuated
in favor of Mr. Adams.
The letter above mentioned inform us
also that‘"Gen. Jabksoh, it. is believed,
will have one vote in Missouri.” This is
our first information from that State. Her
other two votes, \vc inter, lire in 1‘uvor of
Mr Clay, there being, we tire informed,
no other than Jackson and Cloy candi

From Kentucky, we have some addi
tional bat inconclusive returns. In every
district that wchnvo heurd from, except
the town of Louisville,the candidates favo
rable to Mr Clay linve large majorities,

“It has hot, perhaps, occurred to many,
that Judge Campbell is not eligible to the
office of Elector* The Constitution of the
United States provides that “no Senator,
or Representative, or person holding an
office of trust or profit under the United
States, shall be appointed an elector.”
Judge Campbell is a Post Master; which
office comes within the meaning of this
part of the constitution. This provision
was very properly inserted with a view to
exclude from tlie office of elector all those
who, by the pntrrinage of government,
might be improperly influenced in giving
their votes for President and Vice Presi
dent. It! it a safe provision, and one which
should strictly be regarded. Wc appre
hend that, every vote thrown for Judge
Campbell will be lost, and, as it is proba
ble the ticket on which bis name is placed
will obtain the. highest number of votes,
the next highest candidate on the other
♦teket. will probably be declared chosen*”

It is said that one ofthp Pennsylvania
vote- will, from the same cause, be lost to
Gen. Jackson; in which ease, there will be

The object of the Loan, of Five Mil
lions of dollars, advertised l'or to-dayAn
pursuance of an act of Congress, is mere
ly to convert stock to that amount, now

a stock bearing an interest of four and a

Wc said, in the course of our remarks,
the other day, that Mr Crawford had been
gambled, but of twenty-five of the electori-
al votes of the state of New-York. One
of our friends suggested that the term was
rather a harsh one. It could only, be so
in a forced sense, wc think. We certain
ly could not have been supposed to mean
that money had any concern in the election
at Albany, either in securing votes, or neu
tralizing them. It is a singulur coincidence
that the National Advocate, printed at
Ncw-Yorkoii the day on which was pen
ned the article to which; we refer, should
have hit upon pretty nearly the same lan
guage to express its idea of the singular
proceedings at Albany. “ It ia apparent,”
says the Advocate, that Mr Crawford will
he returned to Congress, in despite of the
unhallowed coalitions nud gaming combina
tions against him ; and, oneein the House,
there are some states in his favor, which
the elements cannot move.” Wc disclaim
any other meaning, in using tlie word
“ gambling,” than that in which it is ap
plied to deep speculations and hazardous
undertakings generally.—ib.

cial Advertiser assures his readers, “ pos
itively and unequivocally, that, if the elec
tion of President comes before the House
of Representatives, Mr Crawford will not
obtain the vote of New V ork.” We know
not how the editor of any newspaper in
New York can have assurance o! any
such foot, dud much loss of a print ttni-
fonnly opposed to the Republican party,
to which a largo proportion ot the Repre
sentatives of New York in Congross be
longs. The Commercial Advertiser, how
ever. goes still further, and becomes spon
sor for twenty States in the Union, saying
that ‘ ir. no case, can Mr Crawford obtain
more than four States.” The worthy ed
itor either' labors under a strange delusion
himself,.or ho is endeavoring to delude
others. He deceives himself entirely, if
he supposes, because,by the umbi-dexturi-
ty displayed at AlbatVy, Mr CV has been
deprived of the votes of twenty-five elec
tors, that the Representatives of that
State, nutoli less of other States, are to he
driven from the conscientious discharge of
their duty- If others feel rts wq do on the
subject, Air Crawford htis gained friends
by the loss of the 23 votes which n minor-
$,’</ of the Legislature of New York have
been suffered to dispose of. Wc can as
sure tbe Commercial Advertiser that if,
as wo believe, the actual popularity of Mr
Cmwford is imdiniiqUhod by the success
of unhallowed combinations to reduce bis
apparent strength, ho will stand, in the
House of Representatives, upon ut least
equal ground with any other candidate]

Four new Gun-boats from Philadelphia)
states that, understanding Mr. S. wns go-
in" out of town previous to the question
being taken on tlie hill, he called upon tnni
nt the request of Mr. Morrison, to persuade
him to remain in town until tlie vote hud
been taken—that Mr, S. said lie was op
posed to Banks, and that he must go to the
Northward to raise money to meet mi en
gagement. lie returned to Mr. Morrison
with this report of his mission, on which
Mr- M. told him that if Mr. Spencer wan
ted money, he could lot him have it, and
that he would go and sec him. The result
was that Mr, Morrison gave Mr. CaUhvcll
forty dollars, which he paid to Mr. Spen
cer, and took Ids note payable to J. G.
Morrison. Caldwell further swears that
Mr. Spencer told him that Morrison pro
mised to let him huvo $800, but that be
had only received the above sum, and had
money to pay in Albany and could got
none from Morrison &c. &c. Tins testi
mony however, is totally disproved by the
evidence of Mr. Morrison, which is con
firmed by thnt of Mr. M‘CnH ol the Sen
ate, nhd’Mr. G. Smith of the Assembly.
It appears however, from Morrison’s tes

NOVEMBER.25. bedansc Mr.‘ Caldwclfe testimony has in
Melancholy.—Intelligence was received
iu this city yesterdnv, that on Tlmrsdny
morning between 11 and 12 o’clock, the
sloop Neptune, was struck by a flaw of
wind and immediately upset and sunk,
within five miles of Newburgh, and that
thirty-four persons wero drowned, inclu
ding eleven women. It is stated that there
wore fifty-one persons on board nt tlie time
ofthc accident. The Neptune left this
city on Monday evening laden with wheat
and plaster: commanded by tbe mate; thq
master, Charles Ilalstcad, remaining be
hind on business. It appears that but oue
woman was saved. Among tbo persons
who escaped were the mate, and Mr.
Decker and Woolsoy, hands on board the
sloop; Jucob Folbcmus and Dunicl Car
lisle) also hand of the sloop wero drown.
The persons drowned'were probably far
mers and dealers, who lind been to this
city to dispose of their produce, and were
on their return to their homes in Orange
and Sullivan counties.
Another account is said to have been
cceivcd thnt only fifteen persons were
drowned; thnt the vessel when she capsized
shifted her plaster on deck, which blocked
up the cabin door, and prevented tlio.pcr-
sons from getting out.
Two young men, of the age of 16, said
to be natives of Georgia, were upset in a
small boat rtcur New-Hnvcn on >Vcdncs
day last, and one of them, named George
Rice, whs drowned. They bad gbne in
mrsuit of ducks: They were students of Mr
AusseH’s school iii New-IIaven, and were
preparing to enter Yucl College, Tbe
body of the deceased was found and buri
ed on Thursdny.
The U, S. schr. Shark, from a cruiso in
the West Indies and Gulf Mexico, and last
from Havana in 13 days, arrived at this
port last evening. Thomas Randall Esq,
Special Agent to Cuba from the U. States
cume passenger.
There has not been a case of malign ant
fever on board her since she sailed from
tbo U. States. The officers and crew arc
all in good health
Curacao.—By the brig Messenger, from
Curncoa wc have received papers to the
20th of Octob6r.—They contain nothing
of interest.
We lenrn from a gentleman who left
Newburgh on Wednesday, thnt the names
of 21 or 22 persons, who were lost in the
sloop Neptune, had been ascertained, but
he did not bring a copy of the list, and
recollects only the names of Mr M’Curdy
and Mr Smiley, of Wnlkill. and Mr Love
land,' merchant of Rockland, Sullivan
county* Tho number of persons saved
was 17,incbulingone woman. Mr Sprague,
merchant, of Rockland, nnd partner of
of thc above mentioned Loveland, dyas
saved. He was : of opinion that there were
about 50 spuk on board when the dread
ful accident occurcd.
From other sources we lenrn that, the
wife and two daughters of——Graham
Esq. of Orange county and Mr John Lea
der, of Bloomingburg, were among the
drowned. .
NOVEMBER 27.
Chemical Bank.—We have received
from Albany, a copy of the report of the
joint committee oh the chemical Bank,
which was made to the assembly on Wed
nesday. Its length prevents a rcpublicn-
tion of the entire document; we however
lay before our renders a summary, embra
cing all the material points.—Gazette.
h appears from the report that the char
ges of corruption, &c. in procuring the
charter of this bank, originated with Wm
J. CJaldwcll, who wns the avowed agent in
Albany last winter of John C. Morrison
employed by him to aid in procuring its
charter.
Mr. Caldwell, iu bis examinations, at
tempts to attach the charge of bribery to
Mr. P. Spencer, of the Assembly. He
other instances becu^ iinpCuched jii the
course of this examination. The case of
Mr. Spencer closes the charges mgde by
Caldwell in the Assembly, ot'bribery and
corruption, or any unfuir dealing.^.

less disposition to please, to exert them
selves for the good of society, to make
small sacrifices, and to put themsel ves opt
of their way. They are content with M ag-
na Chnrta and Trial by Jury ; and think
they nro not bound to excel tlie rest of tlie
world in small behaviouv, if they uie supe
rior to them in great institutions.”
