To appoint Measurers and Inspectors of Lumber,
Ranging Timber, Staves, Shihgles, and other
Timbert Measurers of Salt, Peal, Com, and other
grain, and of Wood; Guagers of Uquorsr and
Weighers of, Colton, Rice, Tobacco ana Hay
$ 1. Be it ordained by the Mayor and Aldermen
of the city of Savannah, and the Handels thereof, in
< Council assembled, and it is hereby ordained by tue
authority of the same, That from and after the pas
sage and publication of this ordinance, no person
persons whatexer, except those, appointed by
! authority of this ordinance, shall mensure car
goes of salt,' peas, corn, and other grain: inspect
and measure boards, scantling, staves, shingles,
ranging timber, cypress logs, oak and other tim
ber; cord and measure tirbod; weigh cotton, rice,
tobacco and bayv or guage liquors.
§ 2. And be it further ordained by the authority
aforesaid, That at the next regular meeting of
Council after the passage of this ordinance, and
at the first regular meeting of Council in January
of each subsequent year, and bn such othei oc
casions as mav be deemed necessary, there shall
be appointed not exceeding ten Measurers of
Lumbar and Inspectors of Staves, not exceeding

of Liquors, appointed under and oy virtue of this
Ordinance, when called upon, to ascertain the
contents of any cask, shall be entitled to receive
the following lees to be paid him by the appli
cant
For.every Pipe, 26 cents.
For every Hogshead, 20cents.
For every Barrel or Cask, 8 cents.
And each uuager shall also be an Inspector of
Liquor, and when required shell determine the
proof thereof, according, to the United States
Standard, and mark the same on the cask con
taining said liquor.
§ 10. And be it further ordained by the au-
IwrUy aforesaid; That one of the Weighers of
Cotton, Rice,Tobacco; Hay and other goods, ap
pointed under and by virtue of thiy Ordinance,
shall be located in Mar,ket Square, and the others
at convenient places, whose duty it shall; be,upon
.application for that purpose made to them, to
ce'-ding five Measurers of Salt, Peas, com, and
other grain : Each of whom, before entering
upon the duties of his office, shall lake and sub

of salt, peas, com, and other grain, or of wood, a
Measurer and Inspector.of lumber, staves, shin-
S les and other timber; shall be directly‘or in-
irectly concerned in the sale thereof as princi
pal or agent. And each person appointed a Mea
surer ol salt, peas, corn, andother grain, or wood
shall enter Into bond and security in the sum o
five hundred dollars; and each purson appointed
a Measurer and Inspector ot lumber, staves, shin,
'glee, and other timber, shall enteF into bond and
security in the sum of one thousand dollars; and
each person appointed a Weigher of Cotton, Rice.
Tobacco,and Hay, shall enter into bonds in the
sum of five hundred dollars; and each person ap
pointed a guager of Liquors, shall enter Info bend
in the sum of five hundred dollars, which bond
shall be taken in name of the Mayor and Alder'
men of the city of Savannah, and deposited with
(be Clerk of Council.
^ 4. And be it further, ordained by the authority
aforesaid, That each Measurer and Inspector of
lumber appointed In manner aforesaid, and after
complying with the requisites of this Ordinance,
shall receive a license, and for the tame shall pay
to the City Treasurer twenty five dollars for the
use of the city, and fifty cents for bis own fees to
gether with the sum of one dollar to the Clerk of
Council for his fees. That eaeh measurer of wood
ihali receive a license, and lor the same pay to
the City Treasury the sum ot tan dollars for the
use of the city, and to the City Treasurer for his
feei fifty cents, and to the Clerk of Council for bis
feet the tuin of one dollar, and each measurer of
Halt, Peat, Corn and other grain, shall receive 1
license and for the same pay to the City Treasu
rer the sura of tan dotairs tor the use of the city,
and 60 cents for his fees, and $1 for the fees of the
Clerk of Council, and each weigher of cotton
rice, tobacco, and nay,shall receive a license ant
for the same puy to the City Treasurer the sum
of $26 for thu use of the city, and 60 cents for his
fees, end to the Clerk of Council $1 for his fees,
end each guager of liquors shall pay to the City
Treasurer the sum of flO for the use of the city,
and 60 cents for his fees, and to tue Clerk of
Coancil $1 lor his fees, and each license shall be
signed by the Mayor and attested by the; Clerk,
with the seal of the city thereto.
§6. And be it further ordained by the authority
aforesaid. That eaeh Measurer and Inspector of
lumber, staves, shingles, scant|ing, ranging timber,
cypress logs, oak and other timber, shall receive
the following fees us Ids compensation, the same
to be paid by the seller.

All except Red Oak free from sap,knots and worm
holes. And that all other.oak staves, except white
oak, shall be classed only as rod oak/ That ail
shingles shall be twenty two inches long, and at
least three and a half inches wide, and free from
splits and other defects That all- boards, scant
ling, or other safired lumber, to be considered
merchantable, must be squaie edged, free from
splits, decay and sap, except on one side, and
all such boards, scantling, or other sawed lum -
ber, as shall be split* dr in other way defective*
shall be deemed and are hereby declared to be
refuse lumber, except the part so defective be
actually cut off leaving not less than 16 feet.-And
that gll ranging timber and cypress tor foreign ex
port, or home consumption if by thenurebaserre-
quired, shall be regularly and squarely cut to au-
thorizeits inspection as merchainable.
§ 7. And be it further ordained by tht authori
ty aforesaid, That all fire wjod shall be regularly
Inspected and measured by the said‘measurers of
wood; wh#. shall authorized to demand and
receive from,the sailer of said wood, the sum of
I24 centiper cord. And that each cord of wood
so measured shall be four feel high, four fret
wide, and cinht feel long; and shall be so mea
sured as to include in raid measurment only one
half'of .tbe scarf. ,
§ 8- And be it fiirthtr ordained by the au
thority aforesaid, Thai every vessel loaded who!
|y, or in part, with- lumber of arty description
cleared at the Custom'House of-tbis District for
any port (other than a pbrt in this Slate) shall
reevive a certificate of the measurement of such
lumher, to which certificate when for a foreign
port the Beal of the City shall be affixed; and lor
thority aforitaid, That the measurers of salt,peas,
cprn and other grain, appOlnted'undeMhe autho
rity of this Ordinance, shall, when, called upon
for that-purooee, measure all cargoes of salt, peas,
com and other grain landed from any boat or vas
sal; also, all salt, peas, corn dhd other grain sold
in this city, when toe amount eold exceeds ne
hundred bushels, for which be shall be entitled
to receive 60 cents for every hundred bushela to
be paid by the seller.
§ 12. And belt further ordained by the authority
aforesaid, That any person or persons convicted
before the Mayor and Aldermen of the City of Sa-
vanneh, of altering or changing any measurement
or weight, made under and by-virtue of this Ordi
nance, shall be fined in a sum not exceeding 930
to.be collected by wnrrant and distress es prescri
bed in the amended charter of the city, passed by
the general assembly la iu session, in December.

$ 13. And be il further ordained by the authority
aforesaid, That every and each Meaaurer and In
spector of lumber, huartis, scantling, staves, shin
gles, ranging timber, cypress logs, oak and othei
timber: and every and each measurer and in
spector of fire wood, guager of liquors, men
surer of sail, pegs, corn, and other grain, weigher
of cotton, rice, tobacco and hay; who shaft be
convicted before tbe mayor ana aldermen of a
neglect or violation of his duties or the provisions
ot this Ordinance, shall be fined in a sum not ex
ceeding thirty dollarsfor«very and each offence;
one ba'f of said fine for the use of the city, the
other half to the informer; and if deemed necessa
ry by the said mayor and aldermen, shall be dis
missed from office.
f 14. And be it further ordained by the autho
rity aforesaid. That any person who shall hereaf.
ter sell any lumber, ranging or other timber,
staves, shingles, or wood, or cargoes of salt,
(except when measured by tbe officers of the
customs,) corn, pees or other grain, without being
lint inspectad and measured by tlie proper offi
cars appointed under thisOrdinance, shall, upon
conviction before Council, be fined for each of

§ 15. And be it further ordained by the authority
aforesaid That alt Ordinances or parts of Ordinan
ces which militate against this Ordinance, be and
