“The Russian hend quarters continued

About the 5th, a deputation was sent hy
the Sultan to tho Russian head-quarters,
with proposals for peace: but-the terms
were considered inadmissible on tlie part of
tlio Turks; tho preliminary article being
for the payment of 350, 000,080 of silver
rubles, as an indemnification for the ex
penses of tlio war. It was -supposed .that
the Russian army would enter Constantin
ople about,tho 15lli September, nod with

tem of Turkey is so bad, and tiio taxes of

"It will be remembered that by a decree
of our Ihlemlnnt, an extra duty nf $5 par
bbl <vas suddenly levied on the 1st June
last, upon nil Spanisli (flour airiving after
that date in Foreign bottoms and that large
quantities of such flour became subject to
this unexpected duty. This was not ex
acted in cedi, but approved socurity wns
given for its payment, in the event of its
being enforced by the King.
By a late lloynl Order, not yet officially
received, lie has directed that all obliga
tions entered into for the said extra duty,
shall he cancelled and annulled ; that is to
say, on tho flour already imported—but
that mi all subsequent importations of
Spanish produce, in foreign bottoms, the
duty shall be two thirds of those on for
eign prqjuee, in foreign bottoms. Plots'*
from Spain, so imported. Will consequent-:
ly pay u'duiy of $5 1 4 per bid.
This will, ultimately,, make pn impor
tant change in our Fldur trade jvjih the
United States; hut for the present, the ef
fects will not ho so decisive. There nre
now about 15000 bbls. Spanish;rtoil'r in fust
hiliids, and about 7000 of American and
Spanisli in the handsof the dealers, ma-
king, altogether, more then two months
consumption.
