The principal rca son assigned for this by the Secretary is that extreme, division of duties allotted to the Coinm.uidants of the Navy Yards, by which proper care cannot be bostnwml on the vessel* laid up in ordinary. The cul ling down of tho best timber in the country to construct ships subjected to this process of rapid destruction, is properly reprehen ded. It is recommended a* the true policy of tho government to suspend for the present the building of ships of War, unless for some special service } to provide for the repair And equipment of those in ordinary, for tho erection of jho necessity sheds for their preservation, and for the establish nient of a Police, at each of tho'Navnl sta dons, for such superimlcnceas will best ef fect these purposes. The prcpnrntlnn of our public ships for service is fopresented as very defective. They are compelled,in consequence, to incur licavv expenses in foreign ports for supplies and repairs. The result is that where uia*erials (of effecting repairs cannot be procured, tho vessel is during die wholo ciuise in-a state, which endangers her.safety and that oi lier erfew, Such a system is properly condemned as hazardous at all times, and in war pnrtic ularfy perilous. Tho practice of either discharging sea men in foreign ports, when tho period of tlieir enlistment has expired, or paying their fexpeme* homo, is condomncd qs lea ving the seaman, in tho one case, a wan derer on a foreign sliorfe, suffering from want, or compelled to enter another ser vice, and in the o her c .se throwing a boa- vy burthen op t ho funds provided for. the Navy. To remedy this evil it i* proposed to make the cruises of our ships of war shorter,arid the period of enlistment longer than Know customary. i* ' There is nothing the Report represents that has tended to exhaust the general Na vy fund more than the present inode of building and maintaining the Navy Yards.
