It was

which, as means, these powers could not be
carried into effect. It is known that the
rtry power now proposed as a means was
rejected os an end, by tile convention which
formed the constitution. A proposition
was made to them lo authorize congress to
open canals, and an amendatory one, to
empower tliedr lo incorporate. But the
wlioly was rejected; and ono oftlte reasons
or rejection Urged in the debate was, that
they then would have power to elect a
bank, Which would render the great cities
where there were prejudieies and jealousies
on the subject, adverse to the reception of

make all laws noeessary and proper for car
rying into execution the enumerated pow
ers " But ihcycnu all be carried into ex
ecution without a bank. A bank, therefore,
is not necessary; and consequently, not au
thorized by this phrase.
It lias been much urged, that a bank will
give great facility or convenience in the
collection of taxes. Suppose this were
true; yet lhe eonstitution allows only tbe . . —
