Sec. 3. And be it further enacted. That
every citizen of the United States shall be
eligible to a seat in said Convention who
has attained the age of twenty five years,
aod been an inhabitant nf this Stale seven
years immediately preceding the day ol
his election, and who shill have resided
one year in the enunty for which he shall
bn elnpipfi.
Sec. 4. And be it further enacted, Tha
each member returned as duly elected,
•hall previous to taking his seat in said
Convention, take the following oath, or
affirmation.vis.* 1, A. B. do solemnly swear,
that I will not attempt to add to, or take
from tho constitution or attempt to change
or alter any other sectioo, clause or arti
cle of the constitution ol the State of
Georgia, other than those touching the
representation in the General Assembly
thereof; and that! have beeu a citizen of
this state for tli» last seven years, so help
me God. And auy person elected to a
scat in said Convention, who shall refuse
tQjqJto the oath aforesaid, shall not be al-
lowed to take his se.it inlaid Convention
^ And be it further enacted. That
tho rncfubcrs of said Convention shall as
semble on the first Monday in May after
their election, at Milledgeville, in tn>* Re
presentative Chamber of the State House,
for the purpose entering upon and con
summating the great objects of their con
vention, to-wit: a reduction and equaliza
tion of the General Assembly; shall have
power to prescribe their own rules and
forms o business, and to determine on the
qualifications of their own members; elect
neceasary officers, and make all orders
which they may deem conducive io the
furtherance of the object for which such
Convention shall assemble.
Sec G. And be it further enacted, That
it shall be the duty of 11 is Exculleucy the
Governor to give publicity to the altera-
tious aud amendments made in the Con
stitution in reference to the direction [re
duction] of the number of the members
composing the General Assembly, aud
the first .Monday in October next, after
the rising of tlr»said Convention, he shall
fix on for the ratification, by the people,
ofsuch amendments, alterations,, or new
articles as they may innke for the objects
of reduction and equalization of the Gen
eral assembly only : and if ratified by a
majority of the voters who vote on the
question of “Ratification" or “No Ratifi
cation," then and iu that event, the altera
tions so hr them made and ratified, «•*!!
be binding on the people of this 8cate and
not otherwise.
Sec. 7. And be it further enacted. That
it shall be a fundamental article in the
formation or amendment of the Constitu
tion, that each county of the State now
oiganized or laid out, or which may here
after be created by law, shall be entitled
to at least one representative in the re
presentative braucb of the Gmeral Astern
bly.
Sec. 8. And be it farther enacted, That
so soon as this act shall have become a
law. His Excellency ihe Governor, be,and
he is hereby required to cause it to be
published in the Gazettes of this State,
once s week until the day fixed on by this
set for the electiou of delegates to said
Convention: and that all tsws aod parts uf
laws militating Against this act, be, and
the same are hereby repealed.
