it felt on tlmt occasion, by instantly recalling its

motives for that recall; but it did nut ask for ex
planations; it was contented to expect thorn from

neither the one nor tho oilier can be considered

ed to prove that tho view taken by him of theso
facts is at least plausible. ..It is iti the midst of

ness to explain itself, ibo more we should bo our-
selvos dispot od to Gud tho explanations satisfac
tory, and to view tlio solicitude of that Govern
ment us a testimony in favor of tliu iutenttons
which imd dictated the mossago ofthe President.
VVo will simply observe uefere wo proceed:
First—That even supposing jhe explanations
given by the note ofthe 20tii of January to have
boon such os wo might havo wished them, they
wore on the 18th of April, tho day ofthe passage
ol tho amendment in tlio Chamber of Deputies,
nothing more thuti the simple expression of the
personal sentiments of Mr. Livingston, This is
un observation which did not escape his notice.
Wo will also observe that, by tho publication
of Air. Livingston's correspondence, the Gov
ernment of the United Stales had excited against
him such a feeling of irritation, that it would
hbvo been out of our power, even supposing that
wo had considered tlmt correspondence as cun-
taining nothing but what was right and proper,
tonvnil ourselves of a document bearing nissig-
nature, to repel, in one or the oilier ofthe Cham-
•hors, tho amendment under consideration.
I will now proceed to tiro examination of the
explanations which havo been offered to us.
Mr. Livingston fe right in thinking thnt -one
objection* to the message of tho President are
confined to those two points.
1st. The message Impeaches, the good faith of
HU Majesty’s Government.
2d. ltauuitains a threat to secure,the execution
of tho treaty hy tho fear of reprisals. ' ,
It is, indeed, under this double point of view
that the message of President Jucksou excited iti
Fiuuco tha greatest indignation. The Cabinet of
Washington will readily admit that, if the allega
tion io:rctruc, tho iudigintion would be just. No

upon this examination, und with a view, to prove
that any demand for, explanations would in fu
turo bo useless in fuel und inadmissiblo iu prin
ciple, Mr. Livingston refers to the testimony giv
en by him in his first note to tlio good fuith ofthe
French Government; ho refers to subsequent
sanction given by the President to the contents
of that hole; he dwells on tho paragraph ofthe
message of tiie President, iu which ul) idea of
threat is, ho says, expressly disavowal.
You will easily coneeivo, sir, and tho Cabinet
of Washington will, wo think, understand it also,
that such phrases incidentally inserted in docu-
mente, the purportand tenor of which arenolem-

free from bitterness, cannot dispel sufficiently the
impression produced hy tho perusal ortho iuos-
sago, nor strike tho mind us would tee same idea
expressed in terms simple, positive, direct, and
unaccompanied by any recriminations concern

t iuco. Such is the motive wliich, among many
others, has placed tho French Govermeut in tho
impossibility ul*acceding to tho wish expressed by
Mr. Livingston towards tho conclusion of his
note of the25U» of April, by declaring (to the
Chamber oi Peers probably) llutl vreeinus rrnf»-
nations given by the Minister of the United States,
and subsequently approved by the President, had
'lue impression produced bv the perusal of
the message was deep. It was so in Fran-e; in
Europo, and oven in the United States ; the de
bates in Congress and public notoriety sufficient
ly prove the fact. Under tho weight of this ini-
pression, the French Government did not hesi
tate to place itself in a situation to moot the en
gagement* contracted in the name of Franco. In
pausing there for tlio present, and waiting for
the fulfilment of those engagements to bo claim
ed, in terms consistent witli the regard which is
its duo, it is not ntVnid of being accused, nor
Franco, which it represents, of being accused, of
appreciating national honor by any number of mil
lions which it conld withhold, us a cumpcnsulionfor
an injury offered to it. A1 r. Livingston is the first
to repel such an idea. Far from it, tho French
Government will consider ns u fortunate day the
one in which it will be able to deliver up honora
bly the trust that lies in its hands; bntnuch State
