How can l describe to you tho events of this
morning, both ns regards the devclopenu’itts
which wero ir.ade upon un important subject of

which took place in tho Repn^miPuwu'Hull „f

Mr. Adams, shortly after the rending of tho
Journal, offered a R solution which was rend at
the Clerk’s tu Ida,that aSpociul Cuuuuiltcu slum Id
be appointed to enquire into all tiic (nets in rcl t-
tioii to the proceeding* of the late House, oil the
last night of their fession; and report what truth
there was in tho allegations and charges made
against that Body, as regards the failure oflho
Fortification Appropriation Bill. After tho Re
solution was mad Mr. Adams rose in support of
them, and referred to a speech lately made by a
member of the Sonato, wlierem jhn
ii'glected their duty ih not passing upon tho Bill
as amended by tlio Senate, whereby tho men-
sum was lost. He was culled to order at tiieoii-
set, by Getv Mercer, of Virginia, for having
m.ido reference to what hud been said by a mem
ber of the other Body. Aftoi somo discussion oji
the point of order, and a few explanations iVoai
Mr Adams himself, he was allowed to proceed.

two House* of Congress, with tlio .Executive, in
tho proscut particular posture of affairs, ami how
much lie regretted its being otherwise. 'Ho re
ferred hack to the ineasuru ta which hi.i Resolu

Senators, that the House was responsible for the
failure of that measure: lie denied that it was
the fault ofthe House; charged tlio Senate with
being tho r.nthora of it* loss, and alluded to tho
speech of Mt. Webster, a few day* ago, wherein
lie hud said •• that if tho etiamy were thtiiiJeriiig
at tho door* of tho Capitol, lie could not have
voted for the measure, unless it had bcsnrecotn-

ho would take, and that would be, to join the on
