to regulate tho deposites of the public money,
tho question being on Mr. Wniatir’s Stato stock
substitute for the original bill.
Mr. WEBSTER argued In favor of au in

pecially as tho restrictions of their charters dis
qualified them for largo investments. Ho insis
ted that thoro ought Iq bo a real restriction by
law on the power of the Secretary of tho Treas
ure, to change the banks of doposite. lie esti
mated that there would bo nt least $40,000,000
ofsut plus at tho end oftlio year, above and be
yond current expenses, ifo ascribed tho groat
{mount of surplus chiefly to the tariff law of
(made monstrous by its enemies), to that of

ses operating on tho sales oftho public lands, atid
inferred that the amount of those sales must al-
