er, except that which wus expressly granted by

to curry into effect some power which was ex
pressly grunted.
4th. That tho Executive powor should be so
limited uud regulated by law, that neither the Pre*
sldnut nor miy ollicer appointed by, or depend
ent upon liiiii. could use his influence or power to
conttol or guide public opinion in elections.
5th. Thut tho Constitution should he so amen
ded as-to sec ure to tins people the right of choosing
the Chief Magistrate themselves; thut (he sumo
person should not be elected for n second term,

0th. Thut all surplus money# which might
nccumuluto in the Treasury beyond the reasona
