ON THE CIRCULATION OF SMALL
NOTES OR TICKETS.
One Of thn most extensive evils resnliiug from
the Btfopeusion'ofNpecio payments by tho Banks,
is tho expulsion of lhe small coins from cireula-
tjoii,; arid Iheir substilutipn by small note nr
tickets issiiod by banks, corpi,rations or individ-,
nals. As a circulating medium, they are linble
lo so many objections that tho Legislature ol
Pennsylvania in the year 1817, pud subsequent
ly in the year 16*28. prohibiind their e(ni®»nn in
terms tf/uc/i admit of itoerosion, and nothing but
tho absolute impossibility ofdoing without them,
sliould induce any individual to give them his
sanction. It is indeed upon this ground, that in
the present emergency, so many respectable nem
pie givo countenance to wlmt they admit to bo a
positive ntibmnco. mid it is therefore not to be
questioned, tlmtif^t measure could be devised by
which tho necessity of rmall notes could ho ob*
viated, it would be welcomed by tho communi
ty. The writer is of opinion that there is such
a remedy, and lie proposes to oiler respectfully
to UU fellow-citizens, the views wbicb have led
him to that conchtston, .which if they do not meet
with general iiccopinhca, may probably be the
means of bringing out the suggestions of others
which may bo more worthy of adoption. It is
true that this remedy, like nil other remedies,
will cost something, hut he thinks that the ex
pense will not be half as great ns that which
will result from leaving the disease uiicured nl-
he most celebrated cosuietios, without any of
their doubtfrtl cftccls. It ib ; therefore recom
mended as u certain and efficacious remedy, and
a valuable and almost indispensable appendage
to the toilet. Suifice it however to any, it has
been administered to many thousands ip the
Unitad Stines and West indies with the greatest
and mostunpprallelbd success, arid without even

and Ague, was induced by someone to try them,

in the United States prior to 1634, a debt for a
given amount could be discharged in one ounce
of gold, or in fifteen ounces of silver, (ho debtor

to take it. But in place of a law of the land,
there is a law of necessity which induces the
great body of creditors to accept what is offered,
when the depreciation is not too great, rather
than go to law, and especially as they can pass it
off to others at the same rate. It may therefore
