Sec. 11. Ue It further ordained. That if any
person or persons other than the superintendent

nance.or omit any of the duties imposed on him,
her or them, hy this ordinance, he or ahe, if a

ceeding one hundred dollars, for each and every
offence, at tho discretion of the mayor, acting
mayor, or aldornien presiding at the policn
conrt, or of the council, hut if sold offender ba u

ceive such corporal chastisement, not exceeding
ibirtymin* lashes, as may seem proper to the
said mayor, acting mayor, or aldermen preaid
