visit to Europe was looked to, almost as a
matter of course. But the monthly expend!*
tures incident to the rapid progress of the work
of construction, and the apprehended scarcity

ins of a part of the bonds at toon as practical
hie. Having last year made an advantageous-
disposition or such paper in the city of New
York, I felt great confidence in being able to
do so again. snd was on my way thither, when
the Bank of Augusta made me an offer, which
1 did not hesitate to accept. It gave nte par
value far one hundred and twenty five bouds
of five hundred pounds sterling etch, and as*
sumed the expense and risk of transferring the
funds to the office of the Rail Road Commit*
sioners at Marietta or Cassville, as one pltce
or the other might beat suit the convenience of
the Board and of the contractors to whom peri*
odical payments were to be made. For this
sale of State stack, doubtless the best that list
beta msde in either Europe or America, since
the month of March,the State is mainly indebt,
ad to the publio spirit and liberality of the gen.

my visit to this country.
Though the price at which I have proposed
to sella smell part of the Bonds in my post
session, is far lower than they were expected
to command in the London matket, 1 had ob.
served too much ofthe deranged state of mone
tary affairs in this country, to hope for a sale
on better tstma. Indeed, all ciicuinstsnces con
sidered, lent not turp’trzed at a failure to sell
even at 90 per cent. Bssides the scarcity ol
money which has greatly reduced the price of
all American securities, it it tufficieudy obvious
that discriminations are msde between those
which have the guaranty of Northern and of
Southern States. The reasons ate doubtless
satisfactory to those who entertain them; but
if ability to pay debts, combined with becom,
iug motives of self respect, nnd a deep ia»
ir rest in sustaining the credit ofthe State, can
bo supposed to avail anything, in securing
punctuality, tht people of Georgia must regard
suc h a discrimination ae the mere offspring of
ignorance end prejudice. It is true that the Sute
is not un iiivauterate borrower: her unper haa
not been hewked on the Stock Exchange of
Europe: she h <t had no occasion to Make an
expose of her fiscal resources for me purpose
of conciliating the favor of bankers, or compro
mising the claims of disappointed creditors;
and perhaps for these reasons her paper is under'
valued.
Fortunately Georgia in not dependent on
foreign loans for the means of cany log on her
publio Works, When her funds were worth
eight percent, at home, the properly estimated
the frugality of supplying immediate wauls at
five or six; and tharst'ore stilt bonds to Europe.
It is however not probable that she will soon
stud any mote.
Tho terms on which Reed, Irving & Co. pro*
pi se to pay tits dividends or interest on tho
Slate's debt in London,amounting now to about
seven hundred and fifty thousand dolllars, are
quite satisfactory. One half of one per cent,
is the commission asked by another agency,and
will be cheerfully paid to them.
Hoping to sail next weak for the U. States, I
have only to add assurances of pommel regard,
and to ask you to tender my particular respects

We are happy to find that amidst all the rave*
ges of the storm, not a single human lifo was

however, the monetary resources of the King'
dora were found to he already over tasked, sud
scarcely less embarrassed than those 1 had left
behind me. The strongest houses in London,
even the Bank of England seemed tonppieheud
an approaching crisis, and were making efforts
^t» to husband their means, as to puss iliu safety.
During ihe mouth* of Julia and July, always
considered the most favorable season for such
business, I believe (with the exception of a few
shares of United States Bank stock) there was
not a single sale of American securities. The
"States of New York and Massschusets, from
their known punctuality in the payment of in*
terest, have in Europe a higher credit than any
other Slates in this Confederacy; yet their paper
was unsaleable, but at most reduced pi ices.
As tho scarcity of monoy in England waa
pretty generally ascribed to the failure of the
last year's corn crop, and the consequent expert
tation of large quantities of bullion to pay for
bread stuffs in foreign countries, my friends in
London advised me toreinaiu in Europe till the
crops eftho present year should be reaped; ex*
pressing the belief that if abundant, mouoyod
operations would become more liberal, and that
1 might hope to make a satisfactory sale. It
was also suggested that the intervening time
might ba advantageously passed m visiting the
markets ofthe Continent, especially those of
Holland. Anxiously desirous to raise such
funds sufficient to carry through such contracts
for work as ihe Commissioners had already
made, I procured in London necessary letters
of introduction, and crossed the British chan
nel. In France, Belgium and Holland, I mad#
agreed; and at my request and promise that ihe
sum should be rcinibuised without delay, ad
vanced funds lo pay interest on all the State'a
bonds now in Europo, up to the first of March
next.

" Our severe equinoctial storm wound up
yesterday with a fall of Snow, as liberal in
quantity as it was untimely in season. It wee
followed last night—not by frost, but by a per
feet congelation. At a distance trom the Lake,

at least six or eight inches. To-day we have
clear weather, with a very cold atmosphere. 1

The first of August being now at hand, the
time when it was supposed that a good English
harvest would revive the money market, I re,
turned to London, and made further efforts at
nsgocifttion. I offered tho whole of my remain
ing bonds at ninety-four per cent., oneihalfipay.

on short time. Knowiftg the great strength
and infiuetico of the house, and the proofs it had
repeatedly given of a desire to serve ihe Shite
or Georgia, 1 had reasons to believe that these
favorable term* would he accepted. Two of
tho senior members oftho house being absent at
the time I called, my proposition was left in
writing for their consideration; whilst I took
the opportunity of going to the West of England
in pursuit of information touching the manu
facture and shipment of rails, cost, charges, &c.
Ae. Agreeably to a promise rnado me, a loiter
from one ofthe junior members of the firm com
veyed to me at Liverpool the answer of the
house on the several points submitted. As tins
letter and my reply form an appropriate part,
copies are given.

Indians; the sad news not having reached
town until Sunday night at 11 o’clock from the
circumstance of Mr. Bunch living distant from

"How these vagabond Indians are to be
caught and captured is more then we can tell,-—
The country seems lo be their own; no sooner
does the Governor start fur the Suwanee with a
force of 200 men, than the Indians break out otf
the Waculln, in quue an opposite direction ! It
would appear thatthe Indians are apprised of
every movement by the whites! We hope the
Governor may come across them, and whip
them severely, and we are sure if the »Minute
men’ overhaul them they will soon cry for quar«
ters. Florida is sorely harrassed, and deserves
the pity of the nation."

Health of the City.—We had indulged the
hope that by this day, the first of October, we
should bo able to announce to our distant friendi
a perceptible nbateiiionl of the dreadful opt.
domic, which for the last six weeks has raged
with such awful severity in our city. But it is
our unpleasant duty still to repeat the painful
dtclaiation, that there it no improvement iu the
iieulth of the city. The number of esses, as well
ae of deaths have still decreased during the past
week, but this it obliged to be the case, without
an increase of subjects. It ie the opinion of
tlieio who have the best means for information,
that in proportion to the population now liable
to disease, the new cases and the deaths, are as
numerous as at any period this season. A large
portion of our population have recovered from
attacks of greater or Ians severity, and with the
exercise of common prudence are not consider
ed subject to a reialtack. We understand tlmt
there have been several cases during the past
week, extremely malignant in their character.
We therefore feel it our duty to solemnly warn
those who are absent, not to think of returning
to the city, until we shall have had a thorough
frost.
Since the first appearance of tho epidemic
among us, which was early in ihe month of
August, the number of deaths have been five
hundred arid thirty!!—three hundred and eigli
ty three of which,have been in the month ofSap
timber!—On the two first days ol the moNtli,
there were 22 deaths—on the succeeding weok
127—the next wtek 100—the next 80—and the
last week, ending last night 54. Such is the
mournful record.
NEW-ORLEANS, Oct. 2
The report* fm the hospitals* burying grounds
during the week past, indidcate an improve
ment in the health of.our population. The
numberofdeath*'has' dwindled down almost
to the ordinary average. Still, however, there
is enough to show tho presence ofthe epidemic
among us. New cases occur occasionally, and
if strangers should flock into the citv, would
no doubt, be multiplied into a formidable list.

PHILADELPHIA, Got. 5.
A GREAT FIRE.-Last night and this
morning. Philadelphia was visited with one of
the most destructive fires that has occunad in
this city for years. The alarm was given at
half past 11 o'clock, to the affect that Mr. Pres,
con's large providon stores, on south wharves,
between Market and Chesnut sts.,were on fire;
and within ten or fifteen minute*, the building
was a mass of flaiue, front the ground floor to
the roof. The wind was hixh, and varying
from N. E., and thus bore the flames nnd Hakes
from the shipping intn the Delaware, within a
few yards ofthe scene of confiigration. The
adjoining store of Mr. John Hurding, Jr., be
ginning to ignite, a rumor was circulated that
it contained several kegs or gunpowder. We
wereglsd to learn, however, that within a few
minutes after the Rimes threatened the building,
these dangerous pacKages weie removed,' tho'
not without risk, to a plsce of safely. The ad*
joining stores in tho same block, all three story
brick buildings, were Boon on fire—and the
warehouse* of Messrs. Stroup, Prescott, Har*
ding, and (we believe) Cheesborough, burnt
wiiTi incredible fury—and were all either much
injured, or reduced to heaps of ruins. The
shnwers of sparks,which fell on the shingle roofs
of scores of houses in Ihe vicinity, threatened
lha whole neighborhood with danger and de.
atriioiion. But tho firemen exerted themselves
with the most manly and becoming spirit.—
They risked lifo and limb, and we every mo.
ment feared to hear of some disaster. We have
just returned from the scone, where wo saw
numbers of them, in the most perilous positions,
en roofs, walls and chimuies, with buckets and
hose pipes, extinguishing the flames as fast as
they appeared. Around the flaming edifices—
near which the heat was so intense that it
was difficult lo ruutaiti—they plied their engines
with a skill extraordinary. The scene waa at
once sublime and terrific. The light was suffi
ciently vivid to render tho Jersey shore perfect,
ly distinguishable—the agitated water reflected
the flakes likon mirror—the island—the ship
ping—two ot three sloops sailing by—the steam,
boats—and the houses, toofs and steeples of all
stnnding out in bold telief, presented a picuito
of a truly rematkebld and exciting character,

The conflagration has increased. Up to this
time, from tlnrtyiwo to thirty-five buildings
have cither bean destroyed or are now burning
They embrace three stores on tho wharf above

Several toofs have caught lit tha vicinity, and
we regret to state that there is now no prospect
of a speedy extinguishment of the flames. The

but they are greatly exhausted. Many families
are turned into tha street, or taken in by neigh
bors. Several walls havo fullvu, and it is ru<
tnored that lives have been lost.

been shipped to England, tho purchases of

Hoicard street Flonr.—Since our last report
both the store and wagon prices havo declined.
At the close of the last weok the currant
store rate for good brands was $5 50. Early in 1
the present week the store price declined tu $5
