The Chief Superintendent yesterday receiv,
•d an edict, of which the annexed is a copy, to
the joint address of the Consol of the King of
Holland, iho Cousul of the United States, and
himself.
By this law the thipeand crews of all nations,
henceforward arriving iu China, ere liable to
the penalties, the first, of coufi4cation, end the
last, of death, upon the determination of this
governmsnt that they have introduced opium.
The danger of confiding to this Government*
the administration of any judicial process con
cerning foreigners can scarcely be more striki
ingly manifested than in the list of names lately
proscribed by the High Commissioner. Evi
dence that has been good to satisfy lus Excel*
tency that these sixteen persons are principal
parties concerned in introducing opium, and
therefore to justify their detention os hostages,
Would of course*bo equally good for other coo*
viction of the like nature.
It may be taken to be certain, however, that
tho list contains the names of persons who have
never baon ongnged in such pursuits, or, let it
bo added, in any other contraband practice.
In investigation upon such subjects, the
Chinese authorities would probably be guiltless
of any deliberate intention to commit nets of
juridical spoliation and murder. But it is plain
that in the present state of the intercourso there
would be excessive risk of such consequences,
nnd thereforo the present law is incempatible
with safe or honorable continuance at Cunlou,
if nothing also had happened to establish the
same conclusion*

nnd property of the wholo Foreign Community
here at the mercy of any reckless foreigners
outside, and more immediately at the disposal of
tho Hong merchants, Linguists, Comuradores,
and their ratniners.
The ChUf Superintendent by no means as
cribes general wickedness to time parties, but
their situation nnd liabilities make thorn'very
utia ifo reporters, and yet it is mainly upon their
reports tlmt (lie judgment of the Government

blockade of Buenos Ayres wasstiicily enforced,

Lowry informs us that on tho 8th of August, all
tho smaller vessels of tho Fronc'.i blockading
squadron, together with the fleet of Moutovideo
vessels, left the port to proceed up to the Uluud

'n Relation to the size of Cisterns was referred
to the Committee on Fire Department:
The following resolutions ware severally read
and passed.
On motion of Alderman Goodwin,
Resolved. That the co nitsioners of Pilotage
be requsted to ascertain the necessity of intro,
ducing a mud machine for the cleansing the
wharves and public docks of the city.
Resolved, If it io deemed of impotUnce to
the preservation of the depth of water in our har*
hour, that the Commissioners of Pilotage, do
ascertain tho cost of a suitablo machine with the
necessary number of mud boats or scows, eitb*
er lo be worksd by animal power or by steam,
and that (lie Commissioners of Pilotage be re>
quested to lay befote Council tho estimate of
cost of such machino and any suggestions they
may deem of utility in deepening the river.
On motion of Alderman Goodwin,
Resolved, That the City Surveyor report, the
next regular meeting of council, all the encroach,
menu upon existing streets iu the late addition
lo the city, known as Curry Town, &c.
On motion of Aldermau Goodwin.
Resolved, That the fifty dollars paid by the
agent of the Etna Insurance Company for 1838,
ho refunded to him it having been paid into the
Troasury under a misapprehension of law.
On motion of Alderman Drysdale,
Resolved, That the Committee on Public
Buildings inquire into the extent of repairs,
required to bo made on the Exchange building
and the necessary sum required for tbo same,
and report thereon.

HEALTH OF AUGUSTA.
If we cannot say to our absent friends that
the fever has abated in the city-our list this
morning gives tho gratifying intelligence that
tho number of deaths are diminishing, more,
however, front the want of subjects, than from
any favorable change in our atmosphere since
our lust notice. We are still without rain, and
until we have enough to cover the bottom of our
river, (which for tho most part is now dry) it
will not be prudent lor our absent friends to re’
turn to the city. As soon ns we get a heavy
ruin, we look for a change in the weather,(wtiicli
still continues warm,) accompanied with a black
frost.
In on? last, we reported the deaths of one
hundred and ninety five persons hy fever, since
the first death occurred on the 18th of August
-since that tiuio, we have to report the follow*

Bank Robbery.—In the Nashville Whig of the
25th ult. we have the following account of tho
robbery of the Branch Bank of the Stale of
Tennessee, at Columbia
With pain wo annonneo the fact tlmt the
Branch Bunk nf Tennessee in this pIsco was
robbed last night of between $25,000 and $30,.
000. The robber entered the outer door witii
a false key, aud finding the key of tbo aH fe.
which had boon deposited in a private placo in
the hanking room, succeeded in opening and
taking from it the money. Tho Cashier left
every thing «ofe M the Bank at 8 o’clock. Alany
circumstances conspire to confirm the opinion
that the miscreants had a familiar knowledg*
of the Bank, blit sunpicion we believe has yat
attached itself to no particular quarter. At
wlmt time or the night the robbery took place,
is not known. The money stolon* consists we
boliove of bills on all the Tennessee Banks, the
Bank of tho United Stales, and some of the Al*
abama and Mi-sinsippi Banks.
This is, we blush to add, the second robbery
which has taken place in Columbia within the
last few vears. We trust that every possible
effort will be made to ferret out the villain or
villains.
Since the above was in typo, tho Cashier of
the Bank has offoied 5.UU0 dollars reward—one
half for the apprehension of the thief or thieves,
and tho other half for the recovery of tbo mo
ney.
Great Match Race al Louiscille, (Ky.)—The
great Sweepstake Race. 4 mile beats, at Lnuisi
ville,$2000 (nuance, half forfeit, ten entries,
came off on the 30th ult. Four horses started—
Wagner, Grey Eagle, Hawk Eye and Queen
Mary. The ince was won by Ivagner in two
heats, beating Grey Eagle, tho principal con
tending horse, about half a length the first, and
only by about a fool in tho second. Hawk Eye
was distanced iu the first heat, and Queen Mary
believed to have been distanced iu the second.

Civil War in Brazil.—A letter received
Salem, from Maranham, dated August 13,states
that it is impossible to say whore the rebellion in
tlmt province will end. Cuxin, enibruciug half
or more of tho (redo of Alnrunhum, had been
taken and sacked, lots estimated at from two to
three millions of dollars. Alany, rays the loiter,
will be entirely ruined, nnd the offset on Alurnm
