Bank.—The trustees of tho United States Bank announce that no claims against that Institution will be received after the 16th of April next, and that they will proceed to make a tinnl dividend totho creditors. This fact demonstrates tho high importance of the work now going on in our river. With a little more excavating opposite tho Eastern wharves, we are as sured that there will bo no difficulty, with an ordi nary tide, in tho arrival and departure of vowels drawing 17 feet This will enable ship masters to dispense, to a great extent, with lighters, and there by greatly diminish their expenses. It Congress will but do its duty, and voto us an appropriation, it will require but a short time, un der tho present intelligent direction, to make our harbor oqual to all the wants of commorco. Sooner or later aho opens har eyos to mete out to merit, it may Us its long withhold re ward, and to brush away from tho minds of men tho mists which prejudice, passion, pad partisanship too often gathor there, onabllng thorn to discovers with clear vision, duties to bo performed, anddobta to be discharged, which wore never acknowledged or dreamed ofbofore. So haa it been with Congress, in Its dealings with the veteran watrior whose honored nnmo is preface to theso reflections. When tho proposition was first brought forward to confer the titlo ol Lieutenant General upon Winfield Scott, tho opposition it met with, and its ullfmaio postponement, were things, pethape, on reflection, not to bo marvelled at. Crafty politi cians, at that timo, had succocdod in soduoing tho warrior into tho dirty aronn of politics,—and in that arena his resplendont achievements in tho field wore too frequently, though most unjustly, brought to judgment by those whoso political ethics did not over scrupulously opjoiii proper distinctions between tho great man in the camp, and the not so great man in tho wars and strife* ol party. Tho compli ment that has been paid him now, was withheld then,—mainly becauso it was not General Scott, the military chieftain, but Gen. Scott, n Whig can didate for tho Presidency, who was to bo compli mented. However, no longer identified with, or having any visible connexion with tho scheming demagogues who wore tho mentis of hurrying him oft* to political death, many who opposed him as tho politician, again came forward to honor anow tho soldior and tho patriot. He lias ceased to be a " man in their way," and tho gentlemen in tho Cap itol feci in their big hoarts that they may venture to add a new chaplet to hie brow without doing aught that would bo likely to impoverish them selves. The action of Congress in this matter, though tardy, and noise unanimous as wo could desire it to be, nevertheless is most opportune, li comes ala timo when, judged solely ns nn able and successful commander, Winfield Scott waa never soen by tho world to so much advantage. Wo havo called him tho greatest General now living, and we think unprejudiced and intelligent minds nhrond as well as at homo, will bear us out iu tho claim. Tho com manders ol the armies of tho great powers ol Europe now at war, are men till now unheard of. Tho w.irld is compelled t.> defer a definite judgment up on their military peitonunuces until s.»ino day, just now apparently far off in the luture. Not so with old" J.undv’s Lane." Tho titlo of Lieutenant General is not altogether a merely honorary one. ft is accompanied by a substantial addition ol pay, which will enable tho vetoran to spend the autumn of his days in comfort, —and smooth thepnth to which all earthly ' glory’ in the land must lend—tho grave. Tho parade will commenco on Tuesday morning, and continue un til Thuraday evening, under command of Major Bcho, of this city. The camp has boc-n judiciously ■elected, and appropriately named in honor of Hon John Macphorson Berrien, who once commanded the Squadron. Largely representing, as this Squad ron of citizen soldiers confessedly docs, the chival ry of the commonwealth, wo anticipate a brillian 1 i for tho coming three days. Savannah Hirer Valley Ilond. The Knoxville Register says:—We are truly pleased lo seo that tho City Council ot Augusta have subscribed $500,000 to aid in the construction of tho Savannah River Valley Railroad, which oo- ■area its speedy construction. This is sn important road, and one in w hich Knoxville is greatly in- tereoted, as (hereby the distance from that city to Augoeta will be Itsa by ninety milee, than by Atlanta, which in thooo days ol steam ia an im portant ditidnatum.
