The flouso sustained tho President’s veto of tho French Spoliation Bill by a vote of 1 IS to 86. An attempt wns made lo add it as an amendment to the Diplomatic Bill. In hia veto the Preside •ays that ti.o Constitution docs not compel him to sign any hill which he cannot approve conscien tiously. The bill docs not pay tho claims but only compounds them. If tho claims are just at all, it is disgraceful to tho Government to compound with claimants for $5,000,000. Such a law would be r perpetual bar .to justico. In pun Hostilities in the Northwest.—/Vos- ptetn of If.Ir trith Sioux.—The last mail brings to tlndcl-gstion in Congress from Iowa tidings that indicate a war with the Sioux Indians. Tho immediate scene of hostilities is near tho mouth of the B'g Swox river, in tho northwestern portion of the State , Iait, Irom a letter received Irom tho Go vernor < I Iowa, it appears that about 500 warriors of the Y.melon sod Siston .Sioux havealsoencamp- ed near K-.rt fJodgc, on the Des Moines river, in the centre! part of tho State. that we are In favor of the abolition of tho Supreme Court of Goorgia, ami least of all that tho Court is in danger of overthrow. In all civilized commu nities, tho noccmity of a tribunal for tho correction of errors, wo had supposed, was fully rooogmxod, •nd especially had wo supposed that tho osublish- tnent of tho Supremo Court of Georgia was sanc tioned and approved by tho Judgment of tho pooplo. Such Is still our conviction, notwithstanding tho recent attacks upon tho Court. Indeed, it wore hamrding hut little to say, that those attacks upon tho Court by editors nud anonymous ooireipon- dents, havo proceeded from disappointed lawyers— men who havo lost tlioir cases and suHorcd in thoir vanity, and arc simple enough to believe tho Court is a nulsanoo and ought to ho abolished because it does not accept their interpretation ns the law of tho land. Tho people, wo are convinced, are sat isfied with tho Court. There may ho somo defects in Us organisation—and wc admit there are—but in the main the Court has mot tho expectations of the country, and is stronger this day than over before. Tho only real blow which has boon dealt tho Court* was given by tho last Legislature, whan it turned out ono of tho old Judges and put in a now one solely on partisan grounds. This was wrong, nnd we havo tho satisfaction of knowing wo condemn ed tho action of the Legislature at tho llmo. Whatever dissatisfaction exists in the public mind, wo cmitcml, is directed against the organiza tion of tho Court, and not against tho thoory of such a tribunal. We have always believed, tho Court should bo located at tho scat of government, for tho timo being, nnd that it should bo provided with a court room and ofiices, and with a good library, and that it should not bo required to render its decisions immediately alter tho argument of counsel. There are other minor defects which wo should like to seo corrected ; but against all at tempts to overthrow tho Court,wo protest now,and over shall protest, nt least so long ns man is fallible and his judgment imperfect. Wo had almost ssid, it were better to abolish tho legislature ; and if wo had said so, there are roadors, wo behove, who would concur with us. It is complained, first, that tho Supremo Court often mistakes the law; secondly, that its decis ions are frequently inconsistent; nnd thirdly, that H increases costs and protracts litigation. Now, it strikes us, that neither of these com plaints are well founded. Tho Supremo Court may mistake tho law, yet we would sooner depend upon that Court, composed ol three of tho ablest lawyers of tho State, than upon tho Circuit Court, with a single Judge, nnd ho selected by popular ballot, and, in some cases, upon political grounds. In regard to tho inconsistency of its decisions, wo are at a loss to understand how any reasonable man can urgo such an objection,when it is remem bered that there are thirteen Circuit Courts—that each Circuit Judge interprets tho law for himself— and that what may bo tho law in ono Circuit is often donied in the other twelvo, and rice reran. Abolish the Supreme Court, und instead of one tribunal, wo should linve thirteen;—instead of ono interpreter of the law, we should have a doz en, sli differing from each other, ami all insisting upon his own construction. Under tho old sys tem, a plaintifT may gain a cause in Semen county and lose it in Ktlinghjiu, on identical prin ciples, ** because," as tho Macon Telegraph well observes, "iho Judges of the two Circuits, ac knowledging no superior, establish different prin ciples for their owu action." Tho remaining complaint has no better foun- cation than the preceding. The costs of a suit on • now trial, which the courts below wore allowed to grant whenever they pleased, wore as great as on an appeal to tho Supreme Court. It the latter tribunal should order a now trial, the costa will Ur tho same as if it had boon granted by the court below ; and if it should refuse to remand the case all expense is nl an end. The Columbus Times very properly observes that there is more Iro. doru enjoyed under the pre sent system than under the old.
