Tbo steamship Florida has arrived at ihii port.
Capt. Burr, of tho schr. Company, which
arrived hero yesterday from Satilla river, informs
us that he picked up tbo 1st inst., on Jekyl bland
beach, a scaled bottle containing a piece of paper
with the following statement:
“Sailed front New York on the 8th of Sept.,
1852, at 4 o'clock, in the afternoon.

W. W. Wcckor,
B. S. Mawpaa."
Tho bottle was carefully soali-d. Tho piece of
paper has been left at our ofitco.

We are indebted to Captain Freeborn, of tho
steamer St. Johns, which arrived here yesterday,
for a Jacksonville (Fla.) paper, and for tho follow
ing additional particulars of the late ftro at St.
Marys.
Tho firo was discovered about 2 o'clock, Satur
day morning. Tho following buildings with their
stocks wero destroyed,and but partially insured:—
Tho dry goods store of T. C. Bashlot; tho storo of
Joseph Arnow, his stock being saved; residence of
W. Buckley, totally destroyed ; a house bolonging
to the estate of Dufour, and tho dweriiug of Mrs.
Guebear.
Upon tho following property thero waa no in
surance: Tho Gin Manufactory of J. L. Burns;
a boose belonging to the cstato of Silvester; the re
sidence ofJ.Pacoty, and two ware liouaca belonging
to Besarnt &. Fox, the contents of which wo could
not ascertain! The Market house wos pulled
down to prevent tho firo lr<>m spreading.
The total |om is estimated at $20,000. How far
this waa covered by insurance, ami m what offic-e,
wo have not been nble to loarn. Wo trust, how
ever, that the loss has been exaggerated, and that
our biends in St. Marys have n<>t suffered to the

Wednesday amended and pawed tliu bill from tho
House which provides that for lotiers going lees
than 3,000 miles tho postage shall be three cents
sod over that disianeo it ahull be five cents, except
whore postal treaties with other countries shall
provent. Tho amendment further provides that,
after the 1st of January, IH6G, all letters shall be
pre paid, and that dona with stamp* ; also, that lot-
ten containing money cun Ire registered, so as to
show that they have been sent, but in no tnetanco
to make tho department rceponsibln for them. Tim
amendment must, of course, be concurred in by iho
House.

We expressed tho opinion during tho last ses
sion of tho Legislature, when a similar proposition
was boforo that body, that tho measure was fraught
with great danger to the Stale, and we have soett
no cause to change that opinion. Indeed, tho
moro we reflect upon it, tho more fully aro wo
convinced, that a more mlschiovoua moasuro has
not boon broached in Georgia within our rooolloo*
lion. Lot it bo known that tlio Stato ia bound to
furnish the iron, and railway companies will ho
organized in every county In tho Stale—a railroad
ntnnia like that which nearly destroyed the com
mercial credit of England some yoara ago, will
lake possession of tho people—a general crash will
follow—property will bo depreciated—men and
corporation! will bo ruined—and from tho stops of
tho court houses in every direction will bo heard
tho cry of tho shorifC," going, going, gone."
That is u dangerous pulley which undertakes to
stimulate Iho building of ruitronds. Such costly
improvement* should bo tlio result ol iioccrsity,
and ot a clear conviction on the part ol tlio people
that they are demanded by tho wants of tho coun
try, and that they will pay. To undertake a rail
road is it all times nturo or loss an experiment; it
can t.tver bo known in advance whether it wi.l be
profitable; and tlio danger is inuieased tenfold
when tho Stato steps forward and ofldra nn induco*
iiluiil to ns citizen* to vitibaik in such huzurduus
enterprises.
Engineer* estimate that tho iron costs more than
one thud and less than uiiu-liall of the ontiru load.-
Take, lor example, tho road from Macon to Wat-
retiton^ winch was in contemplation eighteen
months ago. If wo mistake not, Mr. Bonner esti
mated tho whole coat ol the road at about $!,•
750,Oil). Thu iron alone on tins otto road, there
fore, would conto to about $700,000. The iron lor
tho Brunswick road would cost $1,000,(XX), and that
for tho Savannah and Gulf road $1,500,000. Then
thero ia the Griffin and Decatur road, the Griffin
and Covington road, the road from Eatonluii to
RabuuGap, tho extension of tlio South Western
road, the Atlanta and Daldoitega road, and tlio
•cores of other enterprises spoken of in other sec
tions of the State, the iron for winch would cost
millious, all ot which would come eventually from
the pockets of tax-payers.
It may be asserted with safety, that railroads
will always bo built as fast os tho necessities ol the
country requiro them It ntay bo proper, under
particular circumstances, lor tho State to lend its
aid to private onterprizo, but to embark in s? wild
a scheme as that uow under consideration, would
bo to inflict a blow upon tho prosperity of tho State,
from which it would take years to recover.
Tho people of Southern and South-western Geor
gia present a meritorious case, as wo shall endea
vor to ahow ul tho proper timo, und wo think the
State is bound to extend to tnem effectual nr.d im
mediate aid. Tltcru may be other tractions which
aro ontttled to nMistnncu; il so. let it be granted.—
But against a general " log-rolling " system, em
bracing alike proper and improper cases, and sad
dling tho State with an enormous debt, wo most
oaroostly protest. Let each ease stand upon its
own merits. Do not clog it w ith enterprises lit
oilier portions of tho State, and thus seek to carry
through measures ot doubtful propriety.
The peoplo have cause to bo thankful that the
Omnibus Kuiiroad bills, introduced at tho lust s«s-
•ion, wore not passed. Usd they undertaken tho
enterprises contemplated in those lull*, there arc
hundreds of famtl'.os in Georgia now in comlortable
circumstance*, who would have been wrecked
Their trail barques could never have ridden out the
storm which for the pa*t six month* has swept over
the commercial world.
