Tho remaining nino pages are oecupicd with a report of tho proceedings of tho Board from Its organisation, with Us contracts, plans and prospects, drawn up by the President, under instructions from tiio Board, and submitted to hie Uonor tho Mayor of tho city, under dato of Decembor 19tb, 1854, in answer to a call from his Honor, by authority of tho City Coun- ciljfor information, dtc. Tho pamphlet closoe wild a preamble and scries of resolutions adopted at a meeting of dtixons, at Troupvillo, on tho 9th of December, 1851, in which U is declared oxpedi cot and highly important to the interests of that section of tho Stato to form a connection with this road, and proposing certain terms with a vow or Decuring said connection. Taken as a whole this report is highly interest- ing. it is prepared with a clearness and brevity . hamelerlstio of its President, giving a thoroughly comprehensive history of tho Company, front its provisional organization, ou tho 87th of August, 1853, to tho dato of tho report, inctuding surveys, location of tho lino, depot site, right of way, con tracts for construction, tho amended charier, tho Alabama charter, its rotations with Florida and S >uth-wesiern Uoorgia, financial condition, its fu ture policy, ptospccis, etc., etc. Under the cau tious policy adopted by tho Board ot Direction >he work is being steadily prosecuted, and we have tho iiusi possible guarantco in the character of the individual members of the Board that this policy will bo tigidly adherod to. Mr- Soulo is chsrgod to do sway with tho suspicion of the Spanish Government that this Government is disposed to cncourago filIibustor descents upon tho ialand, by presenting our past course upon such at tempts. Mr. Msrcy alludes to the offer of Mr. Polk to purchaso Cuba, but doubts it Mr. Soule will find Spain willing to outer into any such ne gotiation now. Ho says thoro is reason to believe she is undor obligation to France and Groat Britain to tho contrary, from the fact that these powers sent their fleets to bo assistance iu tho Cuban disturb ance, from tho proposition for a convention toso- euro tho island fur all time to Spain, and to their joint protest against the views ol Mr. Everett to M.
