Tha Decatur sailed from Norfolk on the 13th ol Juno last, with tha following officers; Commander, J. 8. Storrott; Lieutenants, II. Mid dleton, Van U. Morgan, A. J. Drake. A. 11. Hughost Purser. She arrived (aaya the Baltimore Sun,) on the 27th of August at Rio, and sailed lliunoo on tho 21st of September, for Valparaiso, in complny with the U. S. steamer Massachusetts, which was to have towed hor through the Straits of Magellan. A violent storm, liowovor, set in a few days after they loft Rio, during which tlioy parted company, ami tho Massachusetts, being considerably damag ed, wna compelled to return. Thu only hope I'oJ the Decatur is tlmt she proceeded on, and that she wailed several weeks for hor consort, either at Possession or Gregory hays, before undertaking the tedious passage through tho straits. That tho reader may form sumo idea of the nature of this passage, we give below nu extract from the log of Captain Bnrunrd, of the steamer El Dorado who passed through tho straits in 1849: "September 9, 1849.—At 3, p. in., wind falling, got the sweeps out and swept into Horja buy, and sobered in loiirtecn fathoms water; found ling Ellen, ol and from London, at anchor, lias boon in the straits/iffy three days; nlto tho French barque Ocean, from Bordeaux, twenty .fire days in tho straits." Thu Docatur carried sixteen guns, was built st Brooklyn iu 1839, and was of tho same class as the Albany. —Alter the foregoing was put in type, wo found tho following dispach in the Baltimore Patriot, which wo hope is true: Norfolk, March 12.—The steanoltip Illinnia from Aaplnwail, with California dates to the lGth ult, hat put in here short of coat. Sho reports tho safety ol tho sloop of war Do* caturo which w as at Valparaiso on tho 8th of Feb* ruary. Tho United States steamer Mssaaehuactts, sloop of war John Adams, and tho frigate St. Lawrence, wore at the same port—all well. Tlau New ■•ostage Act. Tho Postmaster General gives notice that ngreo* ably to an act of Congress, approved March 3<k 1855, the following rates ol postngo are to bo charged, on and after the drat day of April next, in lieu of thoso now established, to wit: On every single letter conveyed in tho mail be tween places in the United Stntes for nny distance not exceeding three thousand miles, three cents; and for any distance exceeding threo thousand miles, ten cents. The 0»HN 9i Drought. The annaual report of the Massachusetts Board of Agrioulture, dovotee considerable spaon to a discussion and description of Uto drought i f lM4 t and a comparison of Its effects with thoso iif other droughts in past past years. Its author, 0. Hint, Esq., says that the dry time of IH64 was undoubt edly more oxtonsivo and destructive than any which lisa preceded it lor upwards ol fifty years.— There can bo oo doubt, it Is remarked, that tho do* ■truction of our forests has much Increased mo sevoriiy of our summer droughts. Forest have a tendency, by protecting tho earth from the scotch* log rays ol tho sun, to prevent a large amount of evaporation, and thus lower the tompersturo ol the soil. WHon standing upon olovatod grounds, the sources ot rivers are found in them, and they de termine tho direction of tho prevailing winds and rains. Tho winds which blow over tho foroat# be come impregnated with moisture, which they spread over the country, giving frethnoss, and iilo to nil tho vogotablu creation. But whoru there tire no lorosts the clouds sweep over the country without finding any obstacles to arrest their pro gross and resolve them into rain. The streams become dried up, the soil is heated, aud tho w inds passing over largo extents of country, parched by the sun, become hot, and hear witli them bout uml motility. Air. Flint regrets that the grand old lort-His of Massachusetts have been so nearly de stroyed. Nevertheless, lie says, it is a well es tablished fact, that Iho forests of that State uru at thoprcBoul moment actually increasing in extent, though most of them are of a young growth. Tho report recommends among tho most practi cable methods ol preventing sutlering by drought, that irrigation bo introduced more generally among our Inriners, and that thoy tako more pains to re claim and cultivato tow hinds, which, at iho samo lime that they retain moisture better than others, will not fail to pay n very largo profit to tho cultiva tor, year after year.
