Tho actual Iota is no doubt much greater, as
there was destruction of property of different kinds

NEW YORK CORRESPONDENCE
For the Savannah Republican.
New Yore, March 22d.
A pamphlet, of aomo thirty six pages, defining
tho " Principles and Objects of the American
Party," issued by a committee of Council No. 12,
ol tho Filtoenih ward, of this city, has recently
been published, it is generally conceded to bo an
ably written document, and professes to an exposi
tion of tho Know Nothing croed and articles of
political faith. Its principles arc not calculated
merely for tho meridian of New York, or any par*
tteular section of the country, but the whole con
glomerate States: in other words, it is nil initia
tive step in the nationalizing progress to winch
Know Nothtngistn is speedily to bo subjected, in
view of important coming events, whoso shadows
are already upon us: for this American Puny, ol
course, isnot going to content itself with tho random
triumphs—with tho local and sectional victories—
which it has won in scattered cities and States.—
Flushed with tho trophies which it has nlrendy
earned, it is now* suppling its joints, mid being put
through a course of training to enter the lists for
Iho Presidential prize—f.tr the governmental con
trol of thia boundless continent. ^
"Tho American party,” soys this pamphlet, "in
abstaining hitherto from a public avowal of its
principles and objects, has been tnductd by con*
■nictations ol tho grratoat weight in tho succeMful
purtuit of its object, and which are approved by its
deliberate judgment us altogt-linr proper and just.
Conscious of tho rectitude of its purpose, and ot its
importanco to the welfare of Hie country, it did
not scruple to incur tho hazard of that censure
which it had reason to expect from enemies, to
whiitn its at-crcsy might ntlbrd an argument of de
famation—nor that reproof which it anticipated
Iretn many whom it knew to be friendly to its ob
jects, but who run Id not concur in the endeavor to
promote them by a secret organization.
"To those who properly estimate tho over
whelming power of the <>ld party combinations, in
crushing tho enriy growth of nn element adverso
to their existence—who understand tho infiucnco
uf mvcUrato party discipline it|ft tr-u.ulmg the
Weak, in overawing tho timid, and in fiaUcringaad
coiitrolmg even tin* most resolute—it is not neces
sary to say that tho American party, ti it had ex
posed its first efforts at union to the assaults ol
such a force, would soon havo become nn impossi
bility. Tho long-nursed enmities of political
loaders on all sides would have been suspended in
a temporary alliance to defeat tho new dispu'anl
of ihoir claims to supremacy out the public will.
• • • A new public opinion must attain its full
capacity for resistance, before if can fnco tin* oppu<
sitt-rn of tlnso'.d sy«teiiis and interests which it is
designed to ass ill and conquer. T he history of
s-icccMful popular organizations, in nil countries,
demonstrates tins fact. Their fate lies, in a great
degree, generally depended upon the prudent re
serve with which, in their incipient movements,
they have screened themselves from nMnult "
Thu writer then goes on to any in effect, that tho
American party now feels itself almost strong
enough to cast aside its swsdillmg clothes, to leave
the (etirscy nod concealment in which, like the
iittniiiinn Jupiter, in tho cavern ol the Cymbal,
smiling Cory ban i es, it nursed its mighty infancy in
y< uth, and came nut openly and boldly on th«
arena to try a tail wall the utd and decidedly shaky
athletes who liavo long been masters mid lords of
the political ring. Anothor important fact rnado
known by the writer of this pmiphlrt is, ilut tho
American party does not proscribe ability, expert'
once, and genius; it d ><s not regard fourth and
filth rate lawyers as the only mnlninl out ol which
leadms and officials are In bo manufactured. Tho
pamphlet candidly admits ilut this party " tuny
commit errors—interior men may attain elevation
from its swelling ranks. Such mutters are uns'
voidable in ail great popular tnovemen's arid revn.
luii -ot. Uut they are not its principle* nor its
high aims, and will Im corrected "
Tho following resolution declares in so many
words that tho American pany is g-ung t<

raised tu tho rank of Field Marshal. No doubt,
however, the strictures uf a portion o£thu English
press, and their Crimean correspondent!, must Itava
reached you holuru my letter canto to hand. Up
to thia vory day, though I road attentively in Gul*
ignnni the debvtns in the British Parliament, I
havo soon nothing but the most discreet and cun*
tious expressions used with regard to him, though
hla incompatoncy has aacrified an tinny, nml though
ho and his stafl* will assuredly bo recalled from ids
oammnnd. If lie lisa boon spared by Parliament
ary praclico and roeervo, It ie not so with the
Time*, and n few other papors, and with one or
two thousand letter writers in tho Crimea.
Lord Raglan ia n bravo and honorable old gen-
tlemnn, but it ia an incontestable fact that courage
ia almost the only quality of a goad caminandcr
that he haa niahifcatcd. Ho has uctcd on a system
ol forty yonrs gone by, weskcned and disjointed by
year* of poauo, and no has dono his best to vitiate
a system already vicious enough by his stnff ap
pointment*. He has imitated the Duke nf Wel
lington who never did conciliate the oficctiuiiuf
Ins troops, in observing towards them n most rep
rehensible culdncfs amt reserve, and although Ual-
aklava ia tho centre—tho very heart Irem which
tho lile blood flows which supplies Ilia army—ho
did not once visit that post from tho 2d October
till tho 7th January. If ono may compare great
things with small, Napoleon could march and sub
sist 500,000 men n thousand loaguca front France,
(all land transportation,) while ^urd Raglan i nn-
nut compass tho two longues which separate Unlit-

it was a mooted question whothcr tho Kogmoer or
Quartermaster's Department ought to make n road

undortuuk to do with 28,000 men the work »f
70,000. He knew his enemy and could only cal
culate on n stout resistance which might protract
siege operations into tho winter. Not only has ho
worked his army to death in the trenches, hut ho
has Irecn reduced to employing them a* lu*u«ts uf

Think of men being overy other twenty-lour hum*

without fo.id. Or ilnuk uf them coming from

I can tell it to you. The truth i» that tho British

Y6rk Commercial wrltoa:
Tha rumor of the offer of ih« War Department,
by tlto President, to Mr. Faulkner, nf Virginia, It
not lu bo uvsrhreked. It probably cams from Mr.
Faulkner himself to hla constituents. Mr. F. waa
Inrmorly nUlsy Whig) but. with Mr. Wise, and
uilu-r Virginia politicians, subsequently became sn
administration Democrat. Mr. F. waa chairman
ol tho ooimniituo on military affairs, in tho Into
Congress, ns hla Know-Nothing cotniietiior, Mr.
Ilotsler will sweep that diatriot beyond a doubt.—
Wo liavo hulore had Intimations that sumo changes
in tho Cahinot would taka nlaco In July or August.
Sonre liavo supposed that Mr. Jcfibrsi'ii Davis, linv-
inu boon ovuttulcd in Ida policy in regard to Cuba,
will ho willing torutiro upon iho French mission.
It I* also believed that Mr. Cuahtnu will havo iho
mission to London, and that Mr. Mnroy will re
main whoro ho is. Mr. Guthrie has, doubtlo**,
boon desirous of retiring, ns was reported, some
timo tfgo. nod remains only at tho enruosi solicita
tions of (ho President. Ho may give placo to Mr.
George M. Dallas, wire stands ready, u* usual, to
fill any office that may bo offered. Mr. Wilson,
ol thu Norfolk diatrict in Virginia, who spoku ami
voted sguinst lire Nebraska bill, following, m that
rosm-ct, tho opinions uf his otwlmmt townsman, Mr.
Tazewell, is nlso opposed by iho Knuw-Nuthings,
who are strong in hla district.
Judge Rudcy, perhaps tho ablest and moat prac
tical of tire Virginia politicians, will not meet with
ao much hostility Irom the Know-Nothings, for Ire
is rather lavnrahlo to tire American party liiin*eif.
But some say that Mr. Letchor will lie tire only
"spared monument" of iho whole of the Into Vir
ginia delegation. The overthrow ol the Adminis
tration Democracy in Virginia, following that of
New lluntpaliirc, will truly leave tire President
without n party.
