stroyed, and Dr. Brown, a citizen of tlio ward, was
killed. Tho Know Nothings rallied and took a
cannon from tho foreigners, and, turning it ti|K>n
them, fired, killing a number and wounding others
—how many, had not been ascertained.
Thera was the most intense exctti-mont prevail
ing Mohday night. Tho Know Nothing!* wero
marching about tho streets with the cannon which
they had captured from tho foreigners. An order
had l»ocn issued for then* to meet in the 11th ward,
and another collision was expected to ensue.
It was soppoaoi that tho Know Nothing ticket
would havo a majority of about seven hundred.

Her Majesty's Government has reooivod official
notification of the discovery, in tho island of Cuba,
of a conspiracy, which has reached an alarming
point, but was happily discovered in time; nnd
Government has now thoRatisfaetlon to communi
cate to Deputies and to tho country at large, the
great conlidonco which animates it, that the con
spiracy will bo rcproMcd, in ordorthat public tran
quility may bo completely restored. Government
reposes this conlidonco no left* in tho loyalty, de
cision and intelligence of the authorities who re
present it in that country, than in • sufficiently
powerful force, very devoted, very resolute*, to
maintain tho integrity of our territory. Wo count*
also, on tho loyal sentiment* of the pooplo in gon-
oral, and on tho determination of a part of tho pop
ulation, who evince a determination to aacriiico
oven their lives to tho aaloty of tho country. With
this motive, Sen ores, Government would seize Iho
opportunity to make an appeal to to tho patriotism
ol the Deputies. Deputies should not lose sight of
the tact that in all questions which havo reference
to tho Island of Cuba, there is a latent movement
which wo all |wrc«ive,of which wo may all event
ually be instruments and which proscribes to us so
much circumspection and reserve in whatever tronta
of tho condition of that island, or has connection
with its affairs. Tho only thought, Ssnores, which
can afflict us with care, at present, is the spirit
which has arisen among a few restless characters
in favor of annexation to a neighboring Siato.—

ous tme, unless it bo associated with another idea.
With tho idea of Annexation ia always joined that
ol securing the perpetuation of Slavery in tho I*
land of Cuba. This is not lost sight ol by thoso
who see that landed proprietorship and the agri
culture ol tho island depend on Slavery, nnd that
const-duently, when this institution is threatened,
the pt«»ca*ion of the soil is cndaugertnJ.

Hut it is necessary to keep in viuw am-thor con
sideration, and that is, that tho island of Cuba can
not continue to bo an integral part of the Spanish
territory, snro by one of those measures: Kithur by
Kmancipation, winch would amount to tho com
plete ( Xtcrminatiou ol the white race, that is, ol all
the Spanish and native people of the Island who
drew their origin from Burope; or by Annexation,
and with this, gentlemen who hate shivery more
cannot hope Hint it will bo CX'inguishcd. There
fore. llor Majesty’s Govcrnmnit is resolved to
maintain the treatic* which prohibit the trade in
mgrocs,nnd to exucuto them with fidelity and sin
cerity. But at iho aamo time, Scnorcs, Hor Ma
jesty 1 * Government holds to tho profound convic
tion that slavery is a necessity, and a condition in-
dispensihlu to the maintcinncu of the territorial
property of tho Island of Oulu, and wo have de
sired to anticipate the sentiments of thu Deputies,
by giving to ific unlives and tho proprietors of the
Island guarantees that it docs nut enter the mind
of anytsidy to infringe this principle. 1 bolievo,
Seiiores, that 1 have now sati.-ticd the just anxiety
<>f thu honorable Deputy, which, I uoubt not, is
shared by all who Imve seats on tlicso benches. I
