It ia not true, aa previously stated, that the Vienna Conference have p, (receded with tho * Fourth Point"—everything still hangs on tho Third. The Weetern Powers have not demanded the demolition of Sevastopol, but tho reduction of Russian power in the lijack Sea, in cooaideration for which they propose to ovacuate tho territory.— The Russian Plenipotentiary having no power to act upon this proposition haa referred it to tha Government at St. Peiersbutgh. Tina is the present condition of things; mcaniimo tho allied powers pefote Sevastopol are improving thoir strength and general condition, and tho Kuaaian forces aro boiog nude still more formidable in numbers sod in power to resist tho siege. Tho latest dispatches from Lord Raglan an* nounco the continuance ol a steady fire, without any perceptible cliango In the aspect of nflairs. The Russian* are actively engsgod in strengthen* lag their position at all points, and continue to make nightly sorties upon tho more exposed ol tha allied forces. Eupatoria is virtually besieged. Nine ships of the advanced British fleet have •ailed from the Dead soa for tho Baltic. Tho Vienna papers say the Statement that Spam and Portugal have joined the Western alliance needs confirmation. It is officially announced that Napoleon and Eu* genia will pay a visit to her Majesty, Queen Vic toria in the middle of April. Forged Bill* of Lading. The forged bills or lading of James C. Nichols, of Charleston, have bt-cn received in Liverpool to the extent of 814,000. The fraud consists in the addition of hundreds to unints in tho body of the bills, after they had been signed by the Shipper, which made it appear that his shipments grca'ly exceeded the reality. Upon the talse bills he obtained hie advances in accordance with what seemed lobe their value. The Iraud was detee'ed on this Side too late to remedy it or to secure the rogue. Arrival or ths Alabama —Too steamship Alabama, Capt. Schenck, arrived at her wbsrl on Saiurday, in sixty hours Irom Now York She brought a goodly number ol passengers and a full freight. Two men were fined $100 each for selling liquor without a license. His Honor appeared to be determined to put a stop to this thing. Several uthor* were lined for minor offences. 13T The Rev. Dr. Ryder will continue his lectures at the Catholic Church, for the benefit ol tho male orphans under its charge, this and to morrow evening. There will be appropriate music by tho choir both evenings. Brio Saginaw —We noticed in December last, that th*. brig Saginaw, which went ashore and abandoned on Nassau Bar, had bo<n got off snd towred to this port by the atenmer Kt Johns, Capt. Freeborn. She haa since tiiat time been complete* ly overhauled and left this port on Saturday for Wilmington, N. C. and Philadelphia, with'a cargo of lumber and umher. tsr The work of paving Whraker street haa been commenced in earnest. A small round stone is oacd, and the centre of the street is made a few inches higher than the sidewalk, descending o»ch way, with a gutter or hollow*way <m either aide (or carrying off the water. It has not been deter mined to what point the pavement will tie carried, but we suppose it will not stop much this side of the Park.
