KutONATtON OF TRE FRENCH MINISTER OY FnR- sio» Affairs —It will be seen that Drouyn do L'Hoys, tho French Minister of Foreign Affairs, has resigned. Hit resignation is a matter of soma note, for be la a diplomatist of nu ordinary ability, and has bean ths principal manager of the nego Halloas on the part of tho Alliaa from the begin ning of tbs difficulties. Tho reason assigned (or this rssignstioa, that it proceeds from an unwilling- ossa to protect tha war, is not worthy of mach cred it, inasmuch ss it is not at all consistent with iho fact tbit he, as Plenipotentiary in the Conference at Vienna, united with Lord John Ruasoll in re jecting ihe ffosl answer of Russia, and consequent ly must consider the continuance of ihe war a ne cessity. The resignation, it is more likely, is at- tnbutsblo to the mode in which IF is proposed lo j continue tbs war; and this is the more probable, when taken connection with the fact that M. Walewooki la to be the successor. M. Waleski wss formerly a distlnguisbod Polish patriot and refuges, and afterwards a member of tho French Chamber of Deputise and the Constituent Assem bly, wee (be great champion of the Polish cause, in tbs standing resolution annually passed In pro test against tha partition of Poland. Latterly he has served as the French Minister at l/mdon; and bis present alavstion to the Foreign Office may wall be taken as to indication of a change nl pol icy oo the part of the Alliaa towards Poland, a disposition to secure Ha confidence and co-opera tion. Th* restless state oi Poland, as acknowl edged hy lb# * Russians ibemoelvss, gives lira mat ter additional significance.
