The negotiations between Austria and the Wcai< •rn Powers remain in italu quo, but between Austria and Prussia tho relations were more inti mate. Russia notifies the German Slate*, that tho Cxar only holds to the first of the two guarantee^, on condition of tho neutrality of Germany. We will pay our respect* to our worthy contemporary of the Columbus Times, to-morrow. tar The examination of the Public School^ under the charge of tho School Commissioners,— Mr. 0. Mallon, Principal—will take place this morning, commencing at half past 8 o'clock, and dosing at 2 P. M. tSTTho City Council very properly determined, at itssessian last evening, to have ihe Pest House removed from Tbundorbulrto Tyboe. The Leg islature of 1767 appropriated the sum of 815,000 for the erection of a Lazaretto on Tybeo, and a similar provision was mado by the Lcgiilaiure of 1S34 — The money was never called tor however, ihe expense of maintaining an establishment ol tho kind, in the then condition of city, being such at to deter the public authormea from undertaking it. It is now proposed to erect, as soon as possible, a temporary building st Tyboe, and to apoly to the next Legislature for ih« $15,000 heretofore twjco appropriated. Should the Legislature again au thorize the appropriation of that sum, a permanent building of a suitable character wilt be erected. It will bo seen that Messrs Sami. P. Bell and James M. Prentiss have associated themselves together as successors to the old firm of Phil- brick and Bell, dissolved by the death of Mr. Sami. Philbrick the past winter. Both of these gentlemen having been connected with the old firra—ono at partner and iho other aa chief clerk —they will be able to conduct the business in a manner satisfactory to tho lurmer patrons of tho house. Wo bespeak tor them, therefore, a contin ence of the support so freely accorded by tho pub- lie to the old establishment, to which the new firm is a worthy auccesaor. VST James K. Smith, Esq , has retired from the editorial management of the Atlanta Republican, which has heretofore educated the claims ol Mr. Overby, the Prohibition caudidato for Covcrnor. Unless the Temperance party ahall extend a m«re efficient support to the c*u*e and their candidate than they have dono up to thiatime, he advises Mr. Oferby to withdraw from the canvas*. This, we have but little doubt, Mr. O will finally do. We left Nash villa at 4 P. II., of the 18th, end Ihe nrxt morning early, landed el Clarksville, a town con taining about 4000 inhabitant, situated upon thigh bluff on the north sldo of the river. At sundown we (bund ourselves fail upon a sandbar,Just opposite a Itltlf vll- laao on the nthot side or iho river about thirty miles farther down; and seeing no prospect of getting off boforo a rise of water, without disoharglug a portlou of tho freight, I determined to go on shore, to romalu until Monday ihornlng, aud take another boat, If ours should uotthen got away, or should leave before that time. Tho banks of Ihe river are at this lime from twenty to thirty Prat above Iho water, which are overdown du ring high fresbeta, and tho land thua enriched and moistened. The land ap pears to be Improved on both aides of the river, from e quarter of a mile to a mile In width. The soil on tho flats ta rich and good, but upon the hill* It Is mostly barren aud unproductive. Aa a recompcnce for this sterility, them hills contain In places, Incihauilthlo bads of Iron oro-which Is dug out at the fool of tho hill*, usually about flvo miles from the batiks of the river, melted and east into pig Iron on tho spot, and sent off In this vhape to the rolling-mills , sltuatod far ther down the river—or sont ta a dlilanco to bo thus worked up The Uuinherland must Indeed be a beautiful stream at high water. Then, the almost unbroken harder of woodland—composed of the willow, the poplar, tho sycamore, and other trees of varied foliage—bends ^aeofully down to the water, and thua presents a bar rier of varlegalod hues on either side. Now, the ap pearance «•( the stream is greatly marred hy the upturned trees, and roots, and driftwood, which He scattered all al ug the shores, and upon tho sandbars now left dry.
