Tho elates have the right to fix the amount that shall be paid for a license to soil any thing within their borders, or they can Cither grant or withhold liceu—a altogether for tho vending or any goods they may deem it expedient to oxolude from sale, except pet tups foreign goods on which impost duties luvo been paid. litre, then, the poopto of the alavo states have ample mcana ol retaliating on Massachusetts. Lot them pass a law in each of those states at the next session of tho legislature, that wi'l either rofuao a license for the aalo of anything the gtowth and pro- duco of Massachusetts, or fix ao high a price on the license tor the sale of such goods that no per- ton can afford to pay it. In olltior case adequato punishment must be provided against the violation of the law. It tnay ba said that tho law would bo evaded by the purchaee of Massachusetts goods in other statos—in New York, Philadelphia, Balti more, &o. To moot this cate, tho law may provido that a person in any atato, lolling to our merchants Mas sachusetts goods, knowing them to bo such, end without giving them notice, shall he esteemed guilty ot a Iraud. and any obligationgivon forauch goods shall be null and void. If, in addition to these legal provisions, tho peoplo of tho slave atatea will resolve not to purchase or use the products ot any state that shall legislate against the property ol tho people of tho slave states, it will bo still more certain to bring the peoplo of iboto states to their senses. The operation ot these measures, if they are rapidly and honosty carried odt by tho harmoni ous action of tho legislator#, merchants and people ot the South, cannot tail to be so injurious to tho industrial interests against which they nrodirocted, th«l tho people affected will yield to tho prompt* ingt ol interest what tney now deny to common honesty and the constitution of the nation, and will repeal the laws ol which the peoplo ol the South complain.
