The New Orleans papers bring us the procla mation of tins Mayor of that city, establishing quarantine demotion of tan days, from all places within the tropics, and also from Charleston and Savannah. The Charleston Mercury c'rrcbtly ob serves, that tboro is something a little burlesquo in this, and for the rest it ia so unreasonable, that ws must suppose the leading object or the Mayor is to bring quarantine regulations iuto odium and con tempt. Tropical regions aro not necessarily more sickly than others. Tho object of Quarantine ia to keep out contagious diseases. Its enforcement is only justified by proof that auch disease prevails.
