Th* present capital of the Bank la $1,- 000,000. In consequence of this chango oi name the President and Directors decided to procuro fresh plates, and to replace the bills now in cir culation by a new Issue, aa fast aa the old should come in. We were aljbwn yesterday apecimena of the new bills, the designs of which are as beautiful aa any we hays eves naae, aed. u' appropriate « they are beautiful. They all have a local significance, and are intended to represent important facie in the history of the Stele and ihe pursuits of the people —thus presenting in a small compass an epitome of onr career as a Colony and as a Slate. The One’* are embellished with a well executed engraving ol the Countess of Huntingdon, whose memory » to gratefully cherished in this pot lion of Georgia, and by a representation of a Planter on horseback, with a Rico field in the diatanco.— Upon tho Two'* we have a likeness of tlie celebrated George. Whitefield, one of the early patrons ol the colony, aod a representation .of a sailor boy with a spy-glass. The Five's aro o/n"moutcd with an angravingof Gen. Greone, who removed to Geor gia subsequent to our revolutionary struggle and whose remain* now real in her bosom, together with five allege tic*! female figures—Liberty, Jus tice, Agriculture, Commerce, Manufactures. The Ten'a are consecrated to Count Pulaski, who fell at the siege oi Savannah, and toScrgt. Jasper whose heroic exploit near this city is faithfully delineated. Tho Twenty'* are embellished with an excellent likeness ot George M. Troup, the intrepid G »v- ernor of 1824, and with an engraving of the Colo nial cost of-arms and tho coal nf-arms of tho Stats, combined—the former consisting of the figures ot two river god* in a recumbent petition, the boundaries of Georgia at that time 1 being Sa* vannah river on the North and tbo Atiamaha on the South and Weat. Upon the Fifty’s we havo an engraving of the late lamented Elias Reed, for mer President of the Bank, and of General Ogle thorpe and Tomnchichi in council. In front of Oglethorpe aiia the old*Chief and on bis right ia Mary Muegrove. The Hundred’s are emboftished with a * striking likeneas of Jonathan Oimstead, late Cashier of the Bank, who fell a victim to tho epidemic of last year, lamented by all who knew him, sod by a representation of Napmoe with a ship in the offing. Thus are reeallod many interesting incidents in Ihe history of tbs Stato and City, The bills m already intimated, are executed in the highest style of the art, and reflect much credit upon the latte of the designer and engraver. Unfortunately, the people of this country have never evinced much taste, either ia their coins or bank bills, io ’ France the case ia jatf the reverse.— There, everything which bsars the government im- prsee—avto the poaug* sump—is got up in the best possible style. Thus, evec In lha smallest things, the lasts of the people is Improved, and their love for the beautiful and appropriate increas ed. This, by the utilitarian, may be considered of do consequence; but we contend that nothing is unimportant which tmprovse any of our faculties, and especially our regard lor what ia becoming nod beautiful. der. tlaotof odrh,wlU be aomawbat di|hlnl«b*d. The Baltimore Sun, in commenting on a reso lution introduced beforothe Mayor and Aldermen of that city, directing tho publication of a certain description of city advertising in daily papeta hav ing tho forfeit circulation, uses lha following lan guage * % “Officers of tho national and municipal govern ment, bound in honesty aa they are to servo the community in tho beat manner, uro constantly laith- leas to their obligations in this manor of adrer- Using, in thoir own business affairs they are care- lut to select tho papers which have Uio largest circulation, whooever they would oommunlcate with me people; tbua they serve their own inter ests by a practico just ihe reverse of that m which they affect to servo the interests oi tbo public.” As an abstract principle the doctrine set forth by the Bun is probably correct, but (says tho Ameri can of tho same city/ circumstances alter cases, and in no matter more than that of advertising.— The Now Yoik Bun has, we believe, tho largest circulation of any daily paper in Now York city but no onu thinks of taking a purely busmen ad vertisement to its office; and though the circulation ol thu Courier and Enquirer ie probably not moro than one-thud aa Argo as that of the Sun, its business advertisements are in tho ratio of about nineiy-mne lo one in the latter. If a man loses a dog, or his cuw goes errsy, or he wishes to hire a servant, ho take* his advertisement to a paper that circulates largely among those whom he desires to read it—auu if he has a piece ol properly for aalo, or anything lifgeueral utility to diapoto of or Introduce to the pubiic, aell-imorost will dictate that ho ihould publish it in that paper which i* read and looked to most generally for such mattera by those who have the means at hand lo become purchasers. Thus it*.is that tho mer chant, the mechanic, and all experienced business men, in selecting a medium for communicating with thsir customer*, look to tho cAaracter rather than tho extant ot circulation, aa a paper may havo tbouaands and tons oi thousands of subsoil- bers, like the New York Sun, in tho by-waya of a city, and not (cn in ten thousand ol those to whom a purely business advertisement would bo of the elightesUnicrcst. If it be truo, as reported by a correspondent of tho Now York courier, that the Secretary ol War haa refused increase of pay and arrearages to Gen eral Scott, and that be haa written to the Attorney General to whom Scott appealed, in support of hi* determination, we can only eay that It adds anoth er disgraceful instance to that long array o r small- minded ade ol tyranny for which the Administra tion has distinguished itself. It is useless in a matter of this nature to clot precedent or to attempt to e«tah|iih a principle.
