The addross ia an able and interesting exposition ol the vlowe of the prohtbi* lionisis, and can hardly fail lo help on their cause. gy Mayor Anderson had rather a heavy doc I* et to disposo of Saturday morning. Among other casus, we noticed a Urge number of pereons who had been brought up for keeping dogs on their premises, or allowing their ejavoa to do au, with out paying the necessary tax. Tho Mayer di*» missed them on the payment of the tax. We com mend tho following extract from tho city ordl* lances upon this subject, to the attention or the owners of doga: "And if is hereby ordained, Thst every dog brought into the city, shall immediately be reported to tho City Treasurer, and a tax paid or license taken out for the remainder ol the year, under a penalty ol ten dollais on the owner or keeper of Mid dog, or the person on whoso premises the ■aid dog mav be found, and any dog, at any lime found in the city, shall he deemed and taken to bo kept therein, and hablo to the tax aforesaid, and it •shall be the duty of the City Maishaland City Cunt* tables to ascertain all such Persons as have failed to make tho return required by tho Ordinanco, for which the said Marshal and Constables shall be •milled to one-hall the penalty therein mentioned “ A policeman was arraigned lor shooting a dog inside tho Market House during market hours, and fined $10. Price, were lined etch 810, and ordered to Jail. ’I here were several other cases upon the docket of minor importance. t&*A movement of romo importance has been commenced in North Carolina, and is soon to be submitted to the Legislature ol that State. It pro* poses first,to render legal the institution of mar riage a’mong the slaves; second, to preserve sacred ibe relations betwren parents and their young children; and third, to repeal the law* prohibiting the education ol slaves. Capture of ft'ort I.hramie by Indians We have already published a dispatch to tho •fleet that Dews from the Plains had been receiv ed of the capture of Fort Laramie by ihe Indians. No particulars ol the capture are given, but there can be liufe doubt as to tho truthfulness of ibe re port, oar previous accounts from that region having stated that the sarages were assembled around the fort in great numbers, determined upon making a hostile demonstration. Tho fate of the garrison at the fort may be easily conjectured. They have undoubtedly perished miserably; and the scanty reinforcement despatched aomo time since to their relief, but which could not have reached the furl before its capture, has in all probability shared tho Mmefate,aa the hostile Indiana numbered two thousand warriors. The Indians had likow sc com mitted depredations upoo emigrant trains, one of which was robbed of over four hundred head of cattle, sixteen horses, wagons, dtc-, and the partirs owning them left destitute in the wildcrnc«s. It is eridant that a combined movement of the savage tribes is on foot to annihilate the whites on thft frontier; and if the general government docs not act promptly, it will in all probability succeed. ThsN. Y. Tribune publishes a letter dated Council BlufT, 9th inst, showing that tho Indians had commenced tho war on the plains on a Urge scale. A friendly flioux Chiel encountered a band o| hostile Indians on the plains, who had with them about twenty white women and children. It is passing strango that tho temperance fana tics will persist in enforcing this odious luw upon our citizens, nine tenths of whom aro most decidedly opposed to it,—and that too, alter the most cmi- noni lawyers havo duclarod it unconstitutional. The grounds on which speculators roly for a con tinuance of the high rates now prevailing, they ‘think, have no good foundation. Ther« is a lear among some of tho large holders that a considerable portion ol tho supplies, now locked up in tho in' terior by the low atago of the tributaries to thu principal Southern rivers, may yet find a market in which ca»o these parties will find that they havo met tho laioof thoso, who delay digging thoir dams uniil Jjigb water.
