The reason of the rule would include both. By the
term “Americana,'' as need in this connection, in
its conservative sense, is meant Americans in
thought, (wiling, sympathy and aspiration; those
tmo whose nature, through all ihe progressive
si ages of its formation, the great spirit of our in-
emotions, unmmglsd with other forms and ays*
tern*, has bean instilled*—whose impulses are un
divided with other Institutions and nationaities.—
Such a man is an American in the lull eoneorva-
live at nee ol the term, whether he may have been
horn on the coil or not; as much so as a cilisen
bom of Amanoan parent! abroad.
So much aa to who are Americana in the just
and rational acceptation of the term, premises ns-
R. eaary to be lully understood in order lo compre
hend aright the justice and wiadoin of the great ab
stract political truth, that such, and such only
should ba regarded ns fit participants in iho gov
ernment ol our nation.
But while this construction of ihe proposition
ihni Americans should rule Ameiica.caii bo utain-
tnmed, as an abstract political truth, in tho prac
tical operation ol the doctrine it ia subject to an
important qualification—one glowing out of the
necessity ol the case,and founded on reasons equal
ly cogent The principles we have laid dowu
are, in theory, wholly impregnable, yet, like many
oilier incontrovertible truths, when we come to
bring them into action for iho government of men
ami things, it is necessary to curtail or extend, in
order to produce a successful and valuable result.
This difficulty is clearly illustrated in the or
ganization ot the present American party. Par
ties, like every thing else, to be useful and alloc
live, must bo practical; and although a citizen
bom an alii u, but reared and educated under
American influence, is, in principle, clearly «m
braced in lbs idea we have sought lo convry by the
term “American," yet in the practical application

ihe party is lo be Ins own judge in determining the

existing emergency, (laving once taken a step in
