of his Honor, the Mayor, that bv the advicu of
Council, Thursday next has been sot apnr' as a
day for thanksgiving and prayer by the inhabitants
of our city. Never had a people grenter cause for
gratitude, and it is to bo hoped none will fail to
give it a sincere and becoming expression.

Executive. It appears that Mr. Howard, of
Kingston, a heavy manufacturer ol lime, met Gov.
J"irason, in a public discussion, a short time bet.-re
tho cl jetton, nt which his Excellency seems to
have taken mortal oflenco. According to tho
Courier, ha hns adopted (ho following method of
uvenging the sovero castigation he got on that oc
casion :
“ Sinco the day ol this discussion, not a single
enr Inis been suffered to stop at Mr. Howard’s
Kilns. Tho day alter the election, tho switch fur
turning cars to these works wus taken up, under
promise that it should hu replaced.
This promise, it win bo noticed, was made
whtlo the result of tho election was yet unknown.
A few dnys since Mr. Howard was informed by
tiio supervisor that this switch was to bo destroyed,
and ol eouiso his business entirely stopped. 'This

We will not suggest any course to Gen. Simp

confidence and is likely to retain it. It cannot be
too often repented that our army requires a young
er man. Tho commander of an army in the field
must have physical strength not only for seden
tary toil, but for riding, walking, bunring wind,

comforts of tho camp and tho march. These quuli
ties are not possessed by men of the ogu ol tho
British Commandor-in-Chief, who sits in a ditch
muffled up in a cloak when u whole army rushes
lo the assault. Marshal Polissior wants, wo be
lieve, one or two years of 00, and yet his activity is
looked upon ns extraordinary by his countrymen.

which hat lought so long and so well, by their
sympathy for those left bereaved and destitute

love ol countiy and honor, wo conjuro Englishmen
lo brook no delay in placing at tho head of their
small, hut chivalrous army, a man who can inuke
its valor productive ol something mure than nil
honorable disaster.

however, tlm privilege is allowed in no other coun
try of Europe.

Citizens of all countries have a perfect freedom of
; travel in any and all the States ol the Union.—
When a citizen desires to travel in a foreign conn
try, where pust-ports are required, ho cun obtain
them, either Iroin tho Secretary ol Siulu, or a resi
dent Consul of tiio country to which he is lining.
A passport is a certificate of citizenship, design
ed to protect tho party against molestation, so
long as ho conforms to the laws ol tltu country in
which ho may travel. They originated, we pre
sume, in the policy of excluding RuspieiotiB or
dangerous persons from tho country. Upon ar
ming at a foreign port, the custom is to present
your passport to tho proper authorities, by whom
it is visual, that is, oxumined and omlursed, alter
which you uro allowed to proceed on your jour-
