Proposed Tunnel Under Niagara River.— The Msyor ol Buffalo laid hoforu the councils of that city on Monday evening last a report Irom Mr. Wallace in relation to the practicability ana cost ol constructing the projected tunnel under tho Niagara river. Mr. Wallace says that the pro ject is not only entirely feasible but nol expensive. Ho estimates tho cost of the work at 8853,747.— Thu Mayor urges tho council at onco to take steps to secure a charter for a company to build tho work. The increase of the western states continue* to be very large. There is not one of (hem which does not bid faru to become exceedingly populous. Illinois and Indiana have each over a million of inhabitanis, which Michigan, Wisconsin and Iowa have each over half a million. Wiihin iho last five years Wisconsin bus added 270,000 to her population, and now lias575,<XK). Iowa has increas ed still more largely. Another consideration that commended tho American party, with peculiar force, to the truo men ol the South, was ihc high position it had ta ken at the North upon the question ot slavery agi tation, having resolved UisotUf ir tacus as flint against any larlhcr disturbance ol the question, and to discountenance every man who sought to use it in tho future elections. In Georgia, ihoy have bu«n signally de- fettled; yet wo cannot regard tlm recent decision of < ur people ns a deliberate condemnation of the high aims and nohlo purposes of tlio party. Pre sumed ns an abstract issue, and apart f-om the con flicting interests of parly organizations, we do no 1 believe there is a Slate in the Union that would tail to give them its approval. Hero in Georgia, the party ho* had to contend with fearful odd*, and has only been defeated by a combination composed of iho great body ol the dt-rnocrtiiic party, tlio en tire foreign vote, and the powerful aid of two qld wing leaders, whose past opinions would have jus tified us in expecting nt their hand* friendship, and not war. But we have no quarrel now for those gen tlemen We only hope that experience will prove tlm wisdom of putting down a suspucied evil, for tlio purpose of setting up au established curse. The luture policy of the American party ol tho South is a plain ono. They havo done their whole duty, und can, with a good conscience, leave the ! wt “ l responsibility to their triumphant opponents.
