Tho Committuo on Judiciary, Mr. Irvin of Wilke* chairman, muds roport on aovoral bills on- trusted to them this morning. Tho bill increas ing salaries of tho Judges of tho Suproino Court, to $4,000,—to apply to Judges hereafter elected; and tho bill to restrict and define the pardoning powers ol thu legislature, wero both rolumod without amendment, and their passage recommended. Tho special order of tho day—hill to pardon Jacob Mercer—was thou lukuii up, and postponed lo Tuesday nuxt. A message front the Senate was received and road, stating that tho Sonate had roaolvod to pro ceed to tho election of a Bank Director, and Judge ol iho Supremo Court, on Tuesday next; and ask ing tho concurrence of tho House (heroin. Mr. Dawson moved that tho House concur. Mr. Lowis of Hancock objected, lie wisliud the elec tion of a Judge postponed until tho bill increasing the Judges' salary had been actud on. Mr. Dawson withdrew his motiun; whereupon, it was rouuwcd by Mr. Fields, who could not aoo uny reason lor delaying the olcdion. That General must bo sanguine in deed wim could expect any othor rosult from a prolm gi d doleneo ol tho Crimoa ngainat the allied fleets ntid armies than totnl defeat or surrender without striking a blow. Those considerations aro bo obvious that wo cannot doubt their boing pro- sent to tho mind both ol tho Rmqan and allied Generals, and tlmt they liavo materially influenced the couduct ol both parlies over sinco tho dccisivo day of tho 8th of September. There ia also a motive of policy in hrouking thu full of Russia as much us possible, nnd giving the public mind of Europe (into to puuso between the startling news ol the fall of the fortress and the confession ol de feat implied only too clearly in the evacuation ol tho province Thero may, hosidus, probably ho another reason, m tho difficulty ol moving an army diH.irganr/.eii and dispirited by n long succession ol ternblu hardahipa and by a shattering delout, at n lime ol tho year when tho scarcity of water ren ders a retreat across the steppes, oven without tho presence ol an enemy, an operation of Iho utmost danger and difficulty. These things may well ac count lor the conduct of the Uussinn General, hut they do not prove that tho course which lie Inis adopted in not one ol the utmost peril, and of daily increasing perplexity.
