(KNATW. A, The General Appropriation Kill which passed tbs House a day or two ago, was taken up end the greater portion of the morning consumed iu amending it and discussing it* provisions. Mr. Moore „f Lincoln moved to reduce the daily oom|ioasatiou of the onrotliug and engrossiug clerk* from six to five dollar*. Thereupon a gene ral discussion of the subject of clerks, their com pensation and their number followed, and the ex travagance which haa heretofore prevailed in that branch of the public service was very freely com mented on. It was acknowledged by all, that tlio present Secretary bad employed no more clerks than were necessary, mid Mr. Moore of Lineoiu was the only olio who seemed inclined to reduce their compensation. Messrs. McMillan, Cone of Greene, l.itmlruiu, Peeples, l'«pe, Allrod and Long opposed the motion, and the Senate refused to agree to IL The llill passed and was sent to tlio House for its concurrence iu the Senate's amend ment*. The Senate then took up the Hill to amend the act of 1853, iu relation to the Trustees of Glynn County Academy. The old Board of Trustees are required to turn over the pro|ierty and funds to the new Hoard, and the latter are required to use tlio funds fur the purpose of educating the pour children throughout the county. Quite a lengthy and (no doubt to the parties) interesting debut# ensued, in which Messrs. Long and Miller spoke in favor of the Hill .and Messrs. Let us f her a generous welcome aud a fair trial. ^ Tiie Georgia Dr.Rorn.iTir 1'latimiim in Wash- I ixoio.x.—A despatch from Washington, dated 1.3th, says that a can-is* of the Democratic members of tho Senate had been held that day, in which Sena tor Iverson of this State introduced, as the uhima- turn of the South, the resolutions passed by the late Democratic meeting at Millcdgcville. We judge they proved a bomb thrown into the camp, as the d ‘patch informs us that a very warm discussion followed their presentation. The meeting refused to take any decided action on them, and referred them to a committee, consisting of Messrs. Iversou, I Cus, of Michigan. Bayard, of Delaware, and Kmk, of Texas, with instructions to report at a future day. The Speakership. A case in point occurred in 1839, when Mr. Garland, the Clerk, refused to accept the credentials of the members from New Jersey when they were presented with the liroad seal of the State attached. Wrangling and confu sion reigned for a immbcr of days ; and the House was finally organised on n motion that Mr. Adams of Massachusetts I*.' considered Speaker until a re gular election could be had. Mortality or the United States.—From the tie rtality records, says the New York Herald, we learn that the total deaths during the twelve months previous to 1st June, lV,o, numb,-red 323,fi23, of whom 2ffi,601 were white-. This i* in round figures, nearly one and four-tcn:h* per cent on the total population, tho lowest mortality, we venture to say, tbnt has ever l>cen recorded in any settled and civilised country. Messrs Ward and B’avne opposed the Mil. and it was ably advocated by Messrs Phillips, Lawton, Thornton, Jones of Muscogee and Crook. On motion of Mr. llnyuie, the bill was amended so as to require the Governor to take bonds from the contractors for the building, for the completion of the same according to the (dan of the commis sioners, and forbidding the payment of any monies out of the appropriation, until said bonds slial have liven executed. .So amended, the bill passed by yeas 80—nays 30. The roply shall he as brief as possible. Their first statement is—that the fare now charg ed for passage is almost prohibitory—that their families are well nigh excluded. Prior to 1st August, 1844, tho faro for passage was 4 eeuts or over per mile, on all the Roads ill o|>oratioii. At that tiiuothis company redueod tho furo to 3 cents, anil tho other roads very soon cauto down to the same figure. AH tlio other roads, a year or more ago, established their rates, some at 4 cents, sotuo at 5 ccuts, and some between 3 and 4 rents. This Company fairly tried 3 cents per rnilo awhile longer. Ou tbo 1st day of April last, tho furo of travel was placed at 4 cent* |>er mile—on the way—for while persona, and 2 eeuts per mile for colored persons—an increase of 25 per centum ou fare of whites, and a dtcreute of one fifth on faro of colored persons. The whole sum roooived for passage ou tho Ceutral Railroad for tho year ending 1st December, 1854, was $174,000. This was earned by two daily truins and one daily ex tra lietwcen Milieu and Savannah. Tlio sum is about one *\xth of the whole earnings of the year.— Thu sum received from passengers is wholly inad equate to tho expense incurred to carry them. If the stock-holders depended on passage money for their profits they would liecome bankrupt. It was the duly of the President and Director* to make, if possible, tho f:fre* of travel pay something like a fair return for the great expense incurred in run ning our passenger lines. The price of 3 rents per mile, chiefly advocated by tho writer, was found to ho inadequate, mol hence ho was among tlio firsj to advocate the change to I cents. Prescott's Works.—His stated that twenty- t«o thousand five hundred volume# of Prescott’s works hare been published. This includes fourteen thousand volumes of his Philip tbe .Second. the si By Mr. Atkinson, to provide for taking the cen sus of Camden, Glynn and Charlton counties. It appear.- that no returns were made from those counties at the la.-t census, and the hill provides that John Sheffield of Camden, ll .raec Harris of Glynn, aud Robert Paxton shall take the census of 1 their respective counties. The hill front the ILiuse explaining the act of j 1823 and declaring that persons who have once 1 taken "prison hounds," arc alsoentillcd to the bene- i fils of that act for the relief of honest deffors, was j taken up aud on motion of Mr. Miller so amended as to extend it* provisions to those who have given hail. The hill then passed. The Senate then took up tho General Appropria- j lion hill from the House. Were it rue that the fares aro “ almost prohibitory," tho ■turnings from passengers, would have fallen off to •almost” nothing. Tho increase in passage iioiicv for the years 1854-5 ha* been nine thousand lollnr*—total passage money of Contra! Railroad $182,000—on total earnings of over a million and ■x quarter. The least acquaintance vvitlt railroad management would satisfy any reasonable man that the passage receipts of this Road are entirely inadequate, even now, to the great expense of maintaining the passenger line*. It is a common remark that if you lower tho rate of passage on n Railroad you increase tho number of passengers mid thereby the reeeipt*. It is true that the num ber of passengers may be increased, but it is un error to say that, consequently, your profits will increase, lit the New England States, with a den.-e population and where passago was the chief business, they have tried and abandoned the idea of very low fares. Some roads in the Union have been, by ehnrler, restricted—one great road to 2 cents (>cr mile! It remains to bo seen when that great road will pay any thing to the stockholders. Is the first resolution of the meeting in Scrivou fairly answered ? Let the stockholders and the public to whom an appeal has been made—bo the Judges. • 2. The second charge ia deemed worthy of en tire repetition, with a few words in capitals. But if a passenger seek* to carry hundlca ofpurehnted good*, no matter how small, in the face of the rule published from the beginning of t!m road, that every single package, must pay ni least 25 cents, (which has happened iu •'thoutnud of instances",) wo have never *nid thnt it was petty •‘meanness,” hut have simply made the passenger pay freight Why should the company carry mer chandise as Imggagc for nothing? The company ‘•likes, to treat *t«rc goods as store goods and not as baggage. It think* it just and right to do so. 3. The third charge is that the price* for trans porting timber arc of a prohibitory character, and that tho transportation is accompanied liy vexa tious delay. With a view to accommodate tho lumber pro ducers, the company established the following plan : To- Freighter of l.iuuliei. I have answered all tho charges of the citizens of Scrivcn. Tlicv have been severe aud hitter upon mo. I have a’word to say to them, but it shall bo said without temper. They say the management of the Road is getting to lie such, that it might a* well not exist, so far as they aro concerned. I beg leave to tell them, with due respeef, that, while I shall ever deal a* justly toward* my fellow citizens of Seriven, ns I would towards the people of my own county, a* far a* in me lies. I feel that the I'entralRail Road was not designed by its projector*, especially for their ben efit. Tlicv' themselves say tho Road was designed " for the gi o.| of the .Stockholders, and of tlio pub. lie.” They call on those Stockholders and tlio citizens of’Savannah, to relieve themselves and the people of Seriv en. from the administration oftho.-o who have proved themselves, either from a want of honesty or capacity, utterly regardless of their trust. ' This is strong language and needs to bo answered for. 'The Stockholder* will convene ou Tuesday next.
