When they do, tho pooplo will know how much of
their confidence is duo to those incessant com
plaints about “partisan presses.”
We are by no means surprised by tbo pnssngu
of tlio ordinance to which wu liavo nlludud; in
deed, it received a much stronger opposition in
Council than wo had been led tu expect. No doubt
tiio whole mutter had been “cut nnd dried," in
caucus, long before tho meeting of Council, nnd
all doubt of h failure satisfactorily removed. Tim
city checks for doing business with another Bunk,
we learn, were struck off sotno two weeks ngo;
which is pretty conclusive evidence that tho fate
of the ordinance had already been decided. Wo
nro Informed, too, that thu Bank to which tho city
i* about to transfer its business relations nnd pa
tronage, is the only one in tho city of which tho
Mayor is n Director. (We may here take occasion
to say, in parenthesis, that in all wo have written
on this subject, wo hnvo neither made or intended
any reflection upon the latter institution. It is
doubtless a sound, well-managed concern, and
untitled to every public confidence. Our objection
was to tho chnmje, irrespective of tho party in
whoso favor it wns to bo made.)
We would not coneiutlu this notice of the hut
mooting of Council, without a brief rcfcretioo to u
remark of ono of its loquacious members. In
spuaking of this deposit affair, tho idun was ad*
vattcad, that if that “partisan press,” the Jlepub•
limn, had said nothing abuut it, tho removal could
have been consummated peaceably and quietly,
and tbo public would have been nono tho wiser.
What an illustration of the scriptural truth, that
some peoplo “ love durkne.s rather than light”!
Unluss we aru mistaken, the official proceedings
of their previous meeting, as published in the uffi.

tho refusal of Messrs. Padclford, Fay A Co. to pay
thu tonnage tax on their uenan steamers. Why
wns this omitted ? Was it boenuso it involved a
confession that thu new tax law was irruny and tho

was it that they were unwilling fur the public to

steamers were exempt from tho operation of the

sacrilege.
Finally, wo would suggest that certain members
ef '.’nuncil lay aside that affected dignity thoy so
often assume in thoir allusions to the llepullimn.
Such expressions as •' that Know Nothing sheet,"
" partisan editors,” " unworthy of notice,” Ac. Ac.,
may well be dispensed with, especially as tho ob
jects which they affect to despise,are allowed to on-
giigcsn large a slave of lhoi-attention. Tlio editors
of tho /{cpuUicitn have nothing to claim on the aci.ro
of superiority over others, yet they flutter themselves
are inferior in no respect, cither as men or citizens,
to those who, mounted on the stilts of office, would
fntn look down upon them. Nor shall we he do
terrud by these semi-monthly explosions ol Alder-
manic gas, from u free expression of our opinions
upon their nets. It is both our right and duty n*
public journalists, nnd we shall exercise it, ns
heretofore, plainly and truthfully, yet with nil due
respect to tndividu»?s, and without personal malice
towards any one.

To-day the Light Dragoons of Charleston arc
expected ns guest* of thu Georgia Hussars. Tbi-
iiivitntioii of the Hussars is to return the hospi
tality so munificently extended tn them hy the
(,'hnrlMdon Light Dragoons in April Inst. They
am exported hetwom four and five o'clock in the
afternoon, and their arrival will lie announced hy
minutes guns from the Chatham Artillery. Lauding
nt tho Charlttslon Steam Backet Wharf, they will
be received hy tha Hussars, Col. Lawton and hi-
staff, Major llelin nod hi* staff, the Chatham Ar
tillery, and tho Oglethorpe Light Infantry.
After passing through some of tho principal
streots, the column will partake of a collation at
St. Andrew's Hall. At ten o'clock p. in. thn line
will he again formed and rnpnir lo (he depot of
tho Cnntral Railroad, to rerelve his Kxecllniiey the
Governor, who is also expected us a guest of the
Hussars. On arrival of thu cars the Governor
Slid thu Charleston Light Dragoons will he escort-
ml to thoir quarters at the Pulaski House.
